The main aim of the article was to review measures of the population ageing process. In the first part, traditional (conventional) measures of population ageing are presented (i.e. old-age rate, median age, ageing index, dependency ratios, potential support ratio, parent support ratio). These measures are based on chronological age and give a coherent picture of population ageing. However, they do not take into account changes in life expectancy. In other words, they are based on the assumption that a 65-year-old person in 2000 is considered to be just as old as a 65-year-old person in 1900. But the probability of surviving in these two years is different: the remaining life expectancy at age 65 was much higher in 2000 than in 1900. Therefore, the second part of the article presents the new (alternative) measures of population ageing, which are adjusted to life expectancy. In particular, it describes the following measures: proportion of the population in age groups that have a remaining life expectancy of 15 years or less (Prop. RLE15-), prospective median age, population average remaining years of life, and prospective old-age dependency ratio. In the last section, the results of a comparison between conventional and alternative measures are presented. The new measures indicate a slower pace of population ageing in the future than the traditional ones. Thus, the measures recommended for designing governmental programmes aimed at the elderly are the new measures, which take into account life expectancy.

The ageing of societies has recently become one the most important phenomena shaping social policy in Poland and other developed countries. At the same time, it is becoming increasingly clear that ageing should not be perceived only in terms of threats. Silver economy, age management, and lifelong learning are the notions that become acknowledged by various labour market and social policy stakeholders. The rationale behind these ideas is to make the best use of the potential of people around the retirement, in line with the life cycle concept, but also of new social needs that arise with an increasing proportion of people aged 50+ in the society, and with considerably improving quality of their lives. The discussion presented in the article is limited to problems in extending working life of Poles. The aim of this paper is analysis of the factors influencing the extension of the working life in Poland, from an individual perspective, i.e. by looking at the reasons of individual decisions of people close to the retirement age. The article is both theoretical and empirical in nature, presenting a review of studies including the support for the economic activity of “older” workers, coupled with the outcomes of a statistical analysis carried out in the project „Equal opportunities in the labour market for people aged 50+”.

Population ageing is one of the most important demographic trends in modern societies. The process has broad implications in both macro- and micro-scale. In the article we focus on ageing-related challenges for enterprises. This area is very important for contemporary and future economies. Customers, employees and stakeholders of companies are getting older. In this changing environment new challenges appear including problems in hiring employees with relevant competencies, loosing organizational knowledge, employee succession, or mismatch between offered goods and market needs of changing costumers. Therefore, it becomes necessary to implement Age Management (AM) in organizations. The activities of employers in this area have to be supported by economic and legal instruments, and actions towards an increase of awareness and sensitivity to age-related issues.

The current study investigates the role of job satisfaction in the light of population ageing in European countries. By increasing employees’ job satisfaction it is possible to counteract the consequences of labor force ageing and shrinking. In this context, this study aims to indicate factors that differentiate the level of job satisfaction of older workers in Poland. It also seeks to identify determinants of the greatest job satisfaction or lack of thereof. The analyzed factors include job characteristics and individual characteristics of employees. The study is based on data for Poland from the SHARE project. The analysis employs probit and logit models. Job characteristics that were found to determine job satisfaction, include support, recognition, salary, and opportunity to develop new skills. The most important individual determinants comprise physical health and living arrangement. The determinants of the greatest job satisfaction, among job characteristics, include first and foremost support and opportunity to develop new skills. With respect to individual characteristics, the most important determinants involve living arrangement, sex, and physical health. Lack of job satisfaction is determined first and foremost by salary, and next by recognition, opportunity to develop new skills, and physical and mental health.

Labour migration of people at productive age is a common practice in Western countries based on capitalist economy and parliamentary democracy. Post-accession migration from Poland is a mass phenomenon nowadays, having a double impact on the situation of the oldest family members: they face the need to undertake new versions of old traditional roles or – on the other hand – they are left alone, often in deteriorating health conditions and without assistance in everyday routines. The aim of this analysis is to provide recommendations for social policy on possible solutions supporting and supplementing the care offered for old persons in the situation of migration of their adult children. The analysis is based on the existing data and reports.  Recommendations proposed in the article are directly and indirectly related to forms of care which should be provided to older adults. Aid and assistance are viewed as a chain of interrelated processes; for example, higher digital competences of older adults would allow them to communicate with their families abroad and would help them to be independent in shopping or fixing financial and administrative affairs, as they could do this online.

The majority of countries, including Poland, face a phenomenon of population ageing. Therefore, providing care for elderly persons becomes a crucial challenge for the societies. A decline in the care-giving potential of families and the rapid increase of numbers of seniors create a need for development of institutional assistance for the elderly. The population of seniors is heterogeneous. Thus, there are different reasons for providing public assistance, and different paths of accessing institutional assistance. The aim of the article is to present the family status of seniors, who wait for a place in a residential care, and their non-familial, informal support networks. To achieve this objective we conduct a survey among 221 social workers who assist seniors and their families through the admittance process for residential care in Łódź – a city with advanced ageing (22.3% of people aged 60+).

The main aim of the paper was to analyse determinants of care for elderly parents provided by adult children in Poland. The data were from the first wave of the Polish Generations and Gender Survey (GGS-PL) carried out in 2010 and 2011. The logistic regression model with the dependent binary variable describing the fact of providing care to elderly mother or father has been applied. The obtained results are mostly in line with those described in the literature on this topic. Generally the probability of giving care to elderly parents increases with respondent’s age. Women have higher chances of providing care to older mother or father than men do. Persons better educated (with secondary or higher level of education) are characterized by higher probability of caring for elderly parents. Parameters estimates for several variables such as place of residence, living arrangements, employment status and health status were statistically insignificant. As it would have been anticipated health status of a parent significantly increases the probability of providing care to a mother or a father. Moreover, the better the relationship between children and parents, the higher chances of taking care of older parents. In addition, the more respondents agreed with the opinion of responsibility of children for care for elderly parents, the higher the risk of providing an instrumental help by them was.

The article presents both theoretical and empirical aspects of studies on fertility intentions in the context of factors shaping fecundity. In most contemporary societies couples declare their preference for two children. These declarations stand in opposition to registered total fertility rates, both period and cohort rates, which rarely reach value of 2 in Europe. The gap between fertility intentions and their realization might be partially explained by the impact of reproductive ageing (biological factors) which may play an increasingly significant role due to postponement of childbearing. A natural pattern of a decrease in fecundity over age might influence on reproductive outcome of women who postpone to conceive a child, and consequently results in an increased risk of involuntary childlessness or lower parity progression ratios. The data coming from the Generations and Gender Survey in Poland (GGS-PL) makes it possible to check the main hypothesis about an age-specific decrease in fecundity, which is manifested by a prolonged waiting time to pregnancy. The data were collected via the retrospective questions included into the GGS-PL questionnaire. Results show that there is a significant increase in waiting time to pregnancy among women older than 34 years. This finding supports theoretical predictions concerning the age-related decrease in fecundity. Its relevance is discussed by referring to explanations of the gap between fertility intentions and completed fertility in terms of voluntary and involuntary childlessness, as well as biological factors related to reproductive ageing.

Our study estimates potential fiscal savings from increased physical activity among older people. This is the first study directly assessing the possible impact of higher physical activity on long-term fiscal sustainability. The study focuses on Poland, where ageing costs are mostly associated with an increase in public spending on healthcare and long-term care. Our results suggest that physical activity has the potential to significantly decrease healthcare and long-term care expenditures. Converting these results into long-term fiscal sustainability, we calculate the S2 indicator, used by the European Commission for the assessment of fiscal sustainability in the long horizon. The long-term component of the indicator, related to ageing costs, is lower by almost 0.7 in comparison with the baseline case, 0.5 of which can be attributed to the reduction in long-term care and 0.2 to the reduction in healthcare. Our results confirm that increased physical activity among older people may lead to a reduction in expenditures related to population ageing and may significantly improve long-term fiscal sustainability.

The aim of this paper is to describe population ageing in member countries of the European Union and its dynamics in the period 1990-2030. Furthermore, we show chosen social consequences and challenges caused by demographic ageing. In the introduction, we present definition of the population ageing and describe measures used in the paper. The analytical part consists of three sections. The first one is about growth of older population (at the age of 65 and over, and 80 and over) in the years 1990-2030. The next one comprises an evaluation of progress in demographic change in the EU countries, which is based on chosen measures of population structure - aging index (population 65 and over to population 0-14), and potential support ratio (population 15-64 years to population 65 and over). In the analysis, we use also positional measures. The last part focuses on explaining regional differences in progress of demographic ageing of particular countries. The last section of the paper focuses on chosen socioeconomic consequences of ageing in the EU countries. One of them is an expected increase in number of disabled people. Another one is growth in the number of single person households of the elderly, who need familial and extra-familial care.

Sustainable development assumes improvement in the quality of living of present and future generations by achieving social, economic and environmental balance. Demographic changes play a significant role in this process due to their long-term impact on social and economic outcomes. The population of Poland is relatively young in comparison to other EU members but it is ageing very rapidly. This demographic process raises challenges for social policy, which include changes in the quality of life of the elderly population. The aim of the paper is to compare Polish voivodships (NUTS-2 territorial units) with respect to main features of both the demographic change and of economic situation of population aged 55 and over. We use selected indicators characterizing the demographic situation of the ageing Polish population, as well as the financial and occupational status of the elderly. Based on these indicators, we calculate synthetic measures of development. The results enable us to evaluate the demographic situation of Polish regions as well as distinguish main trends of the changes.

Projekcje ludnościowe dla Polski wskazują na nieuchronny spadek liczby ludności i przyśpieszenie procesu starzenia populacji, a także zmniejszanie się potencjalnych zasobów pracy i ich starzenie się. Jak pokazano, nieunikniony jest w związku z tym również spadek i starzenie się podaży pracy - niepewność dotyczy tylko tempa i skali tych zmian. W artykule dyskutowane jest lepsze wykorzystanie malejących zasobów pracy oraz potencjalne rezerwy podaży pracy wynikające z relatywnie niskiej aktywności zawodowej w Polsce. Za pomocą rachunków symulacyjnych dokonano również oceny wpływu wzrostu aktywności zawodowej różnych grup ludności według płci i wieku na przyszłą liczbę aktywnych zawodowo. Pokazano, że brak jakichkolwiek działań w kierunku aktywizacji osób pozostających poza rynkiem pracy (stała aktywność według wieku i płci na poziomie z 2018 r.), oznacza zmniejszenie się zasobu pracy o 15% w ciągu następnych 20 lat, o 24% do roku 2050 i o 33% do 2070 r. oraz spadek współczynnika aktywności zawodowej o 10 pkt. proc. w perspektywie następnych trzech dekad. Gdyby aktywność według wieku i płci w Polsce mogła wzrosnąć do najwyższych poziomów obserwowanych w krajach Unii Europejskiej w 2018 r., współczynnik aktywności ogółem byłby o 15 pkt. proc. wyższy niż faktycznie odnotowany w 2018 r. i nie obniżyłby się do odnotowanego poziomu do 2070 r. pomimo niekorzystnych (i nieuchronnych) zmian wielkości i struktury wieku populacji. Faktyczne rezerwy podaży pracy w 2018 r. wynosiły prawie 5 mln osób (29% liczby aktywnych zawodowo). Właściwe rozpoznanie powodów pozostawania biernym zawodowo, zróżnicowanych według płci i wieku, może dostarczać wskazówek co do koniecznych instrumentów polityki społecznej, które umożliwiłyby ich wykorzystanie.
Demographic projections for Poland point at an inevitable decrease in the population and an acceleration of the ageing process, as well as a potential labour force decline and its ageing. It was demonstrated that this also implies the decline and ageing of the labour force – there is uncertainty over the pace and the scale of the changes. The article discusses better use of the declining labour force and its potential reserves coming from the relatively low labour force participation in Poland. It also offers a simulation assessment of the impact of an increase in the labour force participation of various age and sex groups on the future size of the population of the economically active. It was demonstrated that the lack of actions towards activisation of people remaining outside the labour market (i.e. constant labour force participation by age and sex at the 2018 level) results in the decline in the labour force by 15% within the next 20 years, by 24% until 2050 and by 33% until 2070 and the decline in the total labour force participation rate by 10 percentage points within the next three decades. If, however, the labour force participation in Poland in age and sex groups could reach the highest levels observed in the EU in 2018, the total labour force participation rate would be 15 points higher, and it would not decrease to its observed 2018 level by the year 2070, despite the adverse (and inevitable) changes in the population size and age structure. The reserves of the labour force in 2018 amounted to almost 5m people (29% of the population of the economically active). The right diagnosis of the reasons for their economic inactivity, recognising the differences in motivation stemming from age and sex can provide useful hints on the necessary social policy tools which could enable its proper utilisation.
