Opis:: The authors present the results of the research project „The Impact of Structural Funds to increase the competitiveness of Polish agriculture.” They analyze the competitiveness of Polish regions from the point of view of Polish agriculture by examining the effectiveness of the Structural Funds, the allocation of economic process and the legal and organizational framework of the Rural Development Programme (RDP). They note that their research is limited to the analysis only to a part of the Structural Funds which support Polish agriculture. The study, which included analysis of the consistency of the laws governing the RDP, at the initial stage, show not only practical economic effects of the disposal of funds, but also show the possible directions of changes in Polish law aimed at more appropriate and efficient disposal of agricultural administration of the Structural Funds.

Opis:: Analyzing the conditions of Polish agriculture should be noted that agricultural land in Poland occupy 16,8 million ha, representing 54,0% of the total land area. In terms of agricultural area Poland ranks third in Europe after France and Spain. In comparison with other Member States, Poland has considerable resources of agricultural land, which per capita is approximately one 0,7 ha and the area of arable land in Poland is equivalent to about 20% of EU agricultural area. It should be emphasized that Poland is no way to becoming an important country in the agricultural markets in Europe. The natural conditions and determine the organizational and economic opportunities of Polish agriculture in the competitive struggle with other Member States. Large labor resources and low environmental pollution and promote the diversity of production management capabilities in accordance with the system friendly to the environment or making production of biomass for energy purposes. Undoubtedly, it strengthens the Polish position in the competitive struggle. This issue should however look systemically, taking into account beyond the support of the EU, the state intervention. The decision process for increasing the competitiveness of agriculture must be adapted primarily to natural conditions and economic organization of the country and each region. Indeed, these conditions determine the specificity and intensity of Polish agriculture and its competitiveness relative to other EU countries.

Opis:: The system of assistance for Polish farming has undergone some thorough changes and reconstruction since 1 May 2004. The possibility of using the Structural Funds has opened some new, never before seen development opportunites for Polish agriculture. The 2004–2006 programming period brought the first measurable effects of using the EU subsidies in Polish farming. The new financial perspective 2007–2013, which is currently in the process of distribution, has attracted great interest of potential beneficiaries. It must also be admitted that it is more strongly promoted in the media which also influences the increase in competitiveness through better access to information. In order to analyse competitiveness one must inevitably look at strategic management – competitive strategies of regions must be studied. The problems connected with the impact of Structural Funds on competitiveness of Polish agriculture briefly depicted above include only the most important elements of the analysis. The current picture reveals at least two contradictory economic visions. One of them is centred on increased competitiveness as a result of well–planned investment measures, creating jobs and setting up units which are able to challenge also foreign competitors. The other vision involves the impact of Structural Funds on maintenance and social security benefits, such as early retirement and other, which account for nearly 30 per cent of the RDP budget. Such measures constitute a certain reaction to the social and demographic situation in rural areas in Poland, however, they do not translate into improved economic indicators and they do not achieve the objectives set for them.
