Opis:
The article discusses the issues related to the participatory Technology Assessment (pTA). The author highlights that in order to conduct pTA one not only needs to be convinced that there is a point in this activity, but also should have techniques and tools that convert ideas into effective social actions. The article reviews most important experiences with the application of different methods designed to take into account knowledge, perspectives and interests of a broader array of stakeholders or members of general public in the political discussion on potential employment of new technologies, such as consensus conferences, citizens juries, and scenario workshops. Strengths, weaknesses and expected outcomes of the chosen methods are characterized on the basis of specific examples described in academic and professional literature.

Opis:
This paper discusses the concept of Technology Assessment (TA) and its rationale in light of complex relations between technology, market and democracy. The author points out their limitations: market proliferates discoveries and inventions but distorts mechanism of cultural limitations of the process of scientific innovation; democracy is in deep accord with scientific meritocracy, individualism and creativity, but on the other hand it slowly loses its control grip over science; technology is predominantly responsible for positive public representation of science, but it is guilty of most terrifying and problematic inventions. In conclusion, the author argues that only taking into account the complex hybrid of science, technology, market and democracy may provide understanding and control over technological innovations.

The article focuses on technological change in the energy sector in light of its social context. Author examines recent progress in several emerging technologies (solar electricity, energy storage, passive buildings) and claims that widespread deployment of these technologies will lead to structural change in operational model of traditional energy system. Opis:
The article discusses selected aspects concerning Technology Assessment (TA) as an institutionalised way of supporting public policy in the area of technology governance. In the last forty years numerous approaches, concepts, perspectives and practices have been developed and resulted in many research projects conducted in various institutional settings. This vast experience and richness of TA solutions allows an attempt to summarise and critically present its evolution from classical model to more recent approaches based on participation, stakeholder involvement, public dialogue and good governance. The article begins with a brief overview of the history of TA development in the USA and Europe. In the next part a comparison between the classical and participatory model of TA is presented. Main focus is placed on various types of participatory approach and its use in different settings like technology conflicts and innovation management.

This paper discusses the basic assumptions of Technology Assessment (TA). As an example of TA process the author employs “Together about shale gas” programme (executed in northern Poland). The first two sections briefly outline the Polish context of shale gas extraction and describe what technology assessment is. In the next two chapters the objectives and outline of ‘Together about shale gas’ programme are presented. The author attempts to recognize how many of the TA assumptions are given in the programme and identify its outcomes. The final section examines challenges for the Polish policymakers in the field of technology assessment.

The article addresses the issue of monitoring of a technology. The author provides analysis of the inherent limitation of the very idea of controlling and points out the inevitable limits of philosophical, theoretical and practical nature. In that context, selected critical arguments concerning technology, Technology Assessment and Science and Technology Studies are presented. Opis:
The article provides an overview of the Technology Assessment (TA) methods and procedures that have been used over the last forty years. Two typologies of methods are presented: the first is based on the project targets, the second reflects the origin of the method. Within the first group heuristic methods, methods of the future prediction and evaluation methods are discussed. The second group involves the economy derived methods, politically oriented methods and methods that come from the tradition of systems theory and systems analysis. Advantages and disadvantages of the methods in both groups are outlined. Finally the author presents optimal ways of methodological adjusting a technology assessment process to a problem, the order profile and the situation of the project contractor. A universal scheme integrating various methods and allowing to compensate their weaknesses is also discussed.
