    The present form of the United Nations seems to be helpless in relation to the basic functions to keep peace and security all over the world. It is unable to prevent conflicts that inflamed more and more frequently. This phenomenon becomes even more serious because armed actions are initiated by states (and none of their possible justifications can stand criticism from the point of view of compatibility with the international law). Until now the states have been particularly responsible for peace and security in the world. The United Nations deal almost with all the domains of life, starting from security, disarmament and humanitarian aid, through socio-economic problems, to human rights, protection of the environment and the struggle against drugs. The time may have come to make the United Nations concentrate exclusively on social issues or economic development, thereby making it possible to create a new system of security. Such a system that would be more appropriate for the contemporary international relations.

    Article 39 of the Treaty that established the European Union granted and still grants the right of a free flow only for workers. Legal regulations concerning the free flow of persons who are not workers appeared relatively late, as late as the 1990s. They were addressed to the citizens of member states, those who stopped working as independent or hired workers, members of their families (a spouse, children and ascendants supported by the workers); students – citizens of EU members who have never exercised the right to migrate on the basis of other regulations of the community law and members of their families (the spouse and supported children); all other citizens of member states who have not been entitled to migrate on the basis of other regulations of the community law and members of their families (the spouse, descendants, entitled ascendants and their spouses supported by the entitled person). The Treaty of Maastricht eventually confirmed the right of each citizen of the European Union to freely migrate and settle. The hired workers exercise a series of entitlements over the territory of all European Union. The free migration of the hired workers include the following: exchange of job offers, a ban on discrimination when employing foreign workers, equal treatment of migration workers with the local ones as regards payment, taxation, social rights and education; facilitation in migration for the worker's family. These entitlements are supposed to help integrate the hired workers in a foreign member state, thus contributing to the implementation of the principle of free flow. The rights of the family members of the hired workers depend on some important entitlements granted to the hired workers themselves.

    For years air transport was left until recently almost untouched by European integration. This article is on the liberalization of air transport in the EU. The third package of 1992 constituted a great step towards an air transport internal market. It consists of regulations on licencing air carriers, access of Community air carriers to intra – Community air routs, fare and rules for air services and slots. It constituted „the open sky area” in the EU.

    Opis:
    The Convension establishing the Constitution for Europe puts forward a single text to replace all the existing Treaties in the interests of clarity. It establishes the European Union. The Union has a legal personality to assert its values and interests in the international arena. The Constitution sets out the values on which the Union is based: respect for human dignity, freedom, democracy, equality, the rule of law, and respect for human rights. The Union respects the national identity of its Member States, including with regard to local and regional autonomy. The Constitution introduces a classification of the Union's powers – the exclusive powers and the shared powers. The Constitution for the first time defines the democratic bases of the Union and consolidates its tangible expression.
