The main objective for writing this article is to present the barriers to accessing EU funds at the stage of preparing an application for funding, as well as the barriers to executing project activities. The research objective, question, and problem as well as the statistical description of the research group and the measurement instruments have been highlighted in the article. The author attempts to answer the following questions: what are the main barriers/hurdles encountered by Polish beneficiaries of EU funds allocated under national and regional operational programmes; which of the identified barriers to accessing EU funds is perceived as the most hindering in the process of executing EU projects; and how is the impact of EU funds on regional development assessed from the perspective of those people executing projects and taking part in projects financed with EU funds? The following barriers can be enumerated as the most significant: the withholding of subsequent funding tranches while maintaining the obligation to pursue project execution, the highly bureaucratic application process for a subsidy, the bureaucratic system of post-project accounting, and the long deadlines for transferring subsequent tranches of funding. An analysis of the findings confirms that the beneficiaries of EU funds primarily fear losing financial liquidity. Receiving a subsidy in the form of a refinancing of the incurred costs requires, on the one hand, efficient project management, and, on the other, a well-functioning institutional system that should support project recipients in their investment endeavours.

The effectiveness of Operational Programmes under the regional policy is a key issue of spending of EU funds in Poland. One of the most important priorities of the mentioned Programmes in the last fi nancial perspectives is innovation, treated as an essential factor of development. In Poland, we can talk about treating innovation as a priority starting from the period 2007–2013. At that time, about 17% of funds under regional policy (about PLN 49.7 billion) were allocated to activities related to innovativeness and competitiveness of the economy, similarly is in the current perspective for 2014–2020. It can be argued that funds under the EU Regional Policy Operational Programmes in Poland contribute to the achievement of innovation goals in a highly diversifi ed manner. There are areas in which the effects should be assessed negatively (eg some dependence of Business environment institutions on EU funds). There are also such effects that are definitely positive (eg improvement of public research infrastructure).

The concept of public policy in Polish literature is a relatively new issue. Funds are one (but not only) of the instruments of implementation of public policies in the EU. In the classical meaning of public policy consists of a sequence of separate activities which should include identification ofproblems, the definition of principles and policy objectives, an indication of the instruments and resources needed to achieve set targets and assess their validity. The aim of this paper is to show how European Union funds affect the implementation of EU public policies in Poland and what are the implications.

The world is shaken by many new developments. In this turbulence, the EU should provide an area of stability and security. It can only be so in case its internal cohesion is strengthened. The EU is a community based on values. Members have committed themselves to respect European values. But in case of a breach of the contract the Union has only two means to enforce respect for its values. Some have a legal character, others a financial one. The legal method is not very effective in this respect. This paper deals with the financial method. It argues that the conditionality of the budget needs to be increased; non-respect of values by Member States should entail loss of allocations. The recent proposals of the European Commission in this matter fall short of this.

The year 2024 marks 20 years since Poland joined the European Union. In this paper, the authors review the economic literature analysing the long-term economic effects of Poland’s membership in the EU. Their study is based on international and Polish literature referring mainly to partial and general equilibrium analyses. They show both the sectoral effects, as related to different EU policies, as well as the overall consequences of membership for the level of welfare of Polish society. The authors first discuss the trade effects in the context of the removal of barriers to the movement of goods within the Single European Market. Next, the consequences of the inflow of funds from the EU budget which finance the country’s structural funds and the Common Agricultural Policy, which are of particular importance to the Polish economy are discussed. A review of the consequences of the inflow of foreign direct investment from EU countries to Poland and the effects of labour migration within the EU is then conducted. A review of the related welfare consequences by aggregating the effects of individual policies and making an overall assessment based on a synthetic control method is then summarised. The authors then refer to their estimations showing that, thanks to EU accession, Poland’s GDP per capita 15 years after accession was higher by almost 55% compared to the counterfactual scenario of non-accession.

The present migration and refugee crises in Europe required not only operational and legal EU responses but also budgetary ones. Additionally, the EU has resorted to use funds allocated to external action for migration purposes much more extensively than ever. This has turned the authors’ attention to the external dimension of the EU migration and asylum budget. In a spirit of emergency accompanied with the urgent search for flexibility the following budgetary measures on the external side were proposed: two trust funds: the EU Emergency Trust Fund for Africa and Regional Trust Fund in Response to the Syrian Crisis along with the EU Facility for Refugees in Turkey. These actions had serious budgetary consequences since they resulted in establishment of new financial solutions and hence caused budget reorganisation, refocus and reprioritisation. The new external developments have not only introduced cash pooling but also diminished the role of the European Parliament at the expense of the European Commission’s one. Such an approach may have far-reaching consequences for the EU as it conveys new fl exibility, limits the role of the long-term programming and redefi nes the relationship between the EU and third countries.
