    Opis:
    The aim of the analysis was to determine the share of households temporarily and permanently poor in general. The aim was also to assess the mobility of households due to the membership of poverty. In the final part of the study there were identified demographic and economic factors influencing sustainability of poverty. In the analysis, as potential determinants of the risk of persistent poverty, were included: gender, age and education of the head of household, and place of residence and household status in the labor market.

    Opis:
    The article examines the interaction between innovation policy and its determinants on the example of Sweden. Initially, Sweden owed its innovativeness to right socio-political conditions, but the process of globalization has forced change in innovation policy paradigm, which is since the 90s twentieth century, actively shaping the institutional environment of enterprises. Similar changes are most likely a prerequisite for maintaining high innovativeness of the Swedish economy in the face of the current economic crisis.

    Opis:
    State can in different areas and with different intensity to engage in economic and social life. One such area, which certainly requires the activity of the state, and in many dimensions, is the area of municipal services. For the validity of these actions suggest a number of arguments to lead the particular importance and specific characteristics of these services. However, the identification conditions in favor of making and maintain¬ing by the state of activity in the area of municipal services is the only contribution to the discussion about the intensity of his involvement. The aim of this article is to attempt to determine the impact of the state in the area of municipal services. Thus, it is intended both to take inquiries on the existing the extent and strength of the state's involvement in this area as well, which seems nevertheless important, intentional is an indication of alternative proposals.

    W pracy przedstawiono cele i zadania polityki gospodarczej oraz wybrane aspekty prowadzenia tej polityki w krótkim i średnim okresie. Podstawowe znaczenie przy realizacji polityki gospodarczej w krótkim i średnim okresie, czyli tak zwanej polityki makroekonomicznej, mają polityka pieniężna i polityka fiskalna. W związku z tym w pracy zaprezentowano ogólne uwagi na temat wybranej reguły sprzężenia zwrotnego - pewnej postaci reguły Taylora dla polityki pieniężnej i dla polityki fiskalnej.
    In this paper we present the objectives and tasks of economic policy and the selected aspects of conduct of this policy in the short and medium term. The basic importance of the execution of economic policy in the short and medium term, the socalled macroeconomic policy, have monetary policy and fiscal policy. Therefore, in the paper we present the selected feedback rule.

    Opis:
    Competitive neutrality is an important factor of the efficiency of mixed markets. Despite the general consent of the governments of OECD countries on the necessity to ensure a level playing field between private and public copanies on mixed markets, in practice, only a few of them take the operation of a complex. Moreover, across countries there are important differences in terms of scope and nature of the instruments used to ensure competitive neutrality. These differences have a negative impact on competition in global markets in terms of internationalization of public enterprises, and when these markets include public companies from countries that are not signatories of good practices on competitive neutrality.

    The aim of government is to attempt to provide a constantly improving social welfare. Achieving this goal is by introducing a policy that reduces income inequalities. The market economy is characterized by the fact that primary income distribution is unequal, so it tries to make a "more just" re-distribution of income. The main aim of this article is to show what instruments are used by the State to reduce income differences in society and to assess whether these instruments are efficient in achieving this goal. Gini coefficient is a measure used to assess efficiency. In this paper attention will be focused primarily on the States income policy whose task is to ensure a more fair distribution of income in society.

    While the role of modern Japan in world's economy is still very important, it has been changed a lot during last two decades. The process started during late 80's when rapid development of Japanese finished. The golden years based on investment expansion, development of high tech products and growing financial surplus. Then Japan evolved into capital and technology exporter. Changes in economic structure and institutional reforms accelerated this process. The main aim of the article is to described some areas in Japanese economy where the role of state has been changed in last two decades. It focuses on: privatization of state enterprises, changes in importance of some Ministries, role of central bank and financial market. The state support in the development of regions is show in case of clusters.

    Taking into account international innovation rankings, Poland is characterised by low innovative potential when compared not only to EU-27 countries but also to other world economies. The reasons for this situation are inter alia: low level of infrastructure development, including the information-communication one, not satisfying results of innovative activity, low level of connections between actors participating in innovation creation and diffusion, low innovative activity of small and medium-sized enterprises. Due to the economic crisis it is necessary to take intensive action in order to reinforce innovative potential of our country to rival the competition which is becoming more intensive, and at the same time it is necessary to review innovative policy performed so far.

    State aid is defined as an allocation of public funds or depletion of public financial resources for the benefit of enterprises breaching substantially competition in the Common Market. In the European Union it is hedged around with adequate regulations and controlled systematically by the European Commission. Its two primary kinds include horizontal and sectoral aid. As regards the latter one, it is an essential element of the economic policy as it is said to constitute a serious breach of the competition in the Common Market and, on the other hand, is an instrument used by the governments quite frequently. The Author offers the thesis that the sectoral state aid should be an instrument used by the government to reinstate economic efficiency in conformity with the EU standards and according to the "first time is the last time" principle. The Author discusses the theoretical issues related with the governmental economic policy, a scope of the public state and a manner in which it is applied as an instrument of the economic conversion and privatization in Poland. The paper is based on the legal acts, directives of the European Commission, and the literature and may be used as a source material for all those who encounter public state-related issues, including students studying different subjects, officials, as well as everybody interested in this issue

    Aim of this article is to describe Public-Private Partnership institutions, as an alter-native method of performance of public tasks and to research of co-founding PPP from European Union’s resources in Poland, in budget perspective 2014-2020. Article shows the directions of government’s policy as an distributor of the funds, and influence of this policy on development of institutions of Public-Private Partnerships in Poland. Upon this example role of government as a subject of modern economy, which shapes basic legal- economics market mechanism, will be discussed. Connection of intersectional partnerships PPP types with Union’s Funds, is treated as a hybrid form of realization of public tasks. It is based upon support of investments for public purposes, with non-refundable financial support from UE’s budget. This method is broadly used and gaining popularity, and Poland became a leader of utilization of UE’s founds, as an alternative source of financing of public ventures realized under Public-Privet Partnership.

    Artykuł odnosi się do problematyki wypłaty dywidend przez spółki, których jednym z akcjonariuszy jest Skarb Państwa i które jednocześnie są komponentami indeksu WIG20. Opisano w nim problematykę konfliktu interesów, w którym z jednej strony akcjonariusz – Skarb Państwa – jest zainteresowany uzyskaniem wysokiej dywidendy celem sfinansowania potrzeb budżetu państwa, a z drugiej strony spółka ma istotne potrzeby inwestycyjne. Celem badań jest ukazanie specyfiki polityki dywidend spółek z udziałem Skarbu Państwa w odniesieniu do polityki spółek publicznych pozostających poza bezpośrednim wpływem Skarbu Państwa. Wyniki badań wskazują na wyższą skłonność spółek Skarbu Państwa do wypłaty dywidend oraz zależność wypłat od bieżącej sytuacji budżetu.
    This paper is devoted to issues connected with the dividend payout by companies where one of the shareholders is the State Treasury and which are simultaneously components of the WIG20 index. It describes the topic of the conflict of interest, where on one hand the shareholder – the State Treasury – is interested in obtaining a high dividend in order to finance the needs of the state budget, and on the other – the company has considerable investment needs. The objective of the study is to demonstrate the specificity of the dividend policy in companies with the participation of the State Treasury in comparison to public companies which are beyond the direct influence of the State Treasury. The study results point out to the fact that state-owned companies are more inclined to pay out dividends and the dividend payouts depend on the current budget situation.
