Background: Ensuring national security is one of the priority tasks of state authorities. At the poviat level, Poviat Crisis Management Centers occupy a special place in the implementation of this task. Objectives: The purpose of the article is to show the importance of the Poviat Crisis Management Center in the national security system. Methods: The place of the Poviat Crisis Management Center in the national security protection system was determined on the basis of an analysis of the literature on the subject. Conclusions: The Poviat Crisis Management Center plays a key role in anti-crisis activities at the poviat level.

The analyses of the security environment of the second decade of the 21st century clearly indicate that the period will be recorded in history as a decade of change, a time of discontinuation. Liberal democracy ceases to be the dominant paradigm, and the challenging of the liberal-democratic ideas is the most profound change since the establishment of the democratic order in the West in 1945. We are facing a growing gap between societal expectations and the abilities of the governments as well as the results that they deliver – the function of the state is changing, and governing is becoming ever more difficult. It is highly likely that the consequences of these changes will be more serious than the end of the Cold War and the collapse of the Soviet Union. The basic principles of the international order created after World War II are becoming increasingly obsolete. It appears obvious that these changes affect not only individual societies in the West, but also global international relations. These changes are accompanied by a scientific and technological revolution, in particular with regard to information. These phenomena can and should be analysed in terms of changes in the security environment understood as a mix of opportunities, challenges, threats and risks. This applies to the European Union in particular, as well as to the entire continent. It is reasonable to assume that risks and threats to Europe gain new depth within this context.

The world risk society is a product of “reflexive modernity” – the period in which the undesired side-effects of activity – risks force people, societies and states to concentrate all efforts to control them. The introductory analysis of nature of threats and risks in that paper contributes to the discussion on what measures and tools the national security strategies offer or should offer the risk society to contain risk. The aim is to find possibly conclusive answer by analysis and comparisons of the selected material. The presentation of concepts and practical solutions from literature and security strategies of Poland and the USA and policies helped conclude that both defensive and offensive approaches along with the traditional military power and soft power seem to be equally crucial to deal with internal and global risks. These measures include: risk management, international cooperation, cooperation of all internal institutions and forces, the international risks policy to conclude with the educational policy as a risk policy.

Opis:
The concept of threat and defense concerns an individual, social group but also – in a wider understanding – policy of every state, which is emphasized by researchers of this issue. To be able to refer to the issue of threat and defense in both epistemological and ontological sense, one should identify a specified social group or state, i.e. create a sociological layer, which enables to distinct the characteristic, unique elements. This paper attempts to first shortly discuss the aspect of threat and defense of national interests using the example of Japan after the so-called Meiji Restoration and second prove that in the case of this country, as in no other, the question of defense as a reaction to threat, reaches far into social culture, maintaining historical continuity, enriched with elements derived from the Western culture. Starting point for these deliberations on the subject of Japanese specificity in relations to perceiving threat and defense is definition proposed by Juliusz Piwowarski, who indicated few important components, which altogether compose the concept of threat and defense.

Opis:
Since 2015, the migration crisis continues with varying intensity, and international security crisis as well as debt, institutional, and personnel crises are worsening, not only in the Eurozone. Probably war, economic and climate immigrants will continue to move into the Schengen area, showing how helpless the European Union is. Angela Merkel said there was no upper limit for the number of people admitted to escape political persecution. Germany leaves the Dublin system inconsistently, runs counter to European cohesion and stops differentiating between immigrants and refugees. Migration is shared by the EU Member States. Between “old” and “new” EU countries, scissors are opened. Moreover, in some European regions (France, Belgium, Germany, Sweden, the United Kingdom, Spain, Greece) there are closed communities where majority law is not valid. Our current socio-political and economic existence is based on a traditional understanding of security. However, in the third decade of the 21st century the image of prosperity and security is to be seen from a different perspective than in previous years. Dramatic development has led to the mass migration of African and Asian people and to the division of the European Union, especially regarding the mechanism of redistribution of asylum seekers.
