This paper attempts to answer the question of for whom is security relevant, and whether security is a category which constitutes the point of reference to the idea of personal security. Until very recently, security was associated with threats originating from the political and military situation of the state, not individuals. The traditional system was based on the state-centric approach to security. The idea of human security, on the other hand, in contrast to the traditional system, expands the definition of security threats. Human security combines the security of individuals with that of the state. The article focuses on examining the relations between the security of the state the idea of human security. Analysing those relations allowed for the development of the term: personal security.

Opis:
The author is of the opinion that the commonly accepted view about the identity, the concept, and the content of state security and national security in Poland is burdened with numerous flaws, which is confirmed by the legislative practice, planning, and the organizational activity of the state. The author poses a question whether mutual relationships between the concepts of state security and national security exist in the views of Polish theorists and in Polish legislation and, if they do, what they are. Of the methods of establishing the identity of state and national security and the mutual relationship between these terms, one of the ways to see the complexity of the issue is to refer to legislation. The author puts forward a hypothesis that both Polish law and the practical planning and organizational activities of public administration and other entities provide many arguments that these concepts are not identical, but there are strong axiological, epistemological, and ontological links between them. The author is convinced that determination of the domain of the concepts in question and the relationships between them will make it easier for public administration bodies to plan, organize, and carry out specific tasks in the field of security.

Background: Border protection is an extremely important area in ensuring the national security of each country. Objectives: The purpose of this article is to show the role of the Polish Border Guard in the area of Poland’s national security. The Border Guard in Poland is responsible for ensuring state security and responding to emerging threats using available methods and tools. Methods: To identify the role of the Border Guard in maintaining state security, an analysis of the literature on the subject was made. Results: The role of the Border Guard in ensuring state security is extremely important. Conclusions: Today, security issues have become very important both from the point of view of the individual and the country.

The article shows how the symbolism contained in the image of the Jewish state influenced, especially recently, the vectors of Israel’s security policy. Attention is paid to these aspects aimed at protecting national identity. The author tries to substantiate the influence of the cultural factor on Israel’s security policy. The research is based on historical analysis, source analysis, and descriptive narrative. The instruments and tools used by the state in the implementation of the aforementioned tasks are presented – from the basic laws and compatible legal acts regulating the social life of Israeli citizens to the policy of cultural and ethnic isolation and separation carried out by the armed forces. In the Middle East emphasizing one’s own individuality is a strategic goal, but the price of internal a conflicts can be high.

Inquiry into the origins, essence and meaning of the term strategy dates back to the sixth century BC. Since then there has been an attempt to understand and explain its meaning and specify the place in the system of concepts. History shows that views have changed with the development of social relations, economic development and technological progress. Strategy in its original meaning was the field of martial arts, superior to the others and one of the oldest. Over the decades, it has become a discipline or specialty of martial science, and military science later. The term strategy is currently used in many areas of political, social and economic life. A particular variation is its security strategy, which includes the creation, preparation and use of state capacity to counter any threat to its existence and development. The author analyzes the evolution of Polish strategic thought in shaping national security in turn of the XX and XXI century.

Opis:
Corruption poses a serious threat to the internal security of the state as it destabilises social relations and has a deleterious effect on the political system, negatively affecting legislation and the economy in particular. Corruption, as a phenomenon which erodes social relations, also results in demoralisation and the slackening of morals in society, which is an important substrate of the state. As a multi-dimensional phenomenon, corruption poses a threat to social relations within states and to their internal security both in the broad sense – as a threat to the instruments of the state, and in the narrow sense – threatening the lives, health and property of citizens. Corruption destabilises multiple areas of the functioning of the state, damages the political sphere, in particular in the case of unclear party financing rules and illicit lobbying. It also results in faulty laws and provisions being introduced (or not introduced) which favour the few. Corruption also involves destructive economic phenomena, especially in the case of large public projects and tax-related crimes. Morally, it constitutes treason. It ultimately destabilises state structures, rendering them dysfunctional and inefficient, and perverting the fundamental principles of democracy.

Every constitutional state has a duty to protect its citizens. It is with this duty in mind that it shall establish its system of State and Law, build up its system of public administration and set up the organisations through which it shall carry out, and perform its protective function. The security environment has changed in recent decades, prompting states to review their defence functions and respond to new challenges as quickly as possible. Hungary has also had to face the security threats of the global world, which has resulted in the restructuring of its defence management system to be able to intervene effectively, rapidly, and with unified organisational management against threats to both the state and its citizens. It is essential to build up the resilience of a nation by preventing natural and industrial disasters, armed attacks and extraordinary events, by preparing society, by establishing appropriate legislation, and by strengthening and coordinating the public administration system. To this end, Hungary gives priority to the development of the population’s defence awareness, the high level of professional preparedness of state, municipal, and other organisations involved in defence tasks and their personnel, their rapid and effective intervention and the smooth operation of vital systems.

Social security is a relatively new area of research in security sciences. In a life-threatening situation, any of us would try to escape. The example of refugees from Ukraine allows us to indicate a number of threats resulting from forced migration caused by war. What does social security mean to of Ukrainian emigrants in Poland? Since security is defined as a state of peace, a state of certainty and a guarantee of one’s behavior, the sense of security is a state of anxiety and lack of confidence. In order to better understand and assess this threat, it is necessary to explain what social security is. Social security is a concept that is viewed from many directions and there is no adopted definition that describes this social phenomenon. For the purposes of this article, the following definition has been adopted: Social security is associated with the probability of undesirable social phenomena (problems) and the limitation of risks related to survival and quality of life in the economic and cultural spheres. Moreover, the level of social security adjusts to social challenges and risks and such is the increased number of refugees in Poland.

The creation of the European Union in 1992 reflected an attempt to rethink some of basic modern political concepts as national sovereignty and citizenship. But in recent years the European spatial development policy discourse has taken an evident territorial character with the enforcement of the idea of territorial cohesion and territorial continuity. The spatial predominant EU’s conception contributes to an evident emergence of a modern territorial building of the European space. Moreover, nowadays the instrument of hard and closed border and the sharp inside/outside dichotomy are accepted as the normality in Europe. Due to this notion of territoriality, the idea of the EU as a “non-Westphalian new empire” (according to the “neo-medieval paradigm”) is at least unrealistic. Its borders are getting more territorial, physical and visible, in deep contrast with an imperial historical structure. Hard border policies and practices on the borders mirror the existence of a de facto barrier and of a deep “Westphalian memory” in the way to use the territory as support of political unity. The EU’s drive to re-territorialise Europe is not a mere academic question; it has real consequences for people and places. Supra-nationalism reveals itself as a metaphor of “re-territorialization”, a paradox with strong political and economic consequences. In the macro-regional dimension of the Adriatic Sea region the EU’s “re-territorialisation” can impede seriously the cooperation across the EU’s external borders.

According to the legally binding directives concerning strategy, public safety is one of the fields of the state’s activity that is subjected to dynamic transformation. We live in a time when terrorism is everywhere, having become a permanent element of modern world’s landscape. Hardly a day passes without mass media notifying us of yet another terrorist attack. States create laws aimed at making the functioning of the society orderly and protecting citizens against actions aimed at disturbing social balance and interfering with their peaceful and safe life. Under the above-indicated act, the Minister of the Interior and Administration is in charge of most anti-terrorist tasks. He has at his disposal tools, in the form of units subordinate to him, with which such tasks can be performed. Said units include: Police, Border Guard, Government Protection Bureau, State Fire Service. Units subordinate to the Minister of the Interior and Administration are charged with very important tasks as far as preventing and combating terrorist threats are concerned.
