The article is focused on issues of the secure operation of official statistics in Ukraine during the application of martial law. It was found that the gaps in conventional sources of statistical data caused by the war needed to be filled with data from alternative sources, including Big Data. The level of digitalisation in Ukraine as the basis for using Big Data was analysed by the proposed indices of internetisation, social progress and digital transformation. Thanks to our research, several problems (methodological, legal, financial, and managerial) were identified as vital for statistical offices on their way to the implementation of Big Data in statistical processes. Our proposals concern tools for Big Data processing, such as Data Hypercube as a way for presenting Big Data for their visualisation, applications of Web scraping in estimating the consumer prices index, analyses of labour and real estate markets, and the applications of specialised software for the collection, processing and analysis of Big Data sets.

Economic processes taking places in the EU markets require systematic changes that will facilitate the international exchange of socio-economic information. All this creates a need for modification of the business statistics information system. System modification is just one element of transformations undertaken by the Central Statistical Office aimed at reforming most of its surveys. These changes focus among other things on exploiting administrative sources for purposes of public statistics. Participation of Poland in the MEETS program offered a unique chance to take steps towards a reform of the present state of business statistics. The results obtained in the MEETS program study was the basis for this article. The objective of the paper was to present the possibility of using administrative registers to short term statistics in the light of DG1 survey.

Subjective well-being encompasses several distinct but interacting aspects of people’s feelings, attitudes, and experiences. This paper assesses the state of the art for measuring these dimensions of people's lives, which typically involves analyzing self-reports of subjective well-being collected in survey instruments; however, other potentially complementary, technology-driven tools are emerging as well. We first answer the question, “what is subjective well-being?” and unpack its multidimensionality. The role of national statistics offices in measuring subjective well-being and deriving official statistics is considered next. We conclude by discussing how different characteristics of well-being constructs shape their applicability to policy. The overarching conclusion is that–while methodological limitations are present and a number of fundamental research challenges remain–understanding of how to collect and interpret data on subjective well-being has made enormous strides in the last two decades, and policies for a wide range of domains are beginning to be usefully informed.

There are many sample surveys of populations that contain outliers (extreme values). This is especially true in business, agricultural, household and medicine surveys. Outliers can have a large distorting influence on classical statistical methods that are optimal under the assumption of normality or linearity. As a result, the presence of extreme observations may adversely affect estimation, especially when it is carried out at a low level of aggregation. To deal with this problem, several alternative techniques of estimation, less sensitive to outliers, have been proposed in the statistical literature. In this paper we attempt to apply and assess some robust regression methods (LTS, M-estimation, S-estimation, MM-estimation) in the business survey conducted within the framework of official statistics.

The Weibull distribution is used to describe various observed failures of phenomena and widely used in survival analysis and reliability theory. Sometimes it is very difficult to compute moments of such distributions due to various reasons for e.g. analytical issues, multi parameter cases etc. This study presents the computation of the moments and the expected value of the product of order statistics in the sample from the one-parameter Weibull distribution. An alternative approach in connection to survival function is used to obtain these moments and expected values. In addition the characteristic function of the above distribution is also obtained in the form of gamma functions. Further an illustration is shown to find the first two moments and expected value of the product of order statistics by using this approach.

The aim of the paper is to review and compare the processes of population ageing in Polish urban areas. The study presents a novel approach to the problem, because in addition to measuring this phenomenon according to the National Official Register of the Territorial Division of the Country (TERYT) classification, it also measures population ageing according to the classification for urban areas (LAU 2 units) - Degree of Urbanisation (DEGURBA). Several traditional demographic measures for population ageing were applied, such as the median age, parent support ratio, ageing index, elderly dependency ratio, share of people aged 65 and older, and total dependency ratio. Also, Chu's alternative measure of population ageing accompanied by a dynamic version of ageing index was computed. The values of these indicators for 2016 were compared with those for 2010. The authors carried out a more detailed analysis of the differences between the ageing of populations in urban areas according to the degree of urbanization (DEGURBA), and compared the outcome with the results of the TERYT-based measurement (the traditional administrative territorial division). The comparison of the outcomes of both the above-mentioned ways of measuring the phenomenon of population ageing showed discrepancies, namely the ageing process measured according to the DEGURBA typology proved to be less intensive than the same process assessed according to the TERYT typology. This indicates that there are differences between the statistical pictures of population ageing in urban areas depending on whether demographical and morfological aspects are taken into consideration or not.

High income inequality can be a source of serious socio-economic problems, such as increasing poverty, social stratification and polarization. Periods of pronounced economic growth or recession may impact different groups of earners differently. Growth may not be shared equally and economic crises may further widen gaps between the wealthiest and poorest sectors. Poverty affects all ages but children are disproportionately affected by it. The reliable inequality and poverty analysis of both total population of households and subpopulations by various family types can be a helpful piece of information for economists and social policy makers. The main objective of the paper was to present some income inequality and poverty estimates with the application to the Polish data coming from the Household Budget Survey. Besides direct estimation methods, the model based approach was taken into regard. Standard errors of estimates were also considered in the paper.

The problems of coherence and comparability exceed the classical notion of analysis of survey errors, because they do not concern single surveys or variables but the question of how results of two or more surveys can be used together and how relevant data can effectively be compared to obtain a better picture of social and economic phenomena over various aspects, e.g. space or time. This paper discusses characteristics of the main concepts of coherence and comparability as well as a description of differences and similarities between these two notions. Types of coherence and various aspects of perception of these notions in business statistics are analysed. Main sources of lack of coherence and comparability, factors affecting them (e.g. methodology, time, region, etc.) and methods of their measurement in context of information obtained from businesses will be also presented.

The Kumaraswamy distribution is the most widely applied statistical distribution in hydrological problems and many natural phenomena. We propose a generalization of the Kumaraswamy distribution referred to as the transmuted Kumaraswamy (T K w) distribution. The new transmuted distribution is developed using the quadratic rank transmutation map studied by Shaw et al. (2009). A comprehensive account of the mathematical properties of the new distribution is provided. Explicit expressions are derived for the moments, moment generating function, entropy, mean deviation, Bonferroni and Lorenz curves, and formulated moments for order statistics. The T K w distribution parameters are estimated by using the method of maximum likelihood. Monte Carlo simulation is performed in order to investigate the performance of MLEs. The flood data and HIV/ AIDS data applications illustrate the usefulness of the proposed model.

In ecological and environmental sampling the quantification of units is either difficult or overly demanding in terms of the time, money, workload, it requires. For this reason efficient and cost-effective sampling methods need to be devised for data collecting. The most commonly used method for this purpose is the Ranked Set Sampling (RSS). In this paper, a sampling scheme called Improved Paired Ranked Set Sampling (IPRSS) is proposed to estimate the population mean. The performance of the proposed IPRSS is evaluated under perfect and imperfect rankings. A simulation study based on selected hypothetical distributions and a real-life data set showed that IPRSS is more precise than RSS, Paired RSS (PRSS) or Extreme RSS (ERSS).

There are many models in the current statistical literature for making inferences based on samples selected from a finite population. Parametric models may be problematic because statistical inference is sensitive to parametric assumptions. The Dirichlet process (DP) prior is very flexible and determines the complexity of the model. It is indexed by two hyperparameters: the baseline distribution and concentration parameter. We address two distinct problems in the article. Firstly, we review the current sampling methods for the concentration parameter, which use the continuous baseline distribution. We compare three different methods: the adaptive rejection method, the mixture of Gammas method and the grid method. We also propose a new method based on the ratio of uniforms. Secondly, in practice, some survey responses are known to be discrete. If a continuous distribution is adopted as the baseline distribution, the model is misspecified and standard inference may be invalid. We propose a discrete baseline approach to the DP prior and sample the unobserved responses from the finite population both using a Polya urn scheme and a Multinomial distribution. We applied our discrete baseline approach to a Phytophthora data set.

The aim of the article was to identify the spatial effects in assessment of financial self-sufficiency of the governments of communes (gminas) of Wielkopolska province (voivodship) in 2014, employing global and local Moran I statistics. The level of the governments’ self-sufficiency was examined by positional TOPSIS method. The study was based on publicly accessible databases compiled by the Ministry of Finance (Wskaźniki do oceny sytuacji finansowej jednostek samorządu terytorialnego) and the Central Statistical Office (Local Data Bank). Calculations were performed in R with packages spdep, maptools and shapefiles. The study demonstrated that the communes of Wielkopolska province of comparable levels of financial self-sufficiency exhibited a moderate tendency to cluster. Clusters of high levels gathered around larger urban centres, especially around Poznań, while clusters of low levels – in economically underdeveloped agricultural south-eastern and northern part of the province.

The aim of this paper is to introduce a new weighted probability distribution to model the non-monotone failure rate pattern for survival data. The proposed distribution is generalized by considering inverted Rayleigh distribution as a baseline distribution called an extended weighted inverted Rayleigh distribution. Different statistical properties such as moment, quantile function, moment generating function, entropy measurement, Bonferroni and Lorenz curve, stochastic ordering and order statistics have been derived. Different estimation procedures have also been discussed to estimate the unknown parameters of the proposed probability distribution. The Monte Carlo simulation study has been conducted to compare the performances of the proposed estimators obtained through various methods of estimation. Finally, two real data sets have been used to show the applicability of the proposed model in a real-life scenario.

The article concentrates on the development of theoretical and methodological foundations of statistical research in the field of national environmental and economic accounting, which forms the basis for the development of indicators of climate change under martial law and shapes the adaptation to these changes. Given Russia's military aggression against Ukraine, the national statistical system is faced with an urgent task of ensuring the continuity of the production of complete and high quality statistical information. The issue of forming a methodology for the production of statistical information in the field of ecology, i.e. climate change statistics, remains unresolved. Outlining ways to address this issue is an important condition for the improvement of modern state statistics of Ukraine and the development of statistical theory and practice, as this largely determines the quality of the information-related support for environmental management at all levels. The statistical estimation of the dynamics and structure of greenhouse gas emissions on the basis of the economic activity of enterprises was performed. It was pointed out that among the various related branch methods of obtaining information, the system of environmental and economic accounting is the most relevant and source of high quality data. One of the aspects of solving the complex problem of forming methodological bases for collecting statistical environmental information is the creation of a national system of indicators of climate change and preparing statistical informational products using administrative data sources. The paper studies issues of producing ecological information relating to Ukraine according to statistical data. Moreover, the main problems which arise during the construction of national environmental accounts were characterised. Finally, the paper identified the key factors which influence to the largest extent the quality of statistical data and calculations, and which are necessary for the transformation and development of the statistical estimation of climate change under Russian military aggression.

Estimation of the population average in a finite and fixed population on the basis of the conditional simple random sampling design dependent on order statistics of the auxiliary variable is studied. The sampling scheme implementing the sampling design is proposed. The inclusion probabilities are derived. The well known Horvitz-Thompson statistic under the conditional simple random sampling designs is considered as the estimator of population mean. Moreover, it was shown that the Horvitz-Thompson estimator under some particular cases of the conditional simple random sampling design is more accurate than the ordinary mean from the simple random sample.
