The purpose of this paper is to determine the level of support for the process of accession of the Republic of Macedonia in the European Union by political parties, but also to determine whether that support is only nominal, i.e. declarative, or is it realistic, concrete and active support realized through instruments and mechanisms available to the political parties in the country. Also, in this paper will be analyzed the attitudes of political parties in Macedonia, referring to the name dispute with Greece, fostering good neighborly relations with Bulgaria, Serbia and Albania, but also in respect of certain internal political issues.

Bilateral relations of small states represent a very limited field in academic debates and research within the science of international relations. In fact, there is a lack of research and relevant debates on what the determinants and factors of bilateral relations are between small states and how much those factors contribute to promoting it on one hand, while, on the other, how much same factors condition that cooperation, and, finally, how much small states independently determine and define their bilateral relations in their foreign policy activities. In this paper, using the example of bilateral relations between Serbia and North Macedonia in the period of the last ten years, the authors will try to answer the following main research question: What is the basis of the bilateral cooperation between Serbia and North Macedonia and what is its perspective? On those grounds, they will also answer the following questions: To what extent is this cooperation conditioned by internal political circumstances in either country; to what extent is this cooperation determined by regional circumstances; how much is it influenced by the so-called “major actors” in international relations; and, finally, to what extent is it actually a consequence of the sovereign decisions of the authorities in Belgrade and Skopje? With this methodological order of research questions, from the general to the individual in the theoretical sense through the prism of realists and structural realists, the authors will establish the perspective of bilateral relations between small states within the framework of the actual circumstances of international relations.

The path of the Republic of North Macedonia towards European Union (EU) membership has been long and difficult, with blockades from neighbouring countries and internal political instability that has hindered both the reform processes and the economic progress of the country. However, despite the difficulties and obstacles, the country remains determined and committed to continue its EU membership path through by implementing EU standards. North Macedonia started negotiations for membership in the EU in 2022, and, on that occasion, the European Commission began the screening process. However, the negotiation process on the horizon is not looking easy at all, since the Government is not only faced with the fulfilment of the demands as reached in an address by the Commission, but Bulgaria continues to insist on concrete results from the fulfilment of the obligations received from North Macedonia in a friendship agreement reached with Bulgaria in 2017. The purpose of this study is to shed light on North Macedonia’s ups and downs in this situation, which result from both external factors (disagreements with neighbours such as Greece and Bulgaria) and internal factors (the approach of certain Macedonian governments at certain stages to face demands in order to overcome disputes with neighbours in the name of Euro-integrations). The author intends to achieve such a goal through the selected methodology that is suitable for achieving the expected results and findings; empirical methods, analysis and synthesis, data collection and processing, the interpretation of results, and historical, comparative, inductive, and deductive methods. The most recent report from the Commission for North Macedonia (2023) finds essential treatment in this paper, with Cluster 2 and Cluster 3 being of interest for this study. The author concludes that the content of this report turns out to be not only an overview of the current situation in which North Macedonia finds itself, but also provides recommendations for improving the situation in the spheres and segments where either stagnation or a lack of progress has been detected.
