The Liberals have forced their own beliefs through since European structures began to emerge, but their impact on the concept of integration was weaker than that voiced by the Christian Democrats and the Social Democrats. Factional activity in the European Parliament is another form of the operation of political parties, alongside traditional international party congresses. The paper presents the projects and views of liberal politicians on the process of European integration. Particular attention is paid to the opinions of Gaetano Martino, Cornelis Berkhouwer, Simone Veil, Pat Cox, Graham Watson and Andrew Duff.

This paper presents the attitude of the European Parliament to those issues that fall within the scope of interest of the Eastern Partnership. In the analysis of this attitude, the author stresses the significant role the EP has played in developing EU Eastern policy, in particular as concerns the promotion of democratic ideas and values within the scope of this policy. It should be emphasised that the EP is exceptionally interested in the advancement of democracy in East European partner countries, whose geopolitical significance the EP appreciates, frequently calling for the tightening of relations with these countries, and even opening European prospects to them. The deepening of cooperation between the EU and East European countries is conditioned by the EP by their adoption of what is called European values (i.e. democracy, rule of law, protection of human rights, etc.). Acting as the ‘guard of democracy,’ the EP is an institution of political influence which allows it to shape Eastern policy in ways that go beyond the formal rights vested in it by the treaties.

W artykule przybliżono polskie reakcje na organizację wyborów do Parlamentu Europejskiego w 1979 roku. Skoncentrowano się na opiniach publicystów prasy polskiej, zwrócono także uwagę na reakcje Ministerstwa Spraw Wewnętrznych PRL na zapowiadany po 1975 roku proces unifikacji politycznej EWG. Przedstawiono również reakcje społeczeństw państw „dziewiątki” na niebagatelne wydarzenie, jakim były wybory do Parlamentu Europejskiego.
The paper shows insight into the Polish response to the elections to the European Parliament held in 1979. It focuses on the opinions presented by journalists in the Polish press, and also highlights the response of the Ministry of the Interior of the Polish People’s Republic to the EEC’s political unification process announced after 1975. The paper also presents the response of the public in the EEC ‘nine’ to the important event that the elections to the European Parliament were.

W pracy przeanalizowano treść wszystkich newsów, które pojawiły się w głównych wydaniach Wiadomości TVP w latach 2016–2021, zawierających odniesienie do rezolucji Parlamentu Europejskiego związanych z polskim systemem sądowniczym. Autorzy próbowali znaleźć odpowiedzi na pytania o to jak prezentowana jest ta tematyka. Wyniki badań wskazują, iż redakcja Wiadomości buduje narrację idącą ramię w ramię ze stanowiskiem koalicji rządzącej, co nie było zaskoczeniem. Artykuł skupia się na analizie zabiegów stosowanych przez zespół Wiadomości przy relacjonowaniu sporu z Unią Europejską.
In the paper we analyse contents of every television news which appeared in the min editions od Polish television main news program – Wiadomości – that related to European Parliament’s resolutions regarding polish judicial system. The research sample spans from January 2016 to Setember 2021. We tried to characterize ways of presenting the topic in the program. It shows that Wiadomości’s narration goes hand in hand with the ruling coalition optics. That was not surprising. We concentrated on analysing means used by program’s editorial staff while reporting on Poland – EU dispute.

The article discusses the problem o f the EP’s role in the shaping of the CFSP after the changes made in the area o f integration by the Lisbon Treaty. Unlike economic issues, the matters that fall within the scope o f the CFSP are not traditional areas of integration, since they dea with the essence o f sovereignty o f the nation state, which still remains the most important actor of the process of European integration. The dominance o f intergovernmental cooperation mechanisms within the CFSP determines the limited role of the PE in shaping the policy. However, it should be noted that despite its limited treaty competence in the area of foreign and security policy, the EP seeks to play a major role, often going beyond its formal powers. This is due to the fact o f being the only EU institution with democratic legitimacy, and able to influence the European public opinion with a whole range of instruments of influence it has at its disposal. The growing importance o f the EP in the field of CFSP also results from the Lisbon Treaty establishing unified EU external relations, where the EP has significant competence. Further development of the EP's prerogatives in the CFSP is, however, dependent on progress in transforming the EU into a structure of major transnational powers.
Artykuł porusza problem roli PE w kształtowaniu WPZiB po zmianach dokonanych w tym obszarze integracji przez Traktat Lizboński. Kwestie wchodzące w zakres WPZiB nie należą w przeciwieństwie do zagadnień ekonomicznych do tradycyjnych obszarów integracji, gdyż dotyczą istoty suwerenności państwa narodowego, które ciągle pozostaje najważniejszym aktorem procesu integracji europejskiej. Dominacja międzyrządowych mechanizmów współpracy w ramach WPZiB determinuje ograniczoną rolę PE w kształtowaniu tej polityki. Jednakże należy podkreślić, że PE mimo ograniczonych traktatowych kompetencji w obszarze polityki zagranicznej i bezpieczeństwa stara się w nim odgrywać istotną rolę, często wykraczając poza swoje formalne uprawnienia. Wynika to z faktu bycia jedyną instytucją unijną mającą demokratyczną legitymację  i potrafiącą wpływać na kształtowanie europejskiej opinii publicznej dzięki posiadaniu całego spektrum instrumentów oddziaływania. Na wzrost znaczenia PE w dziedzinie WPZiB wpływa również ustanowienie przez Traktat Lizboński jednolitych stosunków zewnętrznych UE, w których to wielu obszarach PE ma istotne kompetencje. Dalszy rozwój prerogatyw PE w dziedzinie WPZiB jest jednak uzależniony od postępów w procesie przekształcania UE w strukturę o większych kompetencjach ponadnarodowych.

The research objective of this paper is to analyse European programmes of the right wing, populist Freedom Party of Austria (FPÖ) and the left wing, populist German Left Party (Die Linke), to present their 2014 election campaigns for the European Parliament, and also to assess the activities undertaken by Members of the European Parliament of these political groups on the forum of the eighth EP. The reflections presented in this work were divided into four parts. First, the analysis of a large body of literature referring to populism is made and selected concepts for indicating the characteristic features of populist groups are proposed. Next, the European programmes of the Freedom Party of Austria and the German Left party are analysed. Then, the main subjects around which the political campaign to the EP of right- and left-wing populists was concentrated are indicated. In the third part, the analysis covers the EP election results and the voter support gained by the respective groups in relation to previous European elections in which both populist groups participated. Finally, the fourth part of the paper lists the areas of ac- tivities and the tools for parliamentary work used by the MEPs from FPÖ and the Left Party, including an assessment of their influence on the policy of the current EP.

Negocjacje tzw. Brexitu, czyli wyjścia Wielkiej Brytanii z Unii Europejskiej były nie tylko jednym z największych wyzwań stojących przed Unią Europejską w 2017 roku. Dla unijnych instytucji – Rady, Komisji Europejskiej i Parlamentu Europejskiego – okazały się też być kolejną odsłoną gry o pozycję w porządku instytucjonalnym Unii Europejskiej. Wszystkie trzy instytucje aktywnie w tej grze uczestniczyły, jednak to zaangażowanie Parlamentu Europejskiego było najbardziej zauważalne. Niniejszy artykuł analizuje starania PE by wykorzystać uruchomienie procedury z art. 50 Traktatu Unii Europejskiej do wzmocnienia swojej pozycji politycznej, poprzez celowo sformułowaną komunikację. Autor chce wykazać, że działania Parlamentu wpisały się tym samym w model konstruktywistyczny. Aktywność Parlamentu Europejskiego jest poddana analizie także w świetle teorii instytucjonalizmu historycznego, pozwalającej wyjaśnić motywy specyficznego zachowania PE: regularnie powtarzanych prób zwiększenia władzy. Jako że w chwili pisania niniejszego artykułu proces negocjacji „Brexitu” nie był jeszcze zakończony, autor sugeruje konieczność przeprowadzenia dalszych badań dynamiki międzyinstytucjonalnej. Zebrane do tej pory dowody zdecydowanie sugerują, że proces wychodzenia Wielkiej Brytanii z Unii Europejskiej może trwale wpłynąć na relację sił między głównymi instytucjami UE.
The Brexit negotiations, by far one of the most challenging issues the European Union faced in 2017, proved to be yet another opportunity for EU institutions – the European Parliament, the European Commission and the Council – to engage in sort of a power game. Although all three institutions actively took part in it, the European Parliament’s involvement was the most visible and vocal. As it going to be demonstrated, the EP tried to use the Treaty’s Article 50 proceedings to reassert its position within the EU’s institutional framework. It attempted to achieve this goal through purposeful communication, hence fitting the constructivist model of political and institutional agents’ interaction. The European Parliament’s activity may also be analysed in the context of historical institutionalism, explaining Parliament’s specific behaviour: its continuous quest for more power. As the Brexit negotiations have not yet concluded by the time of writing, the author calls for further research on the topic of intra-institutional dynamics. Evidence gathered so far strongly suggest that the United Kingdom’s exit from the European Union might permanently influence the relations of power between the major EU institutions.

This article is devoted to the position of the European Union authorities and its main bodies on the reforms necessary for the Union to become a driving force in the further process of European integration. Its aim is to analyze the current EU condition and outline the prospects for its development. The main bodies of the Union, inter alia The Commission and the European Parliament and the European Council have in recent years reported a wide range of EU ‘recovery’ strategies and proposals but few have been implemented. The European Union is still drifting and losing its authority on the international scene, and European integration is in decline. In this study, I put a few theses, hypotheses and research questions to which I am trying to give comprehensive answers. One of these also concerns the great enlargement of the EU in 2004, and the other one introducing the single currency – the euro.
Niniejszy artykuł poświęcony jest stanowisku władz Unii Europejskiej i jej głównych organów w sprawie koniecznych dla Unii reform, które są niezbędne, aby stała się ona siłą motoryczną w dalszym procesie integracji Europy. Jego celem jest analiza obecnej kondycji UE i zarysowanie perspektyw jej rozwoju. Główne organy Unii, m.in. Komisja i Parlament Europejski oraz Rada Europejska w ostatnich latach zgłosiły wiele różnych strategii i propozycji „naprawy” UE, ale niewiele z nich zostało wprowadzonych w życie. Unia Europejska wciąż dryfuje i traci swój autorytet na arenie międzynarodowej, a integracja Europy przeżywa regres. W opracowaniu tym stawiam kilka tez, hipotez i pytań badawczych, na które próbuję udzielić w miarę wyczerpujących odpowiedzi. Jedna z tych tez dotyczy wielkiego rozszerzenia UE w 2004 roku, a druga wprowadzenia wspólnej waluty – euro.
