The article deals with the concept of solidarity in the context of the current refugee crisis. Specifically, employing the Discourse-Historical Approach, it explores how solidarity is constructed in the discourse of the EU and in two member states, in Poland and in the Czech Republic which have been very critical of the EUropean approach to refugees from the beginning of the refugee crisis in 2015. As the findings suggest, relocations seem to be the only contested aspect of a more complex solution. On all other initiatives, there is an agreement between the EU and Poland and the Czech Republic even though the discourse might seem escalated at first sight. Moreover, drawing on the theoretical overview, the balancing of solidarity as a value with national interests and focus on security seems to be in line with the theoretical conceptualisation of international solidarity.

Although migration has always been a timeless and volatile phenomenon, modern transnational movements of people have become a dominant topic of interest by constantly acquiring new characteristics that modify their evolutionary process. Europe is a geographical area that has been significantly affected by recent changes as a result of the evolution of migration flows of the last 30 years. The urgent need to initially understand and later implement evidence-based policies in order to sufficiently manage the migration phenomenon can be considered as the basic spark that led to the scientific blast of the 21st century, focusing on the gradual development of migration studies. One of the most notable efforts of the scientific community was the use of the comparison method to examine, understand, and in some cases even forecast the characteristics of specific migration case studies, thereby forming the backbone of comparative migration research in general. Greece, due to its geographical position, has been unintentionally positioned, many times, inside the so called “ring of fire”, as result of multiple factors and disastrous events that evolved mainly in its neighbouring countries, forcing massive, irregular migration flows to its external borders. The outbreak of the Albanian exodus in the early 1990s and the recent refugee flows of 2015 can be described as two major migration crises that have occurred in Greek's contemporary history, making their comparison a fruitful example of the potential capabilities of the above-mentioned method, contributing to a holistic study of the migration phenomenon in Greece.

Opis:
This research sets out the importance of studying the refugee crisis and the phenomenon of migration, the way refugees reach European territory and in which states they aim to settle. The first part of the article shows the evolution of illegal entries on the routes that refugees use to enter the European continent in the period between 2009-2018. The second part of the article aims to highlight the European States which were affected by the refugee crisis in light of the asylum requests submitted by the applicants for international protection in the EU between 2015-2018. Therefore the analysis led to the classification of the European States into four clusters: (i) states with a high number of asylum applications; (ii) states with a medium to high number of asylum applications; (iii) states with a small to medium number of asylum applications; (iv) states with a small number of asylum applications. The objective of this classification is to identify the states that were affected by the refugee crisis.

Opis:
The present migration and refugee crises in Europe required not only operational and legal EU responses but also budgetary ones. Additionally, the EU has resorted to use funds allocated to external action for migration purposes much more extensively than ever. This has turned the authors’ attention to the external dimension of the EU migration and asylum budget. In a spirit of emergency accompanied with the urgent search for flexibility the following budgetary measures on the external side were proposed: two trust funds: the EU Emergency Trust Fund for Africa and Regional Trust Fund in Response to the Syrian Crisis along with the EU Facility for Refugees in Turkey. These actions had serious budgetary consequences since they resulted in establishment of new financial solutions and hence caused budget reorganisation, refocus and reprioritisation. The new external developments have not only introduced cash pooling but also diminished the role of the European Parliament at the expense of the European Commission’s one. Such an approach may have far-reaching consequences for the EU as it conveys new fl exibility, limits the role of the long-term programming and redefi nes the relationship between the EU and third countries.
