Opis:: The aim of the paper is to analyze how Europeanization is used as an instrument of the European Union’s foreign policy in the field of promoting democracy in the world . This first requires an indication that all EU activities, including its relations with the international environment, are based on specific normative foundations. They include the so-called European values regarding, generally speaking, the promotion of democracy and broadly understood human rights, as well as strengthening peace in international relations. “European values” are not only political and ideological guidelines, but also legal norms enshrined in EU treaties, so the promotion of democracy is one of the basic goals of the EU’s foreign policy. Analysis of the EU’s promotion of democracy requires the presentation of the main categories used to study this issue, i.e. showing what is understood by Europeanization, as well as by the associated concepts of democratization and socialization. Then mechanisms of Europeanization are examined, as well as its results and evaluation of its effectiveness is provided. In this respect the case study is very helpful, in that it examines the results of Europeanization in relation to the EU partner countries covered by the Eastern Partnership. The paper ends with final remarks constituting a summary of the studied issues.

Opis:: Year 2022 brought increasing uncertainty and new challenges around the world, including in the European Union (EU), mainly related to the Russian aggression against Ukraine and its direct and indirect effects for all EU Member States. Europe ﬁnds itself in a difﬁcult situation which provokes reﬂection on the current shape of the EU’s security policy and the need to rethink and structure its stipulations. Faced with Russian aggression against Ukraine, the EU has implemented a number of new foreign policy initiatives and measures to support both the economy of Ukraine and of its member states. This article explores the issue of EU and Ukrainian economic security in the context of the ﬁnancial and economic intervention measures taken by the Union to maintain sustainable development in the region. The EU support is helping Ukraine to survive, while on the other hand the EU has certain demands regarding Ukrainian reforms and certain aspects of its policies. These sensitive issues regarding the inadequacy of the EU’s role in relation to recent challenges are topical in the debate in Ukraine.

Opis:: Eastern Europe (especially Ukraine) struggles with a significant number of problems, both internal and external in character. Euromaidan in Ukraine complicated the situation of the country even further. Some researchers believe the aftermath of Euromaidan sent the strongest shockwave since the fall of the USSR. In addition, the conflict results in geopolitical changes in Eastern Europe, but also infl uences conditions the European Union’s eastern policy is implemented in. The Eastern Partnership (EaP) is quite frequently considered an ineffi cient policy. Some go as far as to claim it has lost its raison d’etre. Observations claiming a decline of the EaP project are also made. Is it really true that the EaP project has failed to meet its objectives? The present paper constitutes a general review of the situation the European Union’s Eastern Partnership countries are in with regards to the armed conflict in Ukraine (the so-called Ukrainian crisis). The paper attempts to offers answers to the following questions: Will the EU be able to consider the position of EaP states in such a predicament? Will Poland, supported by the countries of the Visegrad Group (the V4), be able to convince EU member states to become actively involved in the matters of the East? Will Russia’s actions towards EaP states prevent the objectives from being reached?

Opis:: Contestation remains a significant factor in the EU neighbourhood. The aim of this article is to elaborate on the role of external actors - namely the European Union and the Russian Federation - in managing local and regional contestation. The latter is defined as incompatibilities between two or more competing views about how political, economic, social, and territorial order should be established and/or sustained. Competing interests between the EU and Russia concern many issues; the model of political system in the neighbourhood (democracy vs. authoritarianism), the model and direction of the economic integration of these countries (European or Eurasia integration), and the infrastructure and availability of gas and oil (energy disputes). The common neighbourhood, which concerns EU Eastern Partnership (EaP) countries (Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine), has become an area of rivalry rather than cooperation between the EU and Russia. The first seeks to stabilise the post-Soviet area, while Russia exploits local destabilisations and conflicts to maintain its influence there.

Opis:: After 10 years in action, the European Neighbourhood Policy is in shambles. The region of ENP, seen in 2004 as a future place of democratic transformation, appears to be in 2015/16 a hotbed of wars, ethnic – religious violence, terror and massive migration. Not a single factor contributed to ENP’s success – bad luck from the start! However, there were also internal clashes within the EU which madeENP less effective: – appeal to common values as a base of cooperation, was politically correct but hardly workable; – “conditionality” method revealed weaknesses while applied without a promise of membership; – process of ENP’s strategy planning was disturbed by transatlantic tensions over Iraq war, what had a negative impact on the quality of ENP’s strategic dimension. Russia counteracted openly, secretly and actively and continues to keep the political/military control over the region. ENP remains an essentialpillar of EU’s security but – definitely – time has come to reset the policy.
