Lessons learned from the period of the euro area fiscal policy, especially the last global financial crisis prompted the European Union to seek new institutions and instruments. In terms of instruments appeared (in November 2011), the concept issue of Stability Bonds (Eurobonds). The Stability Bonds are sovereign bonds issued by Member States of the euro area through a common debt management office. Thereupon, the debt management office distributes the proceeds to Member States. The Commission presents three options for the implementation of Eurobonds and puts up for discussion the related pros and cons. With regard to the pros it mentions in particular the alleviation of the current debt crisis, the stabilisation of the banking system and the increased liquidity of the government bonds market. With regard to the cons it mentions the reduced incentives for budgetary discipline. For instance, Member States can run up debts at the expense of the budgetary discipline of other Member States, without this having an affect on their financing costs.The aim of this paper is to attempt to assess the development of the public debt in the euro area and the relevance of the issue and the potential consequences of Stability Bonds.

The efficient delivery of social services is important not only for the functioning of the community, but also for the improvement of practice to provide these services. Striving for perfection can have its source in many areas of functioning, including the sphere of business. Hence the search for opportunities for improvement at the source of logistics, in particular social logistics. Managing supply chains underpinning modern logistics, provides a much more sophisticated ways to improve flow of elements, except that for the purposes described in this article the range of adjustment tools and/or strategies to meet the needs of delivery of social services needs to be considered. Identification and analysis of the value chain is a way to search for sources of both efficiency and inefficiency of an organization and serves as an opportunity to explore how it should be managed. Bearing in mind that "network organization" is a form similar to the functioning of the individual organizations, we can use the value chain in order to examine the management of the network, which in fact are public and social partnerships. These organizations providing social services have introduced innovations in management that are supposed to unite organizations providing social services in a single chain. Such a connection can be the starting point in the application of the logistic approach both in the organization of social service delivery, as well as to evaluate the effectiveness of providing services to beneficiaries. An attempt to adapt logistics experience in this area opens up a new field of research and gives an opportunity to change how to configure resources for social service delivery.

Regeneration is a complex process consisting of a series of integrated activities, among which, apart from investment in buildings and infrastructure, you can also indicate actions undertaken on economic and social areas. This process is aimed at permanent removal of economic, social and environmental problems in the presence of which the market mechanism fails. The main goal of this article is to present the role of private actors in the process of regeneration, identify the factors affecting their perception of the process and their involvement in it, as well as point out the solutions attracting private investment. Achieving the benefits of such a complex process, as regeneration, requires a commitment on the part of participants and strategic management of the local authorities, as a coordinator of the process. A key task facing local authorities is to attract private partners which deliver not only financial resources but also knowledge and other resources to regeneration process.

The aim of the paper is to conceptualise the research problems on applying a project approach to managing military Lessons Learned processes. The following operational objectives have been established in order to achieve the aforementioned aim: (1) to analyse Lessons Learned processes in NATO and in the Polish Armed Forces; (2) to identify the scope and the assumptions of applying the project management methodology to managing military joint analyses within Lessons Learned processes; and (3) to identify research problems for further empirical surveys. The following research methods and techniques have been applied in order to achieve the objectives of the paper: the analysis of military documentation and literature, and the interviews with Lessons Learned practitioners representing the NATO Joint Analysis and Lessons Learned Centre (JALLC) and the Polish Armed Forces Doctrine and Training Centre (CDiS SZ).

Today many factors have to be considered in order to create a successful organisation with a strategic advantage, competing in an environment with uncertain and undefined conditions. One of the key elements that can give an organisation this advantage is the ability to be open for innovation. Becoming an innovative and learning organisation requires changes and improvements in the organisational structure and the relationship with the community. This innovative approach, mainly used for business management, can also be applied to the public sector. This article presents the results of a research carried out within the water and sewage industry in Poland. The research examined proinnovative attitude of the management and specified the types of innovation implemented in the industry within the last three years (2011-2013).

This paper presents relatelations between social economy and governments and private sector. Traditionally, have been characterized as conflictual or competitive, actually it seems to more complicated. The social economy couldn't by itself constitute the only form of economic organization for an entire economic system, but it could be one of the central elements in a capitalist, democratic egalitarian economic structure. Models prepared by Gidron, Salamon, Kramer and by Phillips and Grahadm suggest that relationships between social economy and governments based on collabitation and partnership.

The budget balance analysis in the light of the chosen theories of the public finance, with particular reference to the theoretical achievements of the new institutional economics (NEI) is a purpose of the article. It seems to be intellectually attractive, because the budget balance problem in the light of the NEI theory in literature is still not identified well. The aim of the paper is to discuss the selected issues on risk management in public organizations in Poland. In particular, the issue of implementing the comprehensive risk management system in the public sector is of top priority in the discourse. For the complex risk management requires the integrated management thereof. Only such a formula ensures the comprehensive management of any threats in public organizations. The operated system of the integrated risk management would allow for timely anticipation of some of the types of threats or for determining the most suitable manner of risk response. The risk management system operated within the organization ought to be fully IT-supported. Owing to this, the risk managers will be able to acquire the current information on risk on regular basis, store it in the proper bases, process it, which will allow for counter-acting the risk in a more efficient manner in future as opposed to the common practice so far.

Organizations from a public sector use often and often modern technologies in order to serve better information society. Business intelligence (BI) seems to be promising solution addressed also for this sector. The aim of this paper is presentation of initial investigation in selected administration units and so-called infrastructural enterprises. Opis:
Demographic pressures across Central Europe strongly impact the public service sector in regions and municipalities. Setting the evidence-based systems that would support policy making in this context are of a great importance for all levels of governance, from the EU institutions to local governments. The paper presents a methodological approach to comparative studies concerning economics of public service (social care, healthcare, housing, public transport, roads, water and sewage treatment) in Central Europe. Several known approaches to this kind of studies fail due to different contextual and statistical systems. Alternative approach, based upon microeconomic data is proposed.

Opis:
Polish healthcare units are subjected to processes of commercialization and privatization and they have to seek the factors affecting the growth of their own competitiveness. The purpose of this article is to attempt to identify determinants of innovation in the public and private health care units. However, the empirical verification of this objective will be achieved on the basis of a fragment of the tests carried out in the context of the study of entrepreneurship in the conditions of the health sector (including the concept of entrepreneurial orientation, in which one of the dimensions is the innovation).

The article presents the issues of respecting the principle of openness and transparency of public finances in light of the proceeds from privatization. Presented a number of arguments for the fact that this principle is not respected at all. Proposed change in the method of distribution of proceeds from privatization, which rely on is the fact that these impacts will be a source of income of the state budget rather than its revenues.

Contemporary internal auditing was introduced obligatory in Polish organizations of public finance only in 21st century (on January 1st 2002), in Polish public universities since the last quarter of 2002. Worldwide, on the other hand, contemporary internal auditing has been applied for longer time - its beginning dates for mid-20th century (1941 - foundation of The Institute of Internal Auditors in USA, 1977 - foundation of The European Court of Auditors). Basing on professional and legal regulations (international and domestic) and professional literature (international and domestic) the paper presents the idea of contemporary and modern internal auditing as an independent, objective assurance and consulting activity. The paper also presents development (evolution, changes), which took place during the last ten years. Internal auditing is an integral system of research, estimation, improvement internal control and management (including risk management) efficiency. Internal auditing helps an organization in providing right information, accomplish its objectives and in complex tasks (including increasing performance and supporting in forecasting unfavorable events and providing advice in neutralizing their effects). The main objective of this paper is characteristic of contemporary and modern (in the era after transformation) Polish public universities operating in dynamic and complex environment, both external and internal, including their internal organizational structure, financing, and management and control systems. The main purpose of this paper is also to present the level (the degree) of compliance of approach to internal auditing in domestic and international regulations and literature.

Modelowanie i dokumentowanie procesów biznesowych znajdują się w katalogu krytycznych kompetencji organizacji procesocentrycznych. Zarządzanie przez procesy zostało wpisane w Strategię Rozwoju Kraju 2020 i staje się jednym z filarów zwiększania sprawności i efektywności urzędów sektora publicznego. W tym kontekście istotne jest diagnozowanie kompetencji w obszarze zarządzania procesami w celu identyfikacji luk oraz planowania rozwoju wiedzy i umiejętności pracowników. Adekwatne kompetencje wykonawców zapewniają poprawne zrozumienie procesów i ich odwzorowanie w postaci czytelnej dla głównych interesariuszy projektu. Artykuł prezentuje koncepcję i wyniki diagnozy kompetencji w obszarze modelowania procesów biznesowych na podstawie badania empirycznego zrozumienia trzech notacji modelowania (EPC, BPMS, BPMN) oraz rezultatów samooceny wiedzy i umiejętności respondentów w tym obszarze. Analizę zrozumienia wybranych notacji modelowania przeprowadzono z wykorzystaniem testu zrozumienia oraz testu ANOVA. Wyniki badania mogą stanowić wkład w rozwój i doskonalenie kompetencji procesowych osób zaangażowanych w realizację projektów wymagających modelowania i rozumienia procesów oraz przyczyniać się do podnoszenia dojrzałości procesowej instytucji publicznych.
Modelling and understanding of business processes are incorporated in the critical catalogue of competencies, a process-oriented organisation. Business process management (BPM) has been included in the National Development Strategy, 2020 and has become one of the pillars of increasing efficiency and effectiveness in the public sector. In this context, it is important to diagnose BPM competencies to identify gaps and to develop knowledge and skills of employees. Competencies can be a crucial competitive advantage in BPM projects. Adequate competencies provide a correct understanding of the processes and their representation in a form understandable to key stakeholders of a project. This paper presents the concept and diagnosis of competence evaluation in the matters of selected Business Process Modelling Notations (EPC, BPMS, BPMN) and a selfassessment of knowledge and skills in this field. The analysis of understandability of the chosen notations has been carried out using both comprehension tests and a single factor ANOVA test. The results of the study may contribute to the development and improvement of BPM competencies of the employees involved in projects that require complex understanding and modelling processes. The identification of knowledge gaps may result in an increase in the maturity level of public institutions.

The goal of the paper is to describe relationships between New Public Management and mainstream economics. The first part of the article characterizes the concept of par-adigm developed by T.Kuhn and the structure of paradigms. The next sections contains detailed analyses of the connections between NPM and modern economics. Finally the main thesis of the article is formulated, namely the statement that strong economic as-sumptions determine the institutional framework of economic policy.
