Opis:
Migrants from the turn of the twentieth century are the fourth group, after the indigenous people, the colonizers, and the African group, which had a significant impact on the forming of Latin American societies. Initially, large migration streams have bypassed the region. After 1870, when the political situation has somewhat stabilized and certain countries have initiated activities aimed ai attracting foreigners, the inflow of migrants significantly increased. Many countries encouraged arrival, yet the one receiving most people was Argentina, which in the years 1830-1932 was the second major destination for migrants after the United States. Next to Argentina, the largest inflow of newcomers was noted by Brazil. On top of that Uruguay appeared to be an attractive place as well, while in the first decades of the twentieth century many immigrants also turned their steps towards Cuba. In the period of mass migration those four countries received over 90% of arrivals from Europe, who were looking for a new life in Latin America. The main objective of the paper is to present an outline of the changes which took place in the policies of selected Latin American countries at the turn of the twentieth century, starting from pro-immigration policies to the introduction of limits on immigration in the 1930s. The focus is on four countries, which received the most people at that time. Migration policies have been discussed in light of major flows of migrants from Europe and Asia.

International migration is a major issue in many parts of the world today. In the United States, with its history of immigration, it has been a recurring theme in political discussion for over two centuries. This article addresses three issues: (1) providing data to establish the size, composition, and recent trends in immigration to the U.S. today, (2) a review of 2018 U.S. public opinion polls on immigration, and (3) an interpretation of why a subject where most Americans generally agree has caused protracted emotional and divisive debates over the past two decades.

Opis:
The last large wave of Polish immigrants (estimated at around 115,000) came to Canada in the years 1981-1996, mainly due to Canadian preferential immigration laws and family reunification programs. As the democratization of post-communist countries was progressing, emigration to Canada became a far easier venture for Central and Eastern Europeans. Currently they are subject to the same immigration procedures as immigrants from other regions. Acting upon the immigration law introduced in 1967, Canada prefers well-educated immigrants with significant capital, persons in economically productive age (between 21 and 49), professionally qualified, and competent in either of Canada’s official languages. In 2008 Canada abolished visas for Polish tourists. A year later the Canadian government launched a typical work and travel program for Polish young people, enabling them to gain up to one-year of work experience in Canada. Despite all these efforts and due to the fact that EU labor markets opened wide for Poles, immigration from Poland to Canada fell below one thousand people per year. Also, Canadian authorities gradually introduce new restrictions aimed at issuing work permits only to those who have guaranteed jobs and are highly unlikely to be a burden on the Canadian health care system and social services. Therefore, Canada’s government has recently been very actively promoting Canada among the most preferred groups of immigrants, including Poles living and working in the British Isles.

Although Poland is not yet a country where immigration plays a major role, the opening of Polish borders in 1989 opened up the country to immigrants. In the 20 years after Poland's political transformation, the number of immigrants, even if still insignificant by other EU countries' standards, has grown steadily, so that in 1998 Łodziński wrote "the foreigner-migrant ceased to be the marginal and exotic person which he used to be. Hę has become so prominent and permanent a phenomenon that determination of his legal status and legal arrangements governing his situation in the various fields of social life has become an important issue" (Łodziński 1998). Yet, the number of immigrants, after all, continues to be at such a low level that Iglicka's declaration of 2003 stating that "Poland does not have a comprehensive migration policy, but mere foundations thereof. Neither is there is a doctrine of migration in the political consciousness which could constitute the foundation of coherent migration policies" (Iglicka 2003) is as valid as ever. Based on analysis of the government's ad hoc actions, press releases, experts' statements and data from public opinion polis, certain trends can be noted that may be used as an indicator of the direction which, if not the political discourse itself, then definitely the public discourse around the issue of immigration, is taking. If, as Zapata-Barrero maintains, we assume that the "discourse provides a reference framework and the main source of arguments for both the legitimacy of policies and for the legitimacy of public perceptions/ actions" (Zapata-Barrero, 2009: 50) and, as the author points out, "the design of discourse as a voluntary and intentional act, is aimed at achieving a specific effect, is a political act and transforms itself into a certain policy" (Zapata-Barrero, 2009: 46), then the discourse on immigration becomes crucial because it defines the process of government's handling of multiculturalism, which democracies must, sooner or later, face. This paper presents the result of analysis of public opinion polis and the political discourse on immigration in Poland and simultaneously attempts to explain the direction it takes assessing its possible consequences.

Opis:
The experiences of World War II resulted in radical changes in the Australian immigration policy. The mass character of immigration and, most of all, its diverse national composition lead to deep social and cultural changes. Within two decades, not without a struggle, the relatively ethnically homogenous, “truly British” society of the Commonwealth of Australia which was formerly separated from the world through the “tyranny of distance”, turned into a multiethnic society characterised by great social and cultural diversity. This necessitated adjustments in the state policy, which evolved from assimilationist to multicultural, and changes in social attitudes and the Australian national identity. This article takes a historical perspective and aims at outlining the sources, assumptions and actual course of postwar immigration and its major social and cultural implications. It presents the period until the mid 1970s, i.e. until the Labour government led by Gough Whitlam, who initiated the politics of multiculturalism, was is office.

This article presents an analysis of the studies on Polish immigration in Rio Grande do Sul, placing them in an the interethnic context, which firstly, is specific to this host society, and secondly, affects both the visibility of different groups and the intellectual production about them. The works are in part authored by the descendants of the immigrants from the group itself, i.e. by those who are recognized and who recognize themselves as "Polish". This study also aims at reviewing some interpretations of this historiography, emphasizing certain factors, such as: the economic developments in the occupied areas and the role of the urban immigrants; the frameworks of comparative studies on the German and Italian people; the influence the immigrants' states of origin had over the communities; and the presence of ethnic Jews among the Polish people.

The purpose of this paper is to assess the level of economic integration of Polish national in rural Ireland and to analyse the non-economic determinants of this process in the context of the EU 2004 enlargement. The paper focuses on a micro level analysis of migrants’ economic integration and a macro level analysis of the Irish labour market impact on migrants’ integration during the period of economic prosperity between 2004 and 2007. It explores neoclassic economic theory, NELM theory as well as dual labour market theory and network theory to assess migrants’ integration with the labour market. The paper is based on the main findings of a research study conducted in 2007 in all four provinces of the Republic of Ireland. The study employed mixed methods, including: literature review, face-to-face and electronic surveys, elite interviews and a focus group discussion. The research findings revealed that Polish migrants in rural Ireland were a well-educated and highly motivated workforce and not the resource-poor from the most impoverished provinces of Poland as one might envisage. They were either employed or in education prior to migration. The choice of the migration destination was largely determined by the Polish migratory network and work opportunities in rural Ireland. Most of migrants indicated temporality of stay. Many factors influence the permanency of stay, not least the economic trends in both Ireland and Poland but also life opportunities and sense of life stability. Due to the high market demand for unskilled and semi-skilled workers, most of the respondents were employed but the research found ‘an occupational gap’ in the employment patterns and significant levels of underemployment among migrants. However, the Irish authorities did little to capitalise on this potential opportunity. Finally, the paper presents how work conditions, including nationality represented at work or language used at work impacted on integration. It is concluded that the ‘brain drain’ experienced in Poland was mirrored by a ‘brain waste’ in Ireland.

The purpose of this project was to investigate, as part of an explorative-type research project, whether art – in this case music and dance – can act as a tool capable of favouring social integration within modern intercultural and multi-religious social contexts, while, at the same time, fostering cohesion between the members of Italy’s largest Bangladeshi community, that of Rome. The researcher chose a qualitative methodological approach, grounded in participant observation of social, political Bangladeshi events and religious Festivals held in Rome, as well as investigation of lessons in singing, instrumental music and private dancing lessons conducted by the Sanchari Sangeetayan School and promoted by the new generations of Bangladeshi resident in Rome.

Celem artykułu jest próba przedstawienia kształtowania się polityki imigracyjnej Polski pod wpływem kryzysu migracyjnego w UE. Analizie poddane zostały polityka imigracyjna UE oraz działania zmierzające do rozwiązania kryzysu imigracyjnego. W artykule postawiono tezę, że polityka imigracyjna polskiego rządu po październiku 2015 roku skupiła się na zachowaniu przede wszystkim bezpieczeństwa Polaków i kontestacji decyzji w sprawie relokacji uchodźców. W celu jej udowodnienia analizie poddano zmiany prawne, instytucjonalne i aktywność na forum międzynarodowym.
The purpose of this article is an attempt to present Poland’s immigration policy in the context of the migration crisis in the EU. The author analyses both the EU immigration policy and its efforts aimed at solving the crisis. The main thesis in this article states that the immigration policy realized by the Polish government (after October 2015) has been primarily focused on preserving the safety of the Polish people and on the contestation of the decision to relocate the refugees. In order to prove this thesis, the following issues have been analysed: legal changes, institutional changes, and the activity in the international forum.

This article analyzes how cinematic and TV industries in the United States (“Hollywood” for short) attempted and managed to create a very specific stereotype of Basque immigrants, based on several elements from different sources such as the local stereotypes created in the places Basque immigrants had settled, based on their monopolistic relationship with sheepherding, the influence and misunderstandings derived from being Basque immigrant citizens from two European states (France and Spain) with strong, recognizable national stereotypes, and the mistaken identification that Hollywood has historically made between the Spanish and Latin Americans.

Frances Xavier Cabrini (1850–1917) was a Catholic nun of Italian origin, one of the first women missionaries who decided to leave for the United States in order to offer assistance to Italian Americans at the peak of their mass scale migration (1889–1917). Following an unprecedented success of her Missionary Institute of the Sacred Heart, she obtained American citizenship and was proclaimed the first U.S. Catholic saint in history, a global patron of immigrants. Until quite recently her work had been studied almost exclusively within a purely ecclesiastical context. However, nowadays her crucial intercultural experience is being revised by U.S. gender scholars who perceive her as a strong and independent woman of her time, founding and running a charity enterprise on three continents, little short of a Catholic feminist avant la lettre, but also an education innovator, pioneer of bilingual schooling as well as of an inclusive model of integrating immigrants into a modern society.

The article deals with the phenomenon of Pan-Slavism in the Czech-American community, with emphasis on the 1860s. The Slavic idea played an important role in Czech nationalism throughout the 19th century, and continued to do so even among Czech immigrants in the United States. In the 1860s, Pan-Slavic feelings led to two unsuccessful projects for transmigration of American Czechs to Russia. The article attempts to answer why these plans received so much publicity in the immigrant community, what Czech-Americans thought about them in the context of their national, religious and social structures, and what the reasons for the failure were.

The debate on adding stricter requirements of civic knowledge to previously existing language tests, shows how diverse the expectations towards citizenship applicants are. The paper explains why the recent introduction of citizenship tests has raised controversy. The tests are questioned in two ways. Firstly, there are doubts whether applicants for naturalization should be tested at all. The most problematic aspect of those requirements is the intention or effect of raising barriers to naturalization among long-term resident immigrants. It is debatable whether a citizenship test is an instrument of civic integration, or just on the contrary, of exclusion from the community. Secondly, the controversy focuses on the kinds and contents of the citizenship tests. The study shows that the requirements and expectations toward new citizens are varied. Although, in some cases civic tests are a serious obstacle to citizenship acquisition, the question whether they also might be a tool of integration is still open.

The article is devoted to the opportunities and the constraints of the quantitative approach in studying migrant integration in Poland. It is argued that taking into account the specific character of the inflow of foreigners to Poland, the small number of migrants and temporariness of mobility, some special methodological solutions are needed, regarding mainly the sampling procedures. At the same time, it is claimed that the representativeness of the results should be targeted. Taking into account the existing limitations, the article recommends first of all quantitative studies of selected groups of migrants and areas where they are present. The methodological reflections demonstrated in the article are based on two quantitative research projects conducted by the Centre of Migration Research, University of Warsaw.

Explaining Attitudes toward Immigrants in the United States: Context, Class and Ideology

Opis:
This paper explores the influence of social context, class, and ideology on attitudes toward immigrants in the US. Using the conceptual frames of heterophobia and resource competition, we hypothesize that between 1996 and 2014 attitudes toward immigrants would become increasingly negative because of changes in the social context, in particular the growth in the number and diversity of immigrants. We also hypothesize that people in more precarious labor market positions, without a college education, and with a conservative religious ideology will have more negative attitudes toward immigrants. Using the General Social Survey at three points in time (1996, 2004, and 2014), we find mixed support for our hypotheses. Attitudes toward immigrants became more positive in the overall sample, but more negative for religious fundamentalists. Religious ideology and education were better predictors of attitudes toward immigrants than employment status and self-identified class. In general, the data show more support for the heterophobia explanation for negative attitudes than the resource competition explanation.
