    Opis:
    The article presents the history of construction of the armored carrier MT-LB designed in 1960s in Kharkiv Tank Factory in the USSR. The serial production of the carrier in Poland and the involvement of Polish scientific and research centers in the preparation of its specialized versions is discussed. The individual versions of the carrier are characterized, streaming them according to: vehicles produced in Poland, prototype vehicles constructed in Polish scientific and research centers and vehicles obtained for the Polish Armed Forces under import. Furthermore, the article outlines the utilization of the MT-LB armored carrier and anti-aircraft missile launchers, engineering vehicles, armored recovery and command-staff vehicles built on its basis by the Polish Armed Forces’ units, drawing the attention to their role in process of technical modernization of the land forces.

    Ensuring security is one of the fundamental existential goals of nations. It is among the most important needs of every human being. Without satisfying the need for security, we can hardly speak of the existence, survival, development and ordinary everyday functioning of society. A world full of possibilities and diversity can also be a cruel world, creating a sense of threat. The implementation of state tasks in the field of national security depends, among other things, on effective crisis management. The Armed Forces of the Republic of Poland, as the executive agent of the crisis management system, take an active part in counteracting and combating crisis situations. The purpose of this work is to characterize the crisis management system in Poland, present the legal bases and procedures for the use of the Armed Forces of the Republic of Poland in crisis situations and analyze the legitimacy and effectiveness of the use of military units and troops in this type of incidents.
    Zapewnienie bezpieczeństwa jest jednym z podstawowych celów egzystencjalnych narodów. Jest ono jedną z najistotniejszych potrzeb każdego człowieka. Bez zaspokojenia potrzeby bezpieczeństwa nie można mówić o istnieniu, przetrwaniu, rozwoju oraz zwyczajnym, codziennym funkcjonowaniu społeczeństwa. Świat pełen możliwości oraz różnorodności może być również światem okrutnym, stwarzającym poczucie zagrożenia. Realizacja zadań państwa w dziedzinie bezpieczeństwa narodowego zależy między innymi od efektywnego zarządzania kryzysowego. Siły Zbrojne Rzeczypospolitej Polskiej, jako podmiot wykonawczy systemu zarządzania kryzysowego, biorą czynny udział w przeciwdziałaniu i zwalczaniu sytuacji kryzysowych. Celem niniejszej pracy jest charakterystyka systemu zarządzania kryzysowego w Polsce, prezentacja podstaw prawnych i procedur użycia Sił Zbrojnych Rzeczypospolitej Polskiej w sytuacjach kryzysowych oraz analiza zasadności i efektywności wykorzystania pododdziałów i oddziałów wojska w tego typu zdarzeniach.

    The article is the analysis of the current issues related to gender policy of the Armed Forces of Ukraine. The article presents the principle of equality that has a number of manifestations, one of which is the principle of gender equality meaning equal approach to all relevant issues regardless of gender. Gender stereotypes, gender behavioural norms and problems of gender identification in the modern Ukrainian society are analysed. The problem of gender differences is associated with the fact that due to the continuous dynamic changes in the world, more and more questions arise as to the impact of certain gender stereotypes on professional activities of a person. One of the currently discussed issues is the impact of gender mainstreaming on the role of women in the military, as well as the impact on the effectiveness of military operations with their participation. The results of the research confirm that the principle of equal rights and possibilities for the service people of both genders is implemented in the army; however there is still the necessity to strengthen educational activities among the personnel, first of all, among the units and subdivisions of Ukraine’s Armed Forces. For the last few years, considering the fulfilment of assigned tasks in both everyday life and combat operations, the role of servicewomen has increased. To determine theoretical foundations of that problem the theoretical methods of generalisation, scientific analysis and synthesis were implemented. Corresponding software was used to process empirical data and to conduct analytical calculations. Analytical processing of information was engaged to solve the problem of scientific analysis of the events as a holistic phenomenon.
    Wyniki badań świadczą o tym, że w wojsku realizowana jest zasada równych praw i możliwości dla żołnierzy obu płci, ale nadal istnieje konieczność wzmocnienia działań edukacyjnych wśród kadr, przede wszystkim jednostek i pododdziałów Sił Zbrojnych Ukrainy. Od kilku lat wzrasta udział żołnierek w wypełnianiu wyznaczonych zadań zarówno w życiu codziennym, jak i w działaniach bojowych. Dla określenia teoretycznych podstaw tego problemu zastosowano teoretyczne metody uogólnienia, analizy naukowej i syntezy. Do opracowania danych empirycznych i przeprowadzenia obliczeń analitycznych wykorzystano odpowiednie oprogramowanie. Zastosowanie analitycznego przetwarzania informacji umożliwiło przeprowadzenie naukowej analizy wydarzeń jako zjawiska holistycznego.

    The article addresses selected aspects of supporting the mobility of the Ground Forces in the Armed Forces of the Russian Federation. The experience of contemporary armed conflicts in which Russian forces were involved confirmed the need to maintain subunits, guaranteeing maneuver freedom in the area occupied by the enemy. The study aims to present explanations concerning: the role and tasks of the engineering troops of the Russian Federation in contemporary armed conflicts, characteristics of the currently used methods of performing mine barriers, namely mechanical, electromechanical, explosive, manual, and combined ones. Also, the essence of engineering activities according to the views adopted in the Armed Forces of the Russian Federation, the content of engineering support for mobility in tactical departments, and the interpretation of basic concepts, and the role of engineering units and subunits in the activities in question are presented. Besides, the executive potential of selected organizational and functional structures of engineering units, their purpose, and the possibility of implementing individual engineering tasks in tactical activities related to maneuvering and displacement are described. In the aspect of the issue of the impact of engineering barriers and destruction on the pace of the enemy’s attack, an analysis of the execution potential and tactics of operations (doctrinal patterns of combat operations) of a potential enemy (the other party and its capability of supporting the mobility of own troops in the implementation of engineering projects related to crossings (paving) in dams, through natural obstacles and areas of destruction as well as demining terrain and objects) was performed.
    W artykule opisano wybrane aspekty z zakresu problematyki wsparcia mobilności wojsk lądowych w Siłach Zbrojnych Federacji Rosyjskiej. Doświadczenia współczesnych konfliktów zbrojnych, w których były zaangażowane siły rosyjskie, potwierdziły konieczność utrzymywania pododdziałów gwarantujących utrzymanie swobody manewru na terenie zajmowanym przez przeciwnika. Przeznaczeniem opracowania jest przybliżenie wyjaśnień dotyczących: roli i zadań wojsk inżynieryjnych Federacji Rosyjskiej we współczesnych konfliktach zbrojnych; charakterystyki aktualnie stosowanych sposobów wykonywania przejść zaporach minowych, tj.: mechaniczny, elektromechaniczny, wybuchowy, ręczny i kombinowany. Ponadto zaprezentowano istotę działań inżynieryjnych według poglądów przyjmowanych dotychczas w Siłach Zbrojnych Federacji Rosyjskiej, treści wsparcia inżynieryjnego mobilności w działach taktycznych i interpretacji zasadniczych pojęć oraz roli oddziałów i pododdziałów inżynieryjnych w przedmiotowych działaniach. Przybliżono też m.in. potencjał wykonawczy wybranych struktur organizacyjno-funkcjonalnych jednostek inżynieryjnych, ich przeznaczenie oraz możliwości realizacji poszczególnych zadań inżynieryjnych w działaniach taktycznych związanych z manewrem i przemieszczeniem. W aspekcie problematyki wpływu zapór inżynieryjnych i niszczeń na tempo natarcia przeciwnika dokonano analizy potencjału wykonawczego oraz taktyki prowadzenia działań (wzorców doktrynalnych działań bojowych) potencjalnego przeciwnika (stronę przeciwną oraz jego możliwości wsparcia mobilności wojsk własnych w zakresie realizacji przedsięwzięć inżynieryjnych związanych z wykonywaniem przejść (torowaniem) w zaporach, przez przeszkody naturalne i rejony zniszczeń oraz rozminowaniem terenu i obiektów. Na końcu artykułu podane są najważniejsze wnioski, stanowiące uogólnienie wyników badań zawartych w poszczególnych częściach publikacji.

    The article concerns the perception of the Polish Armed Forces among youth studying in uniformed classes. The article aims to present the results of a pilot study on selected aspects of the image of the Polish Armed Forces. The paper discusses the importance and the essence of creating a positive image of the army in society. The research methodological assumptions and the respondents' opinions on the image of the Polish Armed Forces as a guarantor of defense were presented.
    Niniejszy artykuł dotyczy problematyki postrzegania Sił Zbrojnych RP wśród młodzieży uczącej się w klasach mundurowych. Celem artykułu jest prezentacja wyników badań pilotażowych dotyczących wybranych aspektów wizerunku Wojska Polskiego. W pracy omówiono znaczenie i istotę kreowania pozytywnego obrazu wojska w społeczeństwie. Przedstawiono założenia metodologiczne badań oraz zaprezentowano opinie respondentów dotyczące wizerunku Sił Zbrojnych RP jako gwaranta obronności.

    The article presents the results of research carried out for the purposes of the doctoral dissertation entitled Creating the image of the Polish Armed Forces as a guarantor of defence capabilities. The work draws attention to the importance and essential meaning of military classes in this process. The article presents the history of military classes and the methodological assumptions of the research. A review of research on students of military classes included in the literature on the subject was conducted. The results of the author’s own research on the impact of education in military classes on the perception of the Polish Armed Forces were presented, as well as conclusions and recommendations. The research problem of this article is the question: How do students of military classes perceive the current image of the Polish Armed Forces? The aim of the study was to analyse the currently employed measures shaping the image of the Armed Forces of the Republic of Poland in the opinion of the students of military classes.
    Artykuł zawiera prezentację wyników badań przeprowadzonych na potrzeby rozprawy doktorskiej pt. Kreowanie wizerunku Sił Zbrojnych RP jako gwaranta obronności. W pracy zwrócono uwagę na znaczenie i istotę klas wojskowych w tym procesie. W artykule przedstawiono historię klas wojskowych oraz założenia metodyczne badań. Dokonano przeglądu badań dotyczących uczniów klas wojskowych zawartych w literaturze przedmiotu. Przedstawiono wyniki badań własnych obejmujących wpływ nauki w klasach wojskowych na postrzeganie Sił Zbrojnych RP oraz zaprezentowano wnioski i rekomendacje. Problem badawczy niniejszego artykułu stanowiło pytanie: Jak uczniowie klas wojskowych postrzegają obecny wizerunek Sił Zbrojnych RP? Celem pracy była analiza obecnie stosowanych działań kształtujących wizerunek Sił Zbrojnych RP w opinii uczniów klas wojskowych.

    Nowadays, one can observe a return to the tradition of territorial defense. This can be seen directly in the Territorial Defense Forces created in Poland. Their idea and ratio legis boils down to the need for the Polish state to have OT soldiers who, in the event of a threat of a military nature, will be trained to support the activity of operational troops and to help the civilian population. The relevance of this formation is the fact that it is the fifth (next to armed forces: land, air, sea and special forces) type of the Polish Armed Forces. This article is an attempt to briefly characterize the WOT role in creating local security standards, because the organizational structure of this formation (as well as its functioning) is strongly correlated with the administrative territorial division of the state. The study, in addition, describes the history of the WOT formation and also indicates the stages of its formation and (as a curiosity) the WOT concepts that were not implemented. This treatment is not only supposed to complement the study, but it is also needed to assess the validity (or not) of the form in which the WOT currently operates.
    Współcześnie zaobserwować można powrót do tradycji obrony terytorialnej. Widać to bezpośrednio w tworzonych w Polsce Wojskach Obrony Terytorialnej. Ich idea oraz ratio legis sprowadza się do konieczności posiadania przez państwo polskie żołnierzy OT, którzy w razie wystąpienia zagrożenia o charakterze np. militarnym, będą przeszkoleni do wspierania działań wojsk operacyjnych oraz do niesienia pomocy ludności cywilnej. O relewancji tej formacji stanowi fakt, iż jest ona piątym (obok wojsk: lądowych, powietrznych, morskich i specjalnych) rodzajem Sił Zbrojnych RP. Artykuł ten jest próbą krótkiej charakterystyki roli WOT w kreowaniu standardów bezpieczeństwa lokalnego, gdyż struktura organizacyjna tejże formacji (a także jej funkcjonowanie) jest silnie sprzężona z administracyjnym podziałem terytorialnym państwa. W opracowaniu przybliżono również historię formacji WOT, a także wskazano na etapy jej tworzenia oraz (jako ciekawostkę) przybliżono te koncepcje organizacji WOT, które nie zostały zrealizowane. Zabieg ten ma nie tylko dopełniać opracowanie, ale jest także potrzebny do dokonania oceny co do zasadności (lub też nie) formy, w jakiej obecnie funkcjonuje WOT.

    Shaping the image of uniformed services is related to many conditions, including historical ones, stereotypes, or the opinion of circles that have often come into conflict with, for example, the Police. Thus, it is more difficult for uniformed services than for enterprises to influence their image in the eyes of society, the more so as the media often create specific messages through their reports. The image of each organization is a component of intellectual capital, which is a consolidated intangible resource. Managing this comprehensive intangible resource will result in, among other things, higher efficiency, increased innovation and creativity, greater involvement of staff, and the desire to self-improve, which will lead to shaping a better and better image. The study aims to present results of research on the image as an intangible resource as an intellectual capital element, and preliminary research on perceiving the image of the Police and the Armed Forces of the Republic of Poland. They were carried out on a selected sample of young people.
    Kształtowanie wizerunku służb mundurowych powiązane jest z wieloma uwarunkowaniami, także historycznymi, ze stereotypami, czy opinią środowisk, które niejednokrotnie popadały w konflikt np. z Policją. Z tego też względu służbom mundurowym trudniej niż przedsiębiorstwom wpływać na własny wizerunek w oczach społeczeństwa, tym bardziej, że niejednokrotnie media poprzez swoje reportaże kreują konkretne przekazy. Wizerunek każdej organizacji stanowi element składowy kapitału intelektualnego, który jest skonsolidowanym zasobem niematerialnym. Zarządzanie tym kompleksowym zasobem niematerialnym będzie w efekcie powodować między innymi większą sprawność działania, wzrost innowacyjności i kreatywności, większe zaangażowanie kadry i chęć do samodoskonalenia, co będzie skutkować kształtowaniem coraz lepszego wizerunku. Celem opracowania jest prezentacja wyników badań dotyczących wizerunku jako zasobu niematerialnego, jako elementu kapitału intelektualnego oraz przedstawienie badań wstępnych w zakresie postrzegania wizerunku Policji i Sił Zbrojnych Rzeczypospolitej Polskiej zrealizowanych na wybranej próbie młodych ludzi.

    Opis:
    Deterring a crisis or war requires the commitment of large forces and resources that may include armed forces, security services or other non-military defense elements. The entire crisis management system is organized by the public administration. A crisis and the threat of war necessitate the implementation of a wide range of tasks aimed at securing life, health and property. Cultural property is a special category of property protected under the Polish legal system. The Republic of Poland undertook to protect it upon accession to the Hague Convention of 1954 on the Protection of Cultural Property in the Time of an Armed Conflict. This international agreement, along with the Polish experiences of the Second World War, laid the foundations for building an efficiently functioning system for the protection of cultural property during an armed conflict. Recent years have brought an increase in global interest in this area. Asymmetric threats against cultural heritage objects forced the involvement of military entities in developing security mechanisms. The author will provide an overview of national institutions tasked with the protection of cultural property in times of peace, assess the quality of these institutions as well as propose de lege ferenda postulates that could improve their functioning.
    Czas kryzysu i wojny wymaga dużego zaangażowania sił i środków. Mają one różnorakie pochodzenie – mogą to być siły zbrojne, służby bezpieczeństwa bądź inne pozamilitarne ogniwa obronne. Cały ten system organizowany jest przez administrację publiczną. Kryzys i zagrożenie wojenne wymuszają realizację całego szeregu zadań, których efektem ma być zabezpieczenia życia, zdrowia i mienia. Szczególną kategorią mienia chronionego na podstawie polskiego porządku prawnego są dobra kultury. Do ich chronienia Rzeczpospolita Polska zobowiązała się wraz z przystąpieniem do konwencji haskiej z 1954 r. o ochronie dóbr kultury w czasie konfliktu zbrojnego. Ta umowa międzynarodowa, wraz z polskimi doświadczeniami z II wojny światowej, dała podwaliny pod zbudowanie sprawnie funkcjonującego systemu ochrony dóbr kulturalnych na czas konfliktu zbrojnego. Ostatnie lata przyniosły wzrost globalnego zainteresowania tym obszarem zadań. Zagrożenia asymetryczne wymierzone przeciwko obiektom dziedzictwa kulturowego wymusiły zaangażowanie podmiotów militarnych do kreowania mechanizmów bezpieczeństwa. Autor przedstawi charakter krajowych instytucji realizujących zadania z zakresu ochrony dóbr kultury, które określone są z konwencji haskiej z 1954 roku.

    The Command and Control System of the Armed Forces of the Republic of Poland constitutes an essential element of the State Defense System. Its primary function is to enable decision-makers and commanders at all levels to make decisions and to create systems of actions that, in the course of the operation, achieve strategic, operational and tactical goals. Various external factors and internal conditions influence the structure and then the functioning of this system. This system is subject to continuous evaluation and, consequently, changes that are to lead to its improvement, so that the assumed goals are achieved efficiently and effectively. The article discusses three groups of conditions directly, and with certain factors indirectly, affecting the organization of the command and control system as well as its functioning. The first one concerns the change in the nature of modern security threats. With regard to the short characterization of hybrid activities, subliminal actions, and asymmetric threats, it was indicated how they determine the requirements regarding the organization and functioning of the Armed Forces Command and Command System adequate to such situations. The findings of the 2016 Strategic Defense Review and its result document – the Defense Concept of the Republic of Poland constitute the second group of factors. In the consequence of strategic analysis, the conclusions and recommendations included in the Concept should be taken into account when introducing changes to the command and control system. In the last part, it was pointed out how the decision to establish the Territorial Defense Forces (WOT) and the organizational assumptions resulting from it concerning their structure, tasks, and rules of operation influenced the changes in the Command and control System of the Polish Armed Forces. The conditions presented in particular parts of the study should be considered during the forecasted and partially implemented organizational and functional improvements to the Polish Armed Forces Command and control System.
    System Kierowania i Dowodzenia Siłami Zbrojnymi RP stanowi ważny element Systemu Obronnego Państwa. Zasadniczą jego funkcją jest umożliwienie decydentom oraz dowódcom na wszystkich poziomach podejmowanie decyzji oraz tworzenie systemów działania, które w toku działania osiągają odpowiednio cele strategiczne, operacyjne i taktyczne. Na architekturę, a następnie funkcjonowanie tego systemu ma wpływ wiele czynników zewnętrznych oraz uwarunkowania wewnętrzne. System ten podlega ciągłej ocenie, a w konsekwencji zmianom, które mają powodować jego doskonalenie, tak aby zakładane cele były osiągane skutecznie i efektywnie. W artykule omówiono trzy grupy uwarunkowań wpływających bezpośrednio, a w odniesieniu do pewnych czynników pośrednio na zorganizowanie systemu kierowania i dowodzenia oraz jego funkcjonowanie. Pierwsze z nich dotyczą zmiany charakteru współczesnych zagrożeń bezpieczeństwa. W odniesieniu do krótkiej charakterystyki działań hybrydowych, działań podprogowych oraz zagrożeń asymetrycznych wskazano, jak determinują one wymagania w zakresie adekwatnej do takich sytuacji organizacji i funkcjonowania Systemu Kierowania i Dowodzenia Siłami Zbrojnymi RP. Jako drugą grupę czynników przedstawiono wyniki Strategicznego Przeglądu Obronnego 2016 oraz jego dokumentu wynikowego – Koncepcji Obronnej RP. Jako efekt analizy strategicznej, wnioski i rekomendacje ujęte w Koncepcji powinny być uwzględnione podczas wprowadzania zmian do systemu kierowania i dowodzenia. W ostatniej części wskazano, jak na zmiany w Systemie Kierowania i Dowodzenia Siłami Zbrojnymi RP wpłynęła decyzja o utworzeniu Wojsk Obrony Terytorialnej (WOT) oraz wynikające z niej założenia organizacyjne dotyczące ich struktury, realizowanych zadań oraz zasad funkcjonowania. Przedstawione w poszczególnych częściach opracowania uwarunkowania powinny być brane pod uwagę podczas prognozowanych i po części wdrażanych zmian organizacyjnych i funkcjonalnych Systemu Kierowania i Dowodzenia Siłami Zbrojnymi RP.

    In the past, the main task of the Armed Forces was primarily to ensure military security in terms of defense of independence, sovereignty, and territorial integrity of the state. However, nowadays, in the national and international dimension, their scope of tasks has been expanded to include projects in the field of supporting public administration bodies and society in crisis situations. That is due to the fact that the Armed Forces have unique, unprecedented in other response forces, opportunities to take effective action in the event of various crises. Thus, they have become an important enhancement of the crisis management system and civil protection. They can often constitute the main element of support for public administration bodies (central and local government) in solving emerging crisis situations. An important factor in the effectiveness of their actions in helping the society is the so-called crisis management system in the Ministry of National Defense. The structure of this system is closely related to the functioning control and command system.
    W przeszłości głównym zadaniem sił zbrojnych było przede wszystkim zapewnienie bezpieczeństwa militarnego w ujęciu obrony niepodległości, suwerenności i integralności terytorialnej państwa. Jednak współcześnie w wymiarze narodowym i międzynarodowym ich zakres zadań zdecydowanie uległ poszerzeniu o przedsięwzięcia z zakresu wsparcia organów administracji publicznej i społeczeństwa w sytuacjach kryzysowych. Wynika to z faktu, iż siły zbrojne, posiadają unikatowe, niespotykane w innych siłach reagowania możliwości podejmowania skutecznych działań w wypadku wystąpienia zróżnicowanych sytuacji kryzysowych. Tak więc stały się ważnym wzmocnieniem sytemu zarządzania kryzysowego i ochrony ludności. Często mogą one stanowić główny element wsparcia organów administracji publicznej (rządowej i samorządowej) w rozwiązywaniu powstałej sytuacji kryzysowej. Ważnym czynnikiem skuteczności ich działania w ramach pomocy społeczeństwu jest tzw. system zarządzania kryzysowego w resorcie obrony narodowej. Struktura tego systemu jest ściśle powiązana z funkcjonującym systemem kierowania i dowodzenia.

    This publication considers the use of spread spectrum transmissions in the aspect of threats to radio communications security. Numerous restrictions related to the previous use of specific operating modes of VHF, UHF and KF radio stations with reference to the possibilities of counteracting on the part of a potential enemy using the most modern EW (electronic warfare) systems, as well as those based on the procedures of the Russian Federation Armed Forces.
    W niniejszej publikacji poddano pod rozwagę wykorzystanie transmisji z widmem rozproszonym w aspekcie zagrożeń bezpieczeństwa łączności radiowej. Wskazano na liczne ograniczenia związane z dotychczasowym wykorzystywaniem określonych trybów pracy radiostacji VHF, UHF oraz KF w odniesieniu do możliwości przeciwdziałania ze strony potencjalnego przeciwnika wykorzystującego najnowocześniejsze systemy WRE, a także bazujące na procedurach SZ Federacji Rosyjskiej.
