Opis:
This article discusses the role of administrative norms in food labelling regulations with regard to consumers’ protection. Administrative regulations play a significant role in the entire food law system, particularly in the pursuit of its general objectives related to consumers’ well-being. Food labelling is one of the instruments applied to ensure consumers’ protection but it needs to be assisted by a legal apparatus enabling efficient control over the observance of the provisions and imposing sanctions for non-compliance. Not only is food label a basic channel of communication used by producers in order to provide consumers with information about products, but it also has a tremendous impact on consumers’ food choices. Information shared on labels ought to be readable and understandable for the purpose of facilitating conscious food decision making. Nonetheless, despite the institutional support, consumers are still considered to be the weaker party on the food market, therefore food labelling regulations should be compliant with their awareness and habits.

Opis:
The author, starting with the assumption that the social and environmental conditions for sustainable labelling must be looked at from three different angles, i.e. from the viewpoint of consumer interests, entrepreneurs’ interests and public interest, presents the regulation on nutrition labels and eco-labelling of food. He undertakes an assessment of the existing solutions in relation to their impact on food consumption patterns and achievement of the sustainable development goals. The author concludes that sustainable labelling is involved only when both the scope of information provided and the manner of its presentation enable consumers to make well-informed decisions, taking into account environmental, health, social and ethical issues. He negatively assesses the existing regulation on the subject. At the same time, the author views the planned legislative changes positively and emphasizes the importance of self-regulation of entrepreneurs and the public administration bodies’ supervision of food labelling.

Opis:
Local food systems (LFS) is not a legal term, although it is used in EU documents, and legal instruments supporting their development can be indicated in EU, and national legal orders. Based on the analysis and comparison of these instruments, extracted from Italian, French, Polish, American, and EU legislation, this study aims to formulate proposals for possible and beneficial solutions to be introduced into national and EU legislation, aimed at supporting LFS. The proposal includes the introduction at the EU level, along with the local food labelling system, of the LFS definition supporting small farmers who run agricultural production with the use of environmentally friendly, sustainable methods. In the field of food law, it is necessary to articulate the LFS requirements more clearly so that they are better understood by farmers. In national legislation, the instruments to be implemented involve the possibility for the farmer to carry out the activity of processing and selling his products directly to consumers and local retailers as part of his privileged agricultural status, at the same time obliging municipalities to create farmers’ markets, and supporting agriculture in the urban and peri-urban areas. Other necessary instruments include the requirement to offer local products in gastronomy by public institutions, hotels, restaurants and agritourism, and implementation of appropriate solutions in the public procurement law encouraging local food supplies.
