Opis:: The purpose of this research is to indicate the legal aspects of protection and control of the state`s strategic resources accumulated in commercial companies which are significant for public order and national security. The normative acts of the European Union, implemented to Polish law, defined it as Critical Infrastructure. These include such sectors as information and communications technologies, ener-gy and transport systems, generating and transmission systems in power plants, systems of production, processing, storage and transportation of energy resources, including oil and gas.

Opis:: The state is the organizational structure, which unites the whole nation by providing optimal conditions for the functioning and development. One of the conditions for the basic functions of the state is efficient administration headed by a person with the role of management. They not only hold the highest position, but also represent the authority of the state. For this reason, they need special protection. Each attack undermines the authority of the administration and trust in the state institutions. For the protection of persons performing managerial functions in the state corresponds to the Government Protection Bureau that providing them protection at the same time protect the state.

Opis:: Every year in the Russian Federation decreases the number of inhabitants. According to the UN estimates, by 2050 years there will be 30 million fewer Russians. At the same time, the number of immigrants is constantly increasing – both from abroad and from the peripheries of Russia (internal migrants). Currently around 10-12 million legal and illegal immigrants live in the Federation, which leads to the increase of number of supporters of nationalist and xenophobic ideas. The incidents on ethnic grounds take place often. According to the SOVA Center for Information and Analysis, in 2012, 18 people were killed and 171 people were injured in the racist-ground encounters. The article shows, how increase in the number of immigrants and xenophobic acts influences the public safety and order in Russia.
