Opis:: One of the basic human needs is shelter. The goal of this paper is to analyze the possible ways to meet the housing needs of the poor and evicted. The article pointed out a model strategic objectives and directions of activities that municipalities use to achieve the objective of meeting the housing needs model. From the point of view of economic efficiency and social justice should be pursued municipal building rather than social. Municipal construction increases the efficiency of housing stock management.

Importance of the state
Opis:: State can in different areas and with different intensity to engage in economic and social life. One such area, which certainly requires the activity of the state, and in many dimensions, is the area of municipal services. For the validity of these actions suggest a number of arguments to lead the particular importance and specific characteristics of these services. However, the identification conditions in favor of making and maintain¬ing by the state of activity in the area of municipal services is the only contribution to the discussion about the intensity of his involvement. The aim of this article is to attempt to determine the impact of the state in the area of municipal services. Thus, it is intended both to take inquiries on the existing the extent and strength of the state's involvement in this area as well, which seems nevertheless important, intentional is an indication of alternative proposals.
