    The article discuss the objectives of European cohesion policy for the period 2014- 2020. The article next presents the trends which are required in terms of stimulating the development of polish regions in the future. Regional policy in Poland is dominated by European cohesion policy. Most of the funds which finance investment projects in the regions come from the EU budget, despite the fact that European cohesion policy is supposed to be complementary, and not dominant, in relation to national policies. The challenge of Polish regional policy is to develop the kind of operating model in which participation of the country and regional governments in decision-making and financial matters is dominant.

    A number of managerial difficulties arising from the geographical location of Poland's eastern provinces, amongst which are their trans-border and peripheral location as regards major economic centers as well as the abundance of valuable natural resources that restrict forms of economic activity, have exacerbated the threat of economic marginalization particularly in the rural areas of regions characterized by low rates of economic development. This raises the need to implement development strategies aimed at overhauling of both local and regional economic infrastructures to enable the realization of regional coherence policies both at national and EU levels. A key external factor for powering development processes in recent years has been the possibility to source EU funds to co-finance infrastructural investments aimed at ensuring both suitable living conditions as well as economic involvement.

    Nowa strategia Unii ma sprzyjać skuteczniejszemu konkurowaniu z nowymi silnymi graczami wyłaniającymi się na światowym rynku, a także szybszemu niwelowaniu różnic w rozwoju ekonomicznym i społecznym poszczególnych członków UE. Kluczowym narzędziem realizacji tej strategii jest polityka spójności, która po 2013 r. została przekształcona w główną strategię inwestycyjną Unii. Celem artykułu jest analiza zmian w podejściu do polityki spójności UE i próba odpowiedzi na pytania: czy polityka ta może zwiększyć konkurencyjność UE w gospodarce światowej, czy powiązanie strategii Europa 2020 z polityką spójności sprawi, że UE wreszcie zbuduje innowacyjną gospodarkę zdolną konkurować na arenie międzynarodowej.
    The new strategy is to encourage the European Union to compete more effectively with the new strong players emerging in the global market, as well as faster narrowing of differences in economic and social development of individual members of the EU. A key tool for the implementation of this strategy is the cohesion policy, which after 2013 was transformed into a major investment strategy of the Union. The aim of this article is to show the changes in the approach to EU cohesion policy and attempt to answer the questions: whether this policy could increase the EU's competitiveness in the global economy, whether linking the Europe 2020 strategy and cohesion policy will make the EU finally build an innovative economy able to compete in the international arena and how they should be decomposed accents between coherence and competitiveness in the EU.

    Obserwowane procesy pogłębiania się nierówności społeczno-ekonomicznych w większości krajów, będące jednym z najważniejszych źródeł napięć na drodze do zrównoważonego rozwoju stają się wyzwaniem zarówno dla jedności społeczeństw, jak i Unii Europejskiej. Celem niniejszego opracowania jest ukazanie powiązań między spójnością społeczną a nierównościami społeczno-ekonomicznymi. Artykuł jest opracowaniem przeglądowym o charakterze teoretycznym. Oceniając spójność społeczną poprzez pryzmat jej celów, a więc posiadanej przez społeczeństwo zdolności zapewnienia dobrobytu wszystkim jego członkom, minimalizowania rozbieżności między nimi i unikania polaryzacji, szczególnego znaczenia nabiera właśnie eliminacja nierówności społeczno- ekonomicznych, bowiem w dwóch z trzech aspektów odnosi się właśnie do ich ograniczania.
    The observed processes of the deepening of social and economic inequalities, in most countries one of the most important sources of tensions on the path to sustainable development, are becoming a challenge both for the cohesion of societies and the European Union. The aim of this study is to show the relationship between social cohesion and social and economic inequalities. The paper is a review elaboration of theoretical nature. When assessing social cohesion through the prism of its objectives, and thus the society’s ability to ensure the well-being of all its members, to minimize disparities between them and to avoid polarization, it is the elimination of social and economic inequalities that gains particular importance, as it precisely addresses limiting them in two out of the three aspects.

    Koncepcja polityki regionalnej podlega przemianom pod wpływem złożonych uwarunkowań, m.in. procesu globalizacji, rozwoju technologii informacyjno- -komunikacyjnych. Celem artykułu jest omówienie głównych zmian w europejskiej polityce spójności na lata 2014-2020 oraz przedstawienie rozwiązań dotyczących wdrażania tej polityki w Polsce w nowej perspektywie finansowania. W artykule przedstawiono nowy paradygmat polityki rozwoju regionalnego oraz omówiono najważniejsze założenia tej polityki w Polsce w nowej perspektywie finansowania. Kształt krajowej polityki regionalnej jest zdeterminowany rozwiązaniami przyjętymi w ramach europejskiej polityki spójności. Polityka regionalna realizowana po 2014 r. w Polsce będzie w większym stopniu uwzględniała potrzeby rozwojowe polskich regionów i wspierała wykorzystanie ich potencjału, również dzięki efektywnemu spożytkowaniu funduszy UE.
    The concept of regional policy is subject to changes under complex conditions, including the process of globalization, development of information and communication technologies. The main aim of the article is to present the major changes in the European cohesion policy 2014-2020 and discuss solutions concerning its implementation in Poland in the new financial perspective. The article presents the new paradigm of regional development policy. It analyses the main assumptions of regional development policy in Poland in the new perspective of financing. The shape of the national regional policy is strongly determined by solutions adopted within the framework of the European cohesion policy. Regional policy implemented after 2014 in Poland will increasingly take into account the development needs of Polish regions and encourage the use of their potential, also thanks to the efficient use of EU funds.

    In order to remove regional economic disparities, the European Union realizes a cohesion policy. Such policy is justified economically and socially. The mechanism of the cohesion policy is based mainly on transfers and thus the essence of the cohesion policy is a redistribution of revenues in order to support the selected areas as well as unfavoured social groups. The main aim of this article is an evaluation of the role of the EU cohesion policy in the development of enterprises in the Lodz region.

    Wykorzystanie funduszy europejskich jest jednym z głównych determinant rozwoju regionalnego. W ramach wsparcia finansowego z Unii Europejskiej w latach 2014-2020 Polska otrzyma 82,5 mld euro, które zostaną zainwestowane w zwiększenie konkurencyjności polskiej gospodarki, poprawę spójności społecznej i terytorialnej kraju oraz w podnoszenie sprawności i efektywności administracji. Na lata 2014-2020 Komisja Europejska zatwierdziła 22 programy (6 krajowych i 16 regionalnych).
    The use of European funds is one of the main determinants of regional development. As part of the financial support from the European Union in 2014-2020 Poland will receive 82.5 billion euros, which will be invested in increasing the competitiveness of the Polish economy, improving social and territorial cohesion of the country, and in improving the efficiency and effectiveness of the administration. For 2014-2020, the European Commission has approved 22 programs (6 national and 16 regional).

    The objective of the paper is the identification of conditions and needs of development of urban functional areas, particularly in the scope of management and programming of their development through current implementation of ITI as an instrument of territorial development. The study focused on the management of functional urban areas (FUAs) of voivodship capitals and selected regional and sub-regional centres in Poland, as well as the implementation of projects adopted in ITI strategies. The actual cooperation of territorial self-government units in the scope of the functioning ITI Unions was analysed in the context of the development of the efficient city. The generic and financial structure of the undertaken activities and their contribution in the development of the competitiveness of cities and their functional areas was also analysed. The obtained results show that ITI permitted support of the development of the organisational culture of territorial governance and implementation of integrated investments in FUAs. They created a system of financial incentives and benefits determining the development of sustainable, efficient and competitive cities.
    Celem artykułu jest określenie warunków i potrzeb rozwoju funkcjonalnych obszarów miejskich, szczególnie w zakresie zarządzania i programowania rozwoju z uwzględnieniem bieżącej implementacji ZIT jako instrumentu terytorialnego rozwoju. Badania koncentrowały się na zarządzaniu miejskimi obszarami funkcjonalnymi (MOF) ukształtowanymi w strefie oddziaływania miast wojewódzkich (stołecznych) i wybranych regionalnych i subregionalnych ośrodków w Polsce, a także realizacji projektów przyjętych w strategiach ZIT. W kontekście identyfikacji cech miasta sprawnego została przeanalizowana aktualna współpraca jednostek samorządu terytorialnego w zakresie funkcjonowania związków ZIT. Dodatkowo analizie poddano dziedzinową i finansową strukturę podejmowanych działań i ich wkładu w rozwój konkurencyjności miast i ich obszarów funkcjonalnych. Uzyskane wyniki wskazują, że ZIT sprzyjają wspieraniu rozwoju kultury organizacyjnej sprawowania władzy i wdrożenia zintegrowanych inwestycji w MOF. stworzyły też system zachęt finansowych i korzyści określania kierunków rozwoju miasta zrównoważonego, sprawnego i konkurencyjnego.
