On another Earth Summit in Rio de Janeiro in 2012, "The Future We Want" statement has been adopted, expressing the desire to renew the commitment to the SD and promoting the idea of sustainable future on the economic, social and environmental level. The content of this document indicates the domination of declarations and assurances over specific commitments. The most important, however, is to consistently take action in favor of SD, despite the scale of the challenges faced by the modern world, being much greater than means that respective entities are willing to spend to deal with global problems. In this case, we should hope that the results of the last Earth Summit will prove to be a good starting point for the formulation of subsequent SD objectives. Their accurate identification and systematic implementation will ensure sustainable development of the word economy.

The concept of sustainable development is slowly deploying into various sectors of the economy. In the European Union, one of the areas where this idea is used is energy. The concept of sustainable energy is widely used and intuitively construed, however, it is difficult to discern the full definition of this phenomenon. The purpose of this article is to define the concept of "sustainable energy". It takes into account both the issue of permanence, as well as the inclusion of social and environmental needs for economic development. Moreover, the text consist general characterization of the main areas where application of this concept is possible.

Przyjęta w 2015 r. przez wszystkie państwa członkowskie ONZ Agenda na rzecz zrównoważonego rozwoju stawia duże wyzwania współczesnej infrastrukturze. Od zasobów infrastruktury, a w szczególności jej jakości, zależeć będzie pomyślna realizacja ujętych w agendzie Celów Zrównoważonego Rozwoju (Sustainable Development Goals – SDGs). Mając to na uwadze, jako cel artykułu przyjęto przedstawienie wymagań wobec powstającej współcześnie infrastruktury, która ma wspierać zrównoważony rozwój, czyli posiadać cechy infrastruktury zrównoważonej. Dokonano zatem próby scharakteryzowania tego stosunkowo nowego pojęcia, które wciąż ewoluuje, brakuje bowiem nadal ostatecznych rozstrzygnięć odnośnie do jego interpretacji.
The Agenda for sustainable development adopted by all UN member states in 2015 sets big challenges for modern infrastructure. The successful implementation of the Sustainable Development Goals (SDGs) included in the Agenda will depend on the infrastructure resources, and in particular the infrastructure’s quality. The aim of the article is to present the requirement for the new infrastructure to support sustainable development and to have features of sustainable infrastructure. Thus, an attempt was made to characterize this relatively new concept which is evolving and there are no definitive solutions regarding its interpretation.

Celem artykułu jest przedstawienie założeń i możliwości wykorzystania koncepcji smart city w polskiej rzeczywistości. Następnie wyciągnięto wnioski w zakresie czynników i przeszkód, które wpływają na wdrażanie innowacyjnych rozwiązań w polskich miastach.
This article presents the possibilities of using smart city concept in the Polish reality. The article presents the idea of smart city and the benefits and threats of using it in practice. In addition, the article analyses activity of the European Commission and the Polish strategic documents in relation to intelligent city management. Then contains conclusions with regard to the factors and obstacles that affect the implementation of innovative solutions in Polish cities.

Niniejszy artykuł prezentuje koncepcję zielonej gospodarki jako alternatywy dla nieokiełznanego rozwoju globalnego biznesu. Pojęcie to wpisuje się w szerszą ideę zrównoważonego rozwoju, realizowanego zarówno w makro-, jak i mikroskali. Mimo wielu głosów poparcia, nierzadkie są głosy krytyczne, sugerujące, iż jest to tylko nowa moda. Choć oczywista jest długoterminowa tendencja dotycząca zmniejszania się ilości zasobów oraz wzrostu cen energii i surowców, jednak bezwzględny rachunek ekonomiczny i dążenie do zysku za wszelką cenę są w kontrze do kategorii sprawiedliwości wewnątrz- i międzygeneracyjnej czy troski o środowisko przyrodnicze, zwłaszcza w skali globalnej. Niemniej przykłady krajów skandynawskich są wzorcami do naśladowania dla innych krajów i społeczeństw w zakresie podążania w kierunku „nowego zielonego ładu”. W artykule wskazano główne determinanty rozwoju zielonej ekonomi oraz miarę umożliwiającą benchmarking w zakresie realizacji jej priorytetów.
This article presents the concept of a green economy as an alternative to unbridled development of global business. This concept is part of a broader concept of sustainable development, implemented in both macro and micro scale. Despite the many voices of support there are criticisms, suggesting that this is just a new fad. For this reason, the article highlights the main determinants of the development of the green economy and the rate which allows for benchmarking of the implementation of its priorities.

In the paper the selected review of main research directions and basic statements from the area of evaluations and comparisons of long-term project is given as well as - questions concerning an adjustment of discounting functions to the "true" fluctuations of individual preferences (in the passage of time) are asked. The above research is carried out in two (complementary) planes. At first the analyses of preorders in sets of infinite sequences of (instantaneous) utilities are shortly reported. The subject of the second part of the article is an identification of the analytical shapes of the "exact" and "justintergenerational" discounting functions.

W artykule postawiono za cel przedstawienie znaczenia polityki turystycznej w kształtowaniu postaw i zachowań konsumentów, zgodnych ze zrównoważonym rozwojem. Politykę turystyczną uznano przy tym za jeden z możliwych instrumentów realizacji koncepcji zrównoważonego rozwoju w turystyce w sferze konsumpcji. Na podstawie analizy literatury krajowej i zagranicznej przedstawiono działania możliwe do wykorzystania w polityce turystycznej, które pozwolą kształtować postawy i zachowania turystów, zgodne ze zrównoważonym rozwojem. W podsumowaniu wskazano na konieczność dalszej dyskusji w różnych obszarach bliskich podjętemu w pracy tematowi.
The aim of the article is to present the importance of tourism policy in shape of attitudes and behaviours of consumers, consistent with sustainable development. Tourism policy was recognized as one of the possible instruments to implement the concept of sustainable development in tourism in the sphere of consumption. Based on the literature analysis, the author present activities that can be used in tourism policy to shape of attitudes and behaviours of consumers, consistent with sustainable development. In conclusion, the author pointed to the need for further discussion in various areas close to the subject taken at work.

Education for sustainable development consists of the related environmental, economical and social issues. Unfortunately, we can often observe the false tendency in separate treating of economic, social and environmental aspects of the sustainable development what results the lack of appropriate curricula in this area. The main shortcoming of education for sustainable development at the high education level is the lack of a primary course which presenting the basis of sustainable development. Similar conclusions refers to the University of Economics in Katowice. Education in this area haven't systemic character covering all kinds of study. A positive aspect of the educational offer proposed by the University of Economics is more and more to address issues related to sustainable development in the different courses, and thus the knowledge of the term sustainable development among students.

Warta is a small town populated by 3354 residents. It is located in the western part of Lodz region. The town is also a seat of Warta rural-urban commune. The main aim of a article is to examine the impact of commune infrastructure investment from 2004 on spatial development of this town. The commune investments was recognized as technical instruments to stimulate sustainable development, know as a integrated order. The study involved all the commune investments carried out in the town and their impact on improvement of environment, quality of life and business conditions. Another aspects of the study was to examine of cohesion of those investments with the main priorities set out in commune strategic documents. The result of the study is determination of usefulness and effectiveness of investments made by local authorities.

Ekoklastry są wyrazem specjalizacji wynikającej z potrzeb współczesności – nowych trendów rynkowych i wzrostu świadomości ekologicznej. Jest także ważnym narzędziem wsparcia sektora małych i średnich przedsiębiorstw oraz innowacyjności. Polityka klastrowa Unii Europejskiej wzmocniła pozycję klastrów na gospodarczej mapie Wspólnoty. Obserwowany jest systematyczny wzrost inicjatyw klastrowych w krajach członkowskich UE. Artykuł ma na celu prezentację i ocenę kluczowych uwarunkowań polityki wsparcia klastrów ekologicznych w Unii Europejskiej oraz w Polsce.
Along with civilization trends and rising environmental awareness ecoclusters reach an important role on the world map of cluster initiatives. The European Union has adopted a cluster-based policy. As a result, the number of cluster initiatives has steadily been increasing in the EU over the past decade. Also many member countries introduce eco-cluster policy and undertake the organized efforts to improve growth and competitiveness of the eco-initiatives. Eco-business is expected to continue to be a steadily growing market. Governments, especially at a regional and local level, are indicated as essential supporters of the cluster organization. It means that for the best outcomes eco-cluster policy should be tailored in cities or regions where it can best address the eco-innovative needs of a specific industry. Poland as the EU member state should integrate cluster policy into its national reforms. It means strict links and coordination of the overall industrial, innovation, regional, SMEs, and environmental policies. Poland is currently at an early stage of cluster policy adoption.

W artykule zaprezentowano problematykę budowania zielonej gospodarki na podstawie zasad zrównoważonego rozwoju, który zorientowany jest głównie na pozytywne skutki gospodarcze zielonej transformacji. Oceniono również problemy związane z szansami i barierami rozwoju zielonej gospodarki. Zaprezentowano instrumenty wsparcia transformacji gospodarki polskiej na zieloną ścieżkę wzrostu oraz oceniono dokonania w tym zakresie. Zaprezentowano wyniki badań przedsiębiorców w zakresie stosowania ekoinnowacyjności i przedstawiono perspektywy rozwoju gospodarki niskowęglowej stosującej zielone technologie będące podstawą wdrażania zrównoważonego rozwoju.
The article presents the problem of building a green economy based on the principles of sustainable development, which is mainly focused on the positive effects of green economic transformation. Problems associated with the opportunities and barriers to the development of a green economy are also assessed. Supporting instruments of the Polish economy transformation to a green growth path are presented and achievements in this field are assessed in this respect. The results of surveys in the use of eco-innovation by the Polish companies are presented and the perspectives of low-carbon economy applying green technologies underlying the implementation of sustainable development are shown.

Authors represent research paper related to social investment. This study aims to provide an introduction and overview of social investment as a new investment approach for solving social or environmental problems with capital purposely directed to traditionally underserved individuals or groups and financing provided to businesses with a clear social or environmental purpose. In this perspective, social investments have grown fast. We assert that practice of social investments has its significant features that distinguish this investment approach from the others, such as the motives and target benchmarks, expectations of the level of profitability, risk/ income/ influence profile, market infrastructure, methods, financial instruments and products. We suggest to consider financial capital from social investments market as an alternative financing for sustainable development.
Niniejszy artykuł jest poświęcony problematyce inwestycji społecznych. Jego głównym celem jest zaprezentowanie inwestycji społecznie odpowiedzialnych jako nowego podejścia do rozwiązywania problemów społecznych i środowiskowych ukierunkowanych na dotychczas pomijane jednostki i grupy oraz przedsięwzięcia o jasno zdefiniowanych celach społecznych lub środowiskowych. W tej perspektywie inwestycje społeczne szybko rosły. W artykule stwierdzono, że praktyka inwestycji społecznych ma swoje istotne cechy, które odróżniają to podejście inwestycyjne od innych, takie jak motywy i docelowe poziomy odniesienia, oczekiwania dotyczące poziomu rentowności, profilu ryzyka/ dochodów/ wpływu, infrastruktury rynkowej, metod, instrumentów finansowych i produktów. Zaproponowano rozważenie kapitału finansowego z rynku inwestycji społecznych jako alternatywnego finansowania zrównoważonego rozwoju.

Artykuł jest poświęcony analizie szeroko pojętego zagadnienia rozwoju transportu w świetle realizacji założeń ekonomii i polityki zrównoważonego rozwoju. Jego celem jest ocena poziomu zrównoważenia rozwoju transportu, który wskazano jako ważny element sprzyjający osiągnięciu ładu zintegrowanego w gospodarce światowej. W pierwszej części omówiono wybrane aspekty zrównoważenia rozwoju transportu mające odzwierciedlenie w polityce transportowej UE. Następnie ukazano zasadnicze kierunki rozwoju transportu w UE i Polsce. Dokonana ocena zmian na rynku przewozów osób i ładunków pozwoliła na identyfikację kosztów zewnętrznych transportu, które kreują określony poziom zagrożeń ekonomicznych, społecznych i środowiskowych. Zwrócono szczególną uwagę na koszty wypadków drogowych i kongestii w UE i Polsce. Ponadto podkreślono, że zrównoważony transport może stanowić ważny element zrównoważenia gospodarki światowej.
Article concentrates on the analysis of the broad issue of transport development, taking into account the assumptions of the economy and the policy of sustainable development. In the first part of the article selected aspects of sustainable transport development were discussed which are reflected in the European Union transport policy. The main directions of transport development in the EU and Poland were then presented. This assessment allowed identification of external transport costs. These costs create a certain level of economic, social and environmental risk. Special attention has been paid to the costs of road accidents and congestion in the European Union and Poland. It was emphasized that sustainability of transport could be an important element in sustaining the world economy.

The aim of this paper is to determine the strength and nature of relationships between synthetic indicators of sustainable development level and institutional infrastructure development in eastern Poland districts, taking into consideration the spatial interactions between the aspects studied (data from 2016). The study covered 101 districts in Lublin, Podkarpackie, Podlaskie, Świętokrzyskie and Warmian-Masurian voivodships. The TOPSIS method was used to assess the development of institutional infrastructure and the sustainable development level. An analysis of Spearman’s rank correlations was carried out for the constructed synthetic measures. Moreover, an analysis of spatial autocorrelation based on Moran I statistics was carried out.
Celem artykułu jest określenie siły i charakteru zależności (przestrzennych) między poziomem rozwoju zrównoważonego a nasyceniem powiatów w infrastrukturę instytucjonalną dla danych z 2016 r. Badaniem objęto 101 powiatów w województwach lubelskim, podkarpackim, podlaskim, świętokrzyskim i warmińsko-mazurskim. Do oceny poziomu rozwoju infrastruktury instytucjonalnej i rozwoju zrównoważonego wykorzystano metodę TOPSIS. Dla skonstruowanych syntetycznych mierników dokonano analizy korelacji rang Spearmana. Ponadto przeprowadzono analizę autokorelacji przestrzennej na podstawie statystyki Morana I. Obliczona wartość współczynnika korelacji wynosiła 0,41, co świadczy o umiarkowanej sile związku między analizowanymi zjawiskami. Podczas analizy wartości lokalnych statystyk autokorelacji przestrzennej uwidaczniają się rozległe przestrzennie skupiska powiatów o podobnym poziomie rozwoju zrównoważonego.
