Opis:: Participatory budgeting as a form of civic activity in the Polish local government units: an analysis of experience. The article presents the results of a research conducted by the Bureau of Research of the Chancellery of the Sejm on the first experiences with participatory budgeting in selected local government units in Poland, which is one of the newest initiatives undertaken within a broader concept of public governance. The authors also assess the current state and perspectives for participatory budgeting.

Opis:: The article compares three dominant theories of public management and discusses whether these theories meet the needs of public management practice in 21st century. The authors first discuss challenges related to public sector management, indicating the increasing role of public sector in modern economy. The next section focuses on the differences between organisations operating in public and private sectors. Next, the article outlines three main theories of public sector management: hierarchical approach (classical theory of bureaucracy), market approach (New Public Management) and network approach (New Public Governance). In the final section the authors present the comparative analysis of these theories and discusses their relevance to contemporary public management.

Opis:: The article discusses selected aspects concerning Technology Assessment (TA) as an institutionalised way of supporting public policy in the area of technology governance. In the last forty years numerous approaches, concepts, perspectives and practices have been developed and resulted in many research projects conducted in various institutional settings. This vast experience and richness of TA solutions allows an attempt to summarise and critically present its evolution from classical model to more recent approaches based on participation, stakeholder involvement, public dialogue and good governance. The article begins with a brief overview of the history of TA development in the USA and Europe. In the next part a comparison between the classical and participatory model of TA is presented. Main focus is placed on various types of participatory approach and its use in different settings like technology conflicts and innovation management.
