The article analyses both theory and practice of social policy. The author presents social policy as an element of state, politics, administration, and governing; it is also a subject of axiological discussions through various perspectives of political philosophy. From an academic perspective, social policy was defined by some basic terms of the main social science disciplines. This perspective partly concentrates on explaining history of social policy: its origins, growth, and limitations. There are many theories explaining why there are differences among countries. In the last part of the article the author looks at social policy as a practice.

The author discusses different approaches to family policy in the academic discourse as well as in the field of social praxis. This is a contextual frame for analysis of evolution of social policy toward family in Poland after 1989, including recently implemented governmental program ‘The Family 500+’. The author stresses that the structural key arguments for family policy are beyond ideological clashes and family policy needs to be developed with political and social consensus. Presenting frames of family policy as a social investment policy, the author refers to remarks and recommendations presented by Brigitte Berger and Peter Berger.

The paper presents main directions of family policy in Poland. The author distinguishes and analyses three main periods: the transformation period (1989–1997), the transition period (1997–2005), and the mature period (2005–2015). The paper identifies and discusses three most durable characteristics of the Polish model of family policy, i.e. the lack of coherence and institutional integrity, pro-natalism, and familialism. In general, differences between main political actors in the area of family policy have not been significant. However, the tensions between pro-market and culturally conservative ideas have influenced the policies to the largest extent.

Article addresses the problem of working conditions changes in employment of people with disabilities from the perspective of employers in the open labor market. Shows the structure and dynamics of the disabled people employment in Poland, indicating the barriers, which draw attention of employers – diagnosed on research and analysis. Article refers results of research on successful practices in the employment of disabled workers in enterprises and institutions and the conditions for the implementation of advisable organizational solutions. Also presents the argument of limited effectiveness of economic instruments to motivate employers for employing people with disabilities. The objective of this paper is to critically assess the framework of repatriation policy in Poland, with particular attention given to the role of local communities and non‑governmental organizations (NGOs). The author claims that the government still has not elaborated a sound answer to repatriation problems. Therefore, NGOs should play a more important role in immigration policy planning and management. The first section of the article presents the duties of the governmental bodies related to the repatriation process and social adaptation of repatriates. In the second section the author emphasizes the potential advantages of NGOs’ involvement in this process, and looks at existing good practices.

The article addresses the concept of asset-based welfare which is a growing research area focused on the role of household estate in old-age security. The paper begins with a general background on the concept of asset-based welfare with particular reference to housing wealth. The author discusses its main features, according to which the individual accumulation of wealth can be a viable alternative to the public system of social policy, especially with regard to old age income support. In the second part, he uses this concept to assess social policy in Poland. Special attention is given to the changes in the tenure structure of the housing system in Poland that resulted from transition to the market economy. The author also emphasizes main limitations of the concept of asset based-welfare and its potential distributional consequences.

In the first 20 years of the 21st century, the social housing policy in Poland underwent many changes. They resulted from the lack of consistency in this respect and low patience of the ruling parties, which led to profound modifications in the approach to the housing policy practically with every new government. Until the implementation of the National Housing Programme (NHP), the housing policy in Poland was characterised by fragmented solutions, without any comprehensive approach to the issue in question. The aim of the article is to verify the effectiveness of the NHP, especially in terms of its social part, i.e., Mieszkanie Plus [Apartment Plus] package. The programme was described using the framework of theoretical assumptions of the social housing policy and the implementation of this policy in Poland after the year 2000. The author claims that the NHP is the first housing policy in Poland which applies a holistic approach and moves away from the practice of short-term, fragmented solutions. He recommends that those who are in power should exercise patience and refrain from introducing alterations after a very short period from the point of view of investment processes, as the implementation of such a complex housing policy as the NHP is planned for many years.

The article discusses the key theories, concepts, and notions used in comparative research into intergenerational social class mobility. More specifically, it discusses the Featherman, Jones, and Hauser hypothesis about cross-national similarity in social class mobility, describes a distinction between absolute and relative social mobility, and presents the Erikson-Goldthorpe-Portocarero class scheme. After discussing the results of both classical and recent studies on intergenerational social class mobility, this paper deals with the evidence-based policy recommendations relevant for decision-makers who can influence within certain limits the extent to which the rate of intergenerational social mobility can be equalised.

This article explores the need for more intensive development of social rental housing in Poland, especially communal rental housing and social rental housing provided by Social Housing Associations (TBSs). The first section briefly examines the terminology and addresses the main challenges in Polish housing in accordance with the goals of the housing policy programmes. The second section reports on the recent trends in social rental housing. The third section presents selected issues of the recent development of Polish social rental housing. Further, the author tries to evaluate the need for new housing construction by local authorities and by TBSs. Due to the lack of reliable information, the required amount of new housing can only be approximated indirectly. In the next section, she presents legislative initiatives regulating and supporting social rental housing, especially in terms of modifying financial instruments. The final section contains an assessment of progress in social rental housing and proposals for further reforms in Polish housing policy.

The aim of the article is to introduce the legal framework of Polish repatriation policy and evaluate the national repatriation program. The first section of the paper reviews Polish repatriation law, with main focus on the Repatriation Act.
