After 10 years in action, the European Neighbourhood Policy is in shambles. The region of ENP, seen in 2004 as a future place of democratic transformation, appears to be in 2015/16 a hotbed of wars, ethnic – religious violence, terror and massive migration. Not a single factor contributed to ENP’s success – bad luck from the start! However, there were also internal clashes within the EU which madeENP less effective: – appeal to common values as a base of cooperation, was politically correct but hardly workable; – “conditionality” method revealed weaknesses while applied without a promise of membership; – process of ENP’s strategy planning was disturbed by transatlantic tensions over Iraq war, what had a negative impact on the quality of ENP’s strategic dimension. Russia counteracted openly, secretly and actively and continues to keep the political/military control over the region. ENP remains an essentialpillar of EU’s security but – definitely – time has come to reset the policy.

Opis:
The EU is promoting cultural relations with Asian countries. While building interpersonal and institutional connections, the EU pays special attention to Japan. The image of the EU and its mutual relations with Japan are generally recognised as predominantly good and trustworthy. This paper will examine the process of building creative/progressive cultural relations between the EU and Japan based on two hypotheses; first: despite the fact that the EU tried to develop cultural relations within Japan, the embassies of the EU Member States are far more active in cultural programs than the EU Delegation; and secondly: the reception of the EU as a historic and cultural project is rather fragmented (as opposed to being holistic) in Japan. The aim of this research is to analyse, compare, and evaluate both the effort and achievements made by the EU and Japan in the process of building creative cultural relations. The research will demonstrate an analytical approach in the political sciences discipline.

Foreign policy is not only a reaction to the world as it is, but it also attempts to build a world as it should be. The European Union, being an actor on the international scene, grounds its external action in conceptions of the necessity of multilateralism and in building postmodern (post-Westphalian) notions ofstate sovereignty. These elements are an inherent part of the Union’s “foreign policy/identity nexus”. The identity is reinforced by significant “Others”, who do not share the EU’s view of the ideal world order. The Donald Trump administration’s reluctance and even repudiation of multilateral solutions is a challenge for the operationalization of the EU’s “foreign policy/identity nexus” and thus the US is currently in the position of the Union’s constitutive “Other”. However, while we would expect that this development would reinforce the EU’s external action identity, the Trump presidency has at the same time empowered antiglobalist and sovereigntist forces in Europe, which will drive wedges into EU foreign policy and cause further incoherence, especially along the new/ old member state divide.
