    On 24 April 2011 entered into force the directive of the European Parliament and of the Council No 2011/24/UE of 9 march 2011 on the application of patients' rights in cross-border healthcare. The article analyses the duty of Member States connected with cross-border medical care, types and limits of using cross-border medical care and problems evoked by refund of medical expenses. The subject of this study is also evaluation of the preamble and the normative text of the directive No 2011/24/UE against the regulation of the European Parliament and Council (EC) No 883/2004 of 29 April 2004 on the coordination of social security systems. The new directive provides clarity about the rights of patients who seek healthcare in another Member States and supplements the rights that patients already have at European Union level through the legislation on the coordination of social security systems.

    W ramach niniejszego artykułu zaprezentowano przeprowadzone badania kondycji finansowej podmiotów sektora usług zdrowotnych i pomocy społecznej na podstawie ich jakości portfela kredytowego oraz ich sytuacji ekonomiczno-finansowej. Kondycja finansowa badanych podmiotów w znaczącym stopniu uzależniona jest od rodzaju organu założycielskiego. Podmioty, których organem założycielskim są jednostki budżetowe, znacząco gorzej radzą sobie z obsługą swojego portfela kredytowego, w porównaniu do podmiotów należących do sektora małych i średnich przedsiębiorstw.
    Financial condition of examined entities depends of a type of founding body. The companies from the research group, for which the budgetary units are the founding body, cope with servicing credit portfolio significantly worse, and thus their financial condition is clearly inferior to the entities from the comparison group. The companies from the research group, which owners are off-budget units, cope with servicing credit obligations very good, and thus their financial condition is better than the comparison group.

This article describes the areas of the health care system in which insurance is present and the role it plays in them.

    In the Polish health care system, the basic principle conditioning the access to public services financed from the public founds is the possession of proper entitlements. The study presents and systematizes the mechanisms related to ways of verification of patients entitlements to benefits financed from public funds in accordance with applicable laws. It describes the duties and powers of a service provider, beneficiary, and the process of information exchange with the principles of validation and verification of reporting data prepared by the National Health Fund.

    Opis:
    The aim of the paper is to investigate the structure of health care financing systems in OECD countries. In the theoretical part the following areas of health care financing are discussed: fund collection, fund pooling and provider reimbursement. The empirical part analyses trends in health care expenditures and institutional arrangements in health care financing in OECD countries. Health care financing systems in these countries vary in terms of financing sources, fund and risk pooling mechanisms as well as reimbursement systems. Though, reforming processes in the last decades leads to convergence of health care financing arrangements.
