Opis:
The article focuses on lobbying as an instrument of business influence on public administration, and vice versa. The author explores this phenomenon from various perspectives, emphasizing that lobbing is perceived either as the roots of corruption or as an immanent element of democracy. Providing and overview of the directions of lobbying legislation he claims that low effectiveness of the current law in Poland is a good reason for changing lawmakers’ approach to lobbying per se and methods of its control. The article concludes with some recommendations. The author proposes, inter alia, that instead of penalizing only some forms of lobbying, the legislators should ensure full openness and transparency of decision-making processes and become more focused on the real beneficiaries of lobbying: lobbyists’ targets and principals.

Opis:
The article identifies the obstacles to the development of effective cooperation between administration and business. They were broken down into three groups: systemic, cognitive and communication-related. Next, the author proposes some measures that could be adopted to enhance the efficiency of such cooperation, divided into seven groups related to organisation, cognition, communication, management, lobbying, society, and legislation. The biggest number of the proposed solutions is related to the development of ongoing dialogue and overcoming stereotypical perceptions that both sides have of each other. The list of obstacles and the recommendations were prepared by businesspeople and public officials as a part of a project carried out by the Polish Confederation of Private Employers Lewiatan.

Opis:
The article contributes to the debate about the presence of Polish business representations in the EU lobbying arena. On the basis of literature, data gathered in the EU transparency (lobbying) register and expert interviews, the article aims to illustrate and evaluate the scope of involvement and the sphere of influence of Polish business representations in the European Union’s institutional and decision-making system. The results of the analysis confirm that even if both quality and quantity of Polish business representations have improved over recent years, the overall picture is still not satisfactory, especially given Poland’s population and aspirations to play a leading role in the EU.
