Civilian management and democratic control over the army do not only consist in establishing organs and mechanisms of control and optimising their activity. It is significant to determine and respect the role of the armed forces in the society, which would allow making the army a politically neutral instrument of legally functioning forces as well as appropriate organisational structures with strictly defined protection measures allocated to carry out the undertakings of the state and the nation. The position and function of the army in society should be based on the fact that it reflects the features of the society it comes from. In order to facilitate the effective progression of the process, the following aspects should be taken into account: in what manner the army reacts to the decisions and actions of civilian society; whether there are intermediary bodies between these spheres; to what extent the armed forces represent the interests of the society; and whether a soldier-citizen exists or if the two notions should be treated separately

The consequence of systemic and political changes in Poland involved reorientation of Polish policy in terms of perceiving security. It was reflected in newly defined policy directions which expression involved a search for the new guarantees of security. The problem of ensuring state security in new geopolitical conditions is expressed in the adopted hierarchy of priorities of implementation of the Polish national interest. The exercise of the specified policy priorities means Poland’s obtaining a solid security basis. The Polish Army, the armed forces of the Republic of Poland, has become an element of NATO’s broad security system. The implementation of the policy in this regard by the Polish government has recently been more and more unidimensional. Only cooperation with the USA is at the target of the Polish security policy. Issues related to its costs remain outside its determinants. There is no reflection on being dependent on another egoistic player.

The political transformation in Poland resulted in the reorientation of Polish policy in the field of understanding security. It found its reflection in newly defined policy directions, which were manifested in the search for new guarantees of security, development opportunities and giving a new character to Polish politics. The problem of ensuring state security in new geopolitical conditions is expressed in the adopted hierarchy of priorities for the implementation of the Polish raison d’etat. The implementation of the policy priorities means that Poland has a solid foundation for security. The Polish Army carries out many key tasks in it. The armed forces of the Republic of Poland became an element of the broad NATO security system. Building faith in defensive self-sufficiency, Poland distances itself more and more from Europe. Both threats and challenges require decision-making in matters of security and go beyond the traditionally understood security. As a consequence, Poland responds to both threats and challenges in the security policy of the Republic of Poland to a small extent.

The European Neighbourhood Policy as a constituent part of the European Common Foreign and Security Policy is the arena of continuous, inherent as it were, tensions among the ambitions of Member States wanting to play the largest role in the shaping of the European Union’s relationships with the surrounding world. A characteristic and obvious quality of this phenomenon is the fact that particular Member States’ interests in a given region in the neighbourhood of the European Union increases in proportion to its geographical proximity. This creates naturally the phenomenon of a group of Member States interested or specialized in the region of the Mediterranean Sea, the Black Sea or the Eastern policy. Simultaneously there exists a considerable group of Member States which, because of a considerable distance from a particular region, shows little interest and consequently a frequent lack of understanding of issues related to it. The objective of this article is to capture this phenomenon and to try to systemize it through the notion and methodology of the National Specialization Index.

The purpose of this article is synthetic analysis of the theories concerning the Security and Defence Policy of the European Union. Author analyses neorealist and neofunctionalist theories and marginally takes into account theory of liberal intergovernmentalism and new institutionalism theory. Neorealists argued that in order to understand CSDP, one should look at the changing nature of the balance of power and the way in which member states sought profits coming from the negotiation process, which took place between European Union and NATO. Liberal intergovernmetalists, including Andrew Moravcsik, assumed that CSDP is a factor created and driven by the domestic policy of member states, although both NATO and EU institutions influenced this process. Neofunctionalists’ hypothesis assumed that CSDP is a result of the spill-over effect – consequence of the economic integration. They demonstrated, through economic analysis, the impact of economic and monetary union on the process of development of the European security and defence policy. In neoinstitutionalist theory, the emergence of the CSDP is explained by highlighting the impact of international institutions in the foreign policy of the EU and NATO member states. Above hypotheses have the objective of finding the causes of the CSDP’s emergence, but are also an attempt to answer the question what is the CSDP. Exitisting theories do not adress the whole issue comprehensively, because they are missing implication of links between supranational, transnational and intergovernmental dimension of CSDP, indicating only the conceptualization of evolution and the role of the various bodies at different levels, particularly in the theories of neoliberalism, neoinstitutionalism and intergovernmental liberalism.

This article focuses on the Central and Eastern European in the process of shaping their security relations. The aim of the paper is to present and analyze the evolution of security relations in the region under the aegis of the EU, NATO and the Organization for Security and Co-operation in Europe (OSCE). The interplay of the institutions shows that the EU is not a single power in the European security system thus the maintenance of stable and peaceful relations depend mostly on cooperation between a number of institutions and groupings. The EU and NATO’ s role was central due to their policies of enlargement and the stabilization effects on third partner countries. The OSCE with its well promising position in Europe has been weaken due to decline of interests of major power states and its functions performed simultaneously by the EU and NATO. Both organizations have taken to a large extent the place of the OSCE.

The Common Security and Defense Policy (CSDP) enables European Union to take a leading role in peace – keeping operations, conflict prevention and the strengthening of the international security. It is an integral part of EU’s comprehensive approach towards crisis management, drawing on civilian and military assets. EU Battle Groups remain important for CSDP as the only military capabilities on standby for possible EU operations and as they are helping to reinforce the effectiveness Member States’ of military forces. EU Battle Groups are multinational, military units and form an integral part of the EU’s military rapid reaction capacity to respond to emerging crises and conflicts around the world. Therefore, Polish diplomacy actively acts in various forums (the Visegrad Group, the Weimar Triangle) to bolster the CSDP. Poland actively involved in the implementation of the CSDP through participation in EU Battle Groups.

Russian authorities have for years been proclaiming that in order to ensure energy security and to increase their economic presence in North-East Asia their priority is to diversify gas export and to increase cooperation with the Asia-Pacific region. Despite frequent meetings at interstate and business levels, and numerous formal – but no binding – agreements, no tangible progress in this regard has yet been made. This paper argues, from a game-theoretic perspective, that peril for Russian geopolitical and economic interests ensuing from both inception of EU energy policy and evolution of the European gas market has been one of the factors hindering Russian plans of eastbound gas export diversification.

The article considers the main threats and challenges to the stable and effective development of the fiscal sphere in Ukraine and the reasons for their occurrence. The ways to overcome these problems are identified. It was noted that the development of the fiscal system in Ukraine since the independence has been accompanied by complex transformations associated with the corresponding steps in its organizational restructuring with changes in legal entities. Accordingly, since independence, the development of the fiscal sphere has undergone 6 stages, that affected the overall state of its development. It was shown that such a complex way of evolution of the fiscal service in Ukraine has left its mark on the complicating circumstances that accompanied its development, which is manifested in the still insurmountable challenges and impending threats that hinder the stable and effective development of this important institution in the system of public administration. The article identifies the challenges and threats that accompany the development of the fiscal sphere in modern Ukraine: the dogmatic nature of fiscal policy, its separation from the actual state of affairs in the economy; low economic development caused by its shadowing and high inflation, etc. The goal of the article is to identify threats and challenges in the implementation of effective domestic fiscal policy and to disclosure strategic ways of the fiscal sphere development in Ukraine for overcoming threats and challenges. It was demonstrated that in order to increase the level of efficient functioning of the fiscal sphere and ensure the fiscal security of Ukraine, first of all, a political will and a system of measures that prevent and counteract its threats and challenges are needed. Another important step towards increasing the capacity of the fiscal sphere is the adoption of a number of management decisions in the system of public administration regarding the fiscal sphere functioning. It is also necessary to carry out reforms in the law enforcement sphere, modernize law enforcement practices as well as to conduct the necessary intelligence activities for studying the current situation in its development, where threats are relevant.

The relationship between the two countries has been a complex and diverse subject of investigation and contemplation. The interconnection between the two countries can be described by the following central notions, such as economic cooperation, rivalry in terms of status acquisition of global hegemonic power, particularly in the Pacific region and beyond controversy mutual suspicion over each other’s intentions. Therefore, it is clearly justified that each state has elaborated and adopted a specific manner of conduct and attitude regarding each other as a potential adversary but has meanwhile maintained an extremely strong economic partnership. It is fair to state, that the relationship between both countries has been described by multiple world leaders and academics as the world’s most significant bilateral relationship of the 21st century. Due to the fact that Chinese economy has started to develop increasingly fast and PRC has strengthened its positions on the world’s arena, the United States started to perceive the Middle Kingdom as a direct threat to the established world order in its drive for regional hegemony in East Asia now as well as future aspirant for global supremacy. Beijing, by contrast rejects these notions, and continues its assertive policies and its quest for allies.
