Development of systems with an evolving level of autonomy is among the most controversial and yet promising aspects of military forces’ modernisation. The application of quasi- artificial intelligence in combat machines opens a new uncharted area of possibilities. In essence, these modifications aim to reduce the extent of human interference in the functioning of unmanned systems virtually to none. The potential risks are explored in dangerous scenarios, which consider that apart from offering far-reaching advantages of using platforms with autonomic capabilities, they can be used against humanity. These scenarios assume a pivotal role in forecasting possible directions for development of the armed forces. This paper attempts to determine the essence of combat systems autonomy while focusing on a few of the most sensitive issues. For a transparent and credible debate on combat systems autonomy, it is adviseable that no ambiguity is present in terminological, ethical, legal and technological complexities, whose misinterpretation may become a source of unnecessary understatements or even lead to distortion of the debate.

Publication identifies the meaning of Governmental Satellite Communication Govsatcom and presents a hypothesis related to the demand for this type of satellite communication. It describes engagement of main involved institutions i.e. European Space Agency, European Defence Agency, and European Commission, especially elaborating the PACIS projects running under ESA umbrella, which are one of the main preparatory actions for the IV EU Space Program. The theoretical research methods employed in this study are: synthesis, analysis, abstracting and generalization. It updates information about whole activites, which have taken place since the decision about its establishement. Describing preparatory actions and EU institutions involved. Moreover considers about future relations between related parties and possible Poland's engagement explaining what kind of benefits it would deliver. The conclusion is that the future EU space program creates proper environment for cooperation between community members and deliver opportunity to use safe and secure satellite communication for members who cannot afford possess own capabilities.

Opis:
EU Security and Defence Policy (CSDP) that encompasses 29 nations is gaining momentum. The aim of this study is to acknowledge ongoing developments in EU CSDP and define their impact for Lithuanian defence and security policy. Comparative scientific literature and document analysis method was used throughout this study. Article firstly reviews a path of EU CSDP developments, outlines roles and responsibilities of EU structures and examines current activities in CSDP framework with the focus to Permanent Structured Cooperation (PESCO). Second part is devoted to consider Lithuanian’s role in current EU CSDP context, to outline decisions that Lithuanian authorities made to implement new PESCO initiative. Study reveals that: CSDP remains adaptive framework for EU; established procedures ensure CSDP is in compromise with all of nations; PESCO initiative signals positive outcomes while reinforcing idea of “EU Strategic autonomy”. Furthermore it was indentified that: approved National Security Strategy backs current EU initiatives; PESCO could provide flexible response options without duplicating NATO’s efforts; national participation in PESCO initiatives will enable improvements in cyber security and will enable rapid access for possible EU and NATO troops deployments; participation in PESCO negotiation phase reached given political aims to seek more extensive projects and position nation within core members of EU. Lithuanian policies’ shift for deeper engagement in CSDP is likely shaped by recognition that strategic trans-Atlantic partnership is not certain anymore, as well as UK role at post-Brexit period as 3rd party.

Globalisation is a phenomenon which influences every aspect of contemporary life. Neo- liberal ideas lead to the multifunctional interdependence of geopolitics, the political economy, international relations, security, and defence issues. In the globalised world, many issues can be raised: Where are the roots of modern conflict? Who are the stakeholders in international relations? What are the dominant forms of contemporary conflicts? Do the forms of collective security fulfill the legitimacy of objectivity? What are the new challenges for modern defence science? Through the multidisciplinary approach, based on academic literature, as well scholars research papers, this work aims to contribute to the clarifying a rational approach to modern defence science in the contemporary, global security environment.

In this article, the author analyses types of Europeanisation: top-down, bottom-up, horizontal, circular, and looks at Latvian involvement in the EU CSDP capability project - EU Battlegroups. Additionally, the author analyses the EU CSDP strategies in 2003 and 2016 with emphasis on key threats and key directions of action for the security of the EU. If it is necessary, EU Battlegroups can become involved to secure the EU. In the article, the author examines Latvian involvement in EU Battlegroups and changes in political planning documents and legal acts regarding EU Battlegroups. The author shows that for the future, it is necessary to involve an EU Battlegroup in real action in the area of operations, and that it is necessary to initiate discussions on a possible review and evaluation of the format of the EU Battlegroup.

The aim of this paper is to investigate new institutionalism, its trends and their application in the analysis of security and defence institutions. The research is based on an analysis of theoretical literature to explore a system of assumptions about new institutionalism. Different approaches have been examined, including historical, rational choice, and sociological approaches. Historical institutionalism can be applied to identify the usefulness of past decisions, policy choices, appropriate strategy choices, and specific acquisitions for future policymakers, whereas rational choice institutionalism allows us to determine the influence of security and defence institutions on actors and their choices, how actors use the institutional framework for their own benefit, and how actors’ choices influence the state policy. Finally, sociological institutionalism focuses on recognising actors’ cognitive scripts and the changes they undergo, as well as causes that influence and determine cognitive scripts. Defence institutions are based on a precise regulative and normative framework and cognitive scripts of the highest authorities. Therefore, the external framework and the particular political impact on the supranational level can cause changes on the national level. New institutionalism provides an important perspective on the specifics of security and defence policy, actors’ individual and collective goals, their strategies and interests as well as cognitive scripts.

The paper deals with issues related to security and defence as seen from the perspective of the role played by military education. The essence of the new security environment realm and new threats for security are described. The importance of military educational institutions is underlined. In this context, observations and reflections on education and training based on NDU Warsaw’s experiences are offered. There are four leading issues mentioned. The first one is the approach to military education, the second one is the curricula, the third one is research and the lessons learned, and the fourth one is to share the experiences of an activity aimed at forging strategic trust. Finally, the author puts forward suggestions on how to strengthen educational cooperation in the Europe and Asia-Pacific region.

The research objective of the paper is to analyse the recent, ever more pronounced shifts and changes in security dynamics between China and its “Wests”. The methods used in the study consist of in-depth going qualitative research and analysis of Western journals as well as an investigation and translation of primary Chinese sources. Each cooperation effort and security partnership between China and the analysed partners means that the defence capabilities of one player will affect those of the other. This is a matter of concern for those who are currently in a position that relies on the import of military and intelligence equipment from stronger actors, as such a relationship may provide easier access and leverage for giants such as China to influence their domestic foreign policy and security agendas. The results of the study shed light on the on-going relevance of the question: is it possible to find space in which actors can achieve their own security objectives that is beneficial for the development of their defence industries without challenging the foreign policies of one another? Can competition between China and the actors it interacts with be conducted primarily in the political and economic field, with security relations only focusing on peaceful imports and exports instead of an arms race? One may only speculate.

Military classes in Poland can be defined as classes of lower secondary and upper secondary schools, which carry out broadly defined education for safety and participate with the Ministry referred to by their name. Also, the programmes of these classes are enriched with issues related to the defence of the country, the history of the Polish army and the evolution of patriotic attitudes among children and young people. Military classes in Poland are very popular among both teachers and students. The purpose of this article is to examine military classes in Poland, with particular focus on experience in this field, as well as an indication of capabilities, and, thus, the developmental prospects of these classes. The analysis was carried out starting with a presentation of the origins of functioning military classes, after which the current possibilities of building programmes of these classes were presented. In the next part of the work the author has carried out a preliminary diagnosis of the functioning of military classes. Subsequently, the proposal of a programme of military classes, which was developed at the National Defence Academy in Warsaw in 2014, is revealed. The whole article ends with a summary and conclusions.

“Defence diplomacy” is a relatively new term, created in response to post-Cold War needs to name new tasks and international functions completed by the armed forces and the leadership of the Ministries of National Defence. However, it should not be understood as a kind of traditional “military plus diplomacy”. The lack of a universally recognised definition of “defence diplomacy” means that states try to adapt its content to the needs of their own security policy. In Poland, the term “defence diplomacy” appears in journalism, but there is no precise reference to it in the documents concerning foreign and security policy. The main goal of defence diplomacy is the co-formation and implementation of the state security policy, and its task - to create stable, long-term international relations in the field of defence. Conceptualisation of the concept is a starting point for understanding its role as one of the most important instruments of foreign policy and the security of contemporary states.

The issue of missile defence has been present in American policy for over 70 years and is constantly subject to research and the search for new technologies. Nowadays, the proliferation of nuclear weapons and ballistic missiles, as well as the growing threat from the so-called “rogue states” have caused the inevitable development of the missile defence strategy. On the basis of historical programmes and the results of contemporary research, the concept of a Ballistic Missile Defence System was created. The system is based on the principles of indivisibility of the security of the Alliance and NATO solidarity, fair sharing of risk and burdens as well as taking on reasonable challenges. One of the components of the system is the European Phase Adaptive Approach, which was designed to protect American allies and resources in the European region from the growing rocket threat. This paper analyses the genesis of ballistic missile defence and what its development tendencies are. The article contains a presentation of the essence of the US Ballistic Missile Defence System, as well as its history and suspended programmes. The concept of multilayered defence has been outlined, as have the technical details of the system’s components and its location and operational status.

In the article, National Cyber Security Strategies (NCSS) of the Central and Eastern European states are compared and assessed. After it had become evident that a variety of crucial new threats to national security had emerged over recent years, virtually all states reacted with national strategies. These strategies are aimed at securing national cyberspace from cyber threats through legal, operational, technical and policy-related measures. They exist in addition to general national security strategies and are meant to support these. Even if most countries have National Cyber Security Strategies, the author demonstrates that these strategies show, at least in part, remarkable differences. The role national particularities play is explained, whether they are really this specific and whether they might be generalised and transferred to other national contexts and what approaches turned out best under what circumstances. Based on these results, existing strengths, weaknesses and best practices are explained to open avenues for improving existing strategies and generate a higher degree of strategy interoperability in an environment that maybe like no other requires international cooperation. It is evident that precise definitions of terms and concepts are essential. However, not all strategies provide those definitions, which might lead to misunderstandings and complicate cooperation both on domestic and international level. While some strategies offer clear cut responsibilities for the actors involved, others remain unclear. Even if laws are there to specify concrete procedures, the NCSS should not be too superficial. The NCSS itself should already make clear statements, particularly when it comes to the crucial aspect of coordinating the various cyber actors and stake holders. The author demonstrates that National Cyber Security Strategies ought to be detailed enough to clearly determine actors and responsibilities, but open and flexible enough for adaptability to fast developments.
