Opis:
The implementation of the sixteen regional operational programmes will also contribute to the realisation of the goals envisaged by the Lisbon Strategy, the Strategic Guidelines of the Community 2007-2013, as well as National Strategic Reference Framework 2007-2013 regarding enhanced competitiveness of an economy based on knowledge and enterprise, which should create new jobs. Thanks to enhanced competitiveness an improvement in public administration is expected to occur, which will contribute to a higher living standard in regional communities. It is worth emphasising that the implementation of regional operational programmes hinges on a correlation with horizontal policies of the EU, that is Nature 2000, sustainable development, equal opportunities, energy policy and information society. In summary, in the years 2007-2013 all regions in Poland will have a real opportunity toimprove their functioning, and as a result raise the standard of living of its inhabitants. Regional operational programmes serve as tools which, if used well, will lead to a major improvement in the condition of public administration.

Terrorism is a phenomenon connected with using violence by people, national groups and criminal organizations in order to achieve political, social and economic targets. It has been present in the life of man since the beginning of the civilization. Internationalization of terrorist actions has consistently introduced humanity into the age of terrorism. The 1990s and the beginning of the 21st century have brought an uncontrolled outbreak of world terrorism, whose background has been Islamic radicalism. Terrorist attacks in New York, Bali, Istanbul, Madrid and London continue to be a proof that terrorist groups have great resources, owing to which they can put their plans into effect. Gathering funds designed for terrorist activities in the world of Islam is done in a lot of ways. One of the most effective ones is using the havala system of transferring money without actually moving it and without any traces left on paper. Apart from that financial means are gathered by Islamic banks, charity organizations, and also achieved in the criminal way: smuggling and drug producing. Preventing the practice of financing terrorism is one of the main tasks of the United Nations Organization, however, despite the fact of passing the Convention and numerous resolutions condemning international terrorism there are no determined actions aimed at eradication of the practice. Weakness of the UN was revealed when they did not assume a determined attitude towards the invasion of Iraq by the United States and its allies, which resulted in destabilization of the situation in the Middle East and gave the terrorists a perfect training ground for the struggle against the West. Globalization of Islam leads to internationalization of jihad, and effects of this process were revealed both in Madrid in 2004 and in London in 2005. Hence it seems that the war against terrorism has to be waged on two levels: a short-term one, that is conducting military, political and financial actions in order to prevent terrorist attacks, and a long-term one – effecting democratic changes and preventing internationalization of jihad. This is the only chance to stop terrorist offensive by Islamic groups.

Artykuł dotyczy funkcjonowania systemu zarządzania Compliance w sektorze publicznym. Rozważania merytoryczne obejmują analizę prawną przepisów odnośnie do wdrażania systemu Compliance na poziomie Unii Europejskiej, a także w polskim porządku prawnym. W obu przypadkach kluczowym elementem funkcjonowania systemu zarządzania zgodnością są procedury związane ze zgłaszaniem naruszeń prawa. Wprowadzenie nowych rozwiązań prawnych do polskiego systemu prawnego ma za zadanie usprawnienie działania sektora publicznego w naszym kraju. W artykule zaprezentowane zostały nie tylko proponowane rozwiązania prawne, ale również koncepcja systemu zarządzania zgodnością, ze wskazaniem rozwiązań obowiązujących w innych kulturach prawnych.
The presented article was devoted to the issue of functioning of the compliance management system in the public sector. Substantive considerations include a legal analysis of the provisions concerning the implementation of the Compliance system at European Union level and also in the Polish legal system. In both cases, the procedures for reporting infringements are a key element in the functioning of the Compliance Management System. Introduction of new legal solutions to the Polish legal system is intended to improve the functioning of the public sector in our country. The article presents not only the proposed legal solutions, but also the concept of a Compliance Management System, with an indication of solutions in force in other legal cultures.

The notion of a universal bank has always been prominent since the 1989 reform of the banking system, both in relation to the doctrine and legislation. A universal bank is thought of as a bank empowered to perform all banking operations, which is unlimited territorially and in terms of its scope. It can act autonomously and on equal terms with other entities on the capital market. In other words, this is a bank which is licensed to perform any banking operation and is not restricted by the kind of performed services. It can also freely operate on the monetary and capital markets. Due to the two-tier structure of the banking system in Poland, the most fundamental division is that between the Polish National Bank as the central bank and commercial banks. There are also investment, special, and cooperative banks. Legally, banks can be divided according to the following criteria: organisational-legal form, location of the head office, and the head office of the bank founders. Additionally, a criterion related to the nature of capital ownership can be introduced, and therefore one can distinguish: state, communal, private, foreign, or mixed-capital banks. The functions of a bank as a broker on the financial market are connected with money exchange, reception of deposits, provision of credits, and transport of money. In the economy of the European Union there is no predetermined bank model, nor are there types of banks thus determined. Therefore, the member states can freely shape their legislation, which determines the typological division of banks and their functions in the economy of the state. Every member country of the EU, including Poland, there are multiple commercial banks which function as universal, investment, special, and cooperative banks. Significantly, there are central banks on top of the two-tier banking structure of every individual country.

The new perspective for biofuls is very important in temporary topics in European Union. One reason is reform of the Common Agricultural Policy, which mainly focus is creating for agriculture more competitive in the present times. Biofuls are the one of the factor of the competitiveness of EU. The second reason is connecting with the financial system because of biofuls every member state of EU can be more independent in energy industry. According to the Poland the most important are two things: first, is the problem of implementation biofuls in the polish system, second is the role of the government and financial sector in this implementation. Speaking about biofuls we can observe „political war” between Ministry of agriculture and Ministry of finance. This is the main reason why the implementation of the strategy for biofuls in European Union is not so fast. Unfortunately, the government is not so „open” for this kind of new perspective. Influence of biofuels for  financial system is important because of fact that Poland in short term will be a part of Euroland, and this reason should be the most crucial for polish government. Biofuls can hel polish industry to achieve the level of Maastricht criteria. Summing up, the problems of implementation of the biofuls is very important in Poland and in European Union. Future of the polish agriculture, industry and financials ector is connecting with this problem.
