Opis:
Nowadays the European Union migration policy towards is one of the most important aspects in ensuring internal security of the EU. At the end of the XXth – beginning of the XXI century, Europe faced a new phenomenon – the intensification of migration processes, namely the influx of refugees and migrants-asylum seekers from third countries. Therefore, it led to the creation and development of common migration policy of the European Union. In this regard, it was important to create legislation that could regulate such issues as border security and combating illegal migration, as well as to create a common asylum system. The need to study the legal framework on which the EU policy on migrants and refugees is based, and to study the current state and trends in the migration policy of the member-states of the EU has determined the relevance of this study. The importance of this topic is intensifi ed by the European migration crisis of 2015, which is even described as a humanitarian catastrophe caused by a massive influx of refugees from Africa and the Middle East. It showed the main problems in the sphere of migration policy and policy towards refugees: imperfection of the system of delimitation of the EU competencies; a large number of countries with confl icting interests in various spheres; fragmentation of programs in force at the national level. To address the migration crisis, the EU used a multifaceted strategy: improving and creating new migration management institutions, expanding crossregional dialogue with the countries of the Mediterranean region, Africa and the Middle East; continued to reformat the Mediterranean region (region-building). Potential approaches range from an internal search for strategies in which each member state seeks to defend its own interests (sometimes even against European integration processes) to a more farsighted approach in which member states work together to address a wide range of migration issues.

Opis:
The aim of the article is to attempt to identify the state of, and prospects for, the development of the common policy of the European Union regarding legal migration from third countries. The subject of interest is, above all, legal economic migration, which is crucial from the perspective of certain demographic processes taking place in the EU, the changes and needs of the Community's labour market, and the challenges posed by the digital transformation. The adopted hypothesis assumes that, within the framework of EU migration and asylum policy, policy as regards legal economic migration is still an underdeveloped area and remains in the hands of individual Member States. Initiatives undertaken in this area remain overshadowed by the main focus of the common migration and asylum policy, namely the development of a common asylum system and the prevention of irregular migration. Policy regarding legal economic migration in the near future will mainly be created by Member States and play out on the domestic stage due to the lack of direct motivation for its development at the Community level. In this case, the strength of particular stakeholders' interests is not balanced out by any direct and easily identifiable benefits to be gained from the adopted common solutions.

Opis:
The migration crisis of 2015 has left its mark on many EU countries. Some, such as Greece or Spain, were countries on the front line. Others, namely Germany, Great Britain, and Sweden became destination countries for many newcomers. Some, like the countries of the Visegrad Group, opposed the actions and decisions of the EU made in the face of the crisis. European solidarity has become a big question mark and we can observe a serious upsetting of the whole integration project which is, of course, up for discussion. This state of affairs consisted of the attitudes towards the crises of such countries as Poland or Hungary, here anti-immigration and populist parties came to power, creating a vision of flexible solidarity on the European political scene. The purpose of this article is to analyse the Polish migration policy, show the direction of the changes in its construction along with the change of government and the societal reaction to strangers, as a direct result of actions taken by the ruling parties. It is important to understand the political, economic and social context of the changes occurring in the social consciousness and to attempt to formulate a forecast for the future.

Opis:
Throughout its history, Ukraine has been both a country of origin andtrans it or destination for migrants. Ukraine has always been actively involved in the migration processes of Europe and the world. Poland has always attracted Ukrainians because of its territorial proximity, minor language barrier and higher salaries. After 2014, Poland became the most popular destination among Ukrainian workers. The significant increase in the number of migrants from Ukraine is due not only to economic reasons but also to the military conflict in Eastern Ukraine which had an impact on the geography of migration flows, gender composition etc. At the same time, Poland experienced a shortage of workers amid successful economic development and record low unemployment. The situation connected with the spread of the virus, the pandemic, and the closure of borders have significantly affected the economic situation in the world, migration flows, migration policy etc. However, it is difficult to predict migration flows after the end of quarantine, but it is clear that the EU member states will primarily need seasonal workers from Eastern European countries (including Ukraine). As Poland will also need additional labour forces, it can be argued that it will consolidate its position as the leading destination for Ukrainian labour migrants.

Opis:
In classical theoretical reflections on international reality, one of the leading paradigms is the belief that the Westphalian order based on sovereign states has evolved into a diverse network of interdependent actors. From a legal perspective, a network such as this has the character of multi-level normative linkages. Legislation with varying degrees of impact in terms of its binding force is enacted within a number of parallel consultative bodies. Within the EU this network takes on a concretised, institutionalnormative dimension, the so-called European Composite Administration which is evident in specific areas such as cyber security, asylum and migration policies, energy, and financial market regulation. In the European Union, decentralised agencies play a leading role in a such compound bureaucracy. They are one of the main instruments in the European system for harmonising regulation and practices in specific areas of EU activity. In a crisis situation there is an increasing tendency to modify their powers. Within the European Composite Administration, bodies such as EASO, the agency responsible for migration and asylum policies, play a key coordinating role between the Member States. The crisis legitimises institutional changes, by expanding the catalogue of regulatory agencies' competencies. While practitioners, especially in individual offices in the Member States, may find such processes acceptable in relation to the ideal of efficient and effective administration, these phenomena may be regarded as worrying from the point of view of control over a growing complex integrated administrative apparatus.

Turkey
Opis:
Türkiye has had multidimensional migration experience not only in its past, but also in its present that has led to the formation of a dynamic migration policy to govern such a dynamic process. Türkiye's migration policy has been informed and shaped by its geopolitical location as a migrant receiving, labour migrant sending, and migrant transit country. Today, Türkiye hosts the largest number of migrants and refugees in the world with a far-reaching social, political, and economic impact on the country. This article aims to shed light on the multidimensional migration experience of Türkiye and analyse its migration policies to govern manifold challenges brought about by the presence of almost 6 million foreigners in the country. It is argued in this article that the integration of migrants in general and of Syrians in particular remains a major challenge for Türkiye. Therefore, this article recommends that Turkish decision makers should make short and long-term plans for the integration of Syrians as the current conditions indicate that it is unlikely that Syrians will return in any significant numbers any time soon even though the Turkish government has initiated a number of projects in parts of Northern Syria for the safe and voluntary return of its countrymen and women. One important area of integration in this context is higher education, which would enable Syrians to have access to employment and social mobility that would benefit both themselves and Türkiye.

The aim of the article is to present the conditions, scale and consequences of mass economic migrations from Eastern Europe to the Visegrad Group countries in the conditions of the protracted Ukrainian crisis. We will consider how the economic, political, social and cultural conditions may shape the migration flows from Eastern Europe in the future and whether Central Europe should be treated as the final destination of migration, or only the stage on the road to Western Europe. An important research problem will also be to find an answer to the question whether the growing wave of labour migration from the East may also be addressed to other countries of the Three Seas Initiative, mainly to Bulgaria and Romania, and to the Baltic States, and how it can affect the situation of Central European countries and the entire European Union.

Opis:
In 2015 the European Union was faced with a huge problem – the migration crisis, which saw more than a million migrants crossing the EU borders. Almost 900,000 came to the EU from Turkey. Migrants travelled from the Turkish Anatolian coast to the nearby Greek islands in the Aegean Sea. The Aegean has for decades seen territorial disputes between Greece and Turkey concerning delimitation of the boundaries of the continental shelf, territorial waters, airspace. Turkey also claims the right to the Greek islands at its shores. Mass migration of Muslims to Greek islands contribute to escalations of tensions between Athens and Ankara. Greece is getting increasingly concerned about the possibility of Turkey using the "demographic weapon".
