Within the realm of contemporary urban design theory and practice, a number of authors have conceptualised the trends and processes of city development and planning into a series of urbanisms. This discussion essay examines the overall tenets of the ‘ReUrbanism paradigm’, a paradigm that has long been present in city planning and development but has received limited analysis and criticism and has not gained a more integrated position within the professional and academic worlds. This paper continues a paradigm development outline, leaning on the characteristics of other urbanisms in order to develop and provide a frame of reference and to contribute to the ongoing build-up of taxonomies about the trajectory of contemporary urban design thought. Focusing on the American representative case of Detroit, the authors of this paper argue for a better understanding of this urban regeneration paradigm, which they characterise as a rational urban planning & design approach in the contemporary age of inner city renewal.

Opis:
Due to the multifaceted nature of the revitalisation process, its evaluation and monitoring, as well as possible comparisons, are complex and difficult to carry out. Evaluation of the revitalisation process currently poses a challenge for all municipalities. The article aims to compare the revitalisation process in the two Polish cities of Toruń and Bydgoszcz. The analysis was based on two financial perspectives: 2007–2015 and 2016–2023. The authors chose a multi-criteria analysis method based on the analytical hierarchical process (AHP) as the main research method. The results show that the Local Revitalisation Programme of the City of Toruń for the years 2007–2015 had the best impact on the revitalisation process. Using the AHP method, we could carry out a multidimensional evaluation of the revitalisation process. Moreover, it allowed us to combine different elements of the evaluation of the revitalisation process and transform them into one synthetic result, ranking each programme in a hierarchy. At the methodological level, the article presents a new approach to conduct research in socio-economic geography, using the tool of multi-criteria analysis derived from the disciplines of economics and management sciences. Until now, the AHP method has not been used in the analysis of the revitalisation process, which confirms the innovative character of the conducted research.

Considered as a lever for urban regeneration politics, the construction of emblematic facilities is also a way to enhance metropolitan attractiveness. The Algerian capital is no exception to this rule. These new urban icons are designed to be the catalysts of urban change, and are expected to improve the adaptation of metropolitan localities to new needs and developmental challenges. However, in the field, this iconic regeneration does not always bring the expected changes. The Riad El Feth Arts Centre, an iconic facility located in the central municipality of El Madania in Algiers, is one example. In this paper we propose an operational tool called EFLUR (Emblematic Facilities Leverage of Urban Regeneration), intended to facilitate urban decision-making by evaluating the leverage of emblematic facilities at targets of urban strategy. It helps to assesses and optimise their leverage capacity by identifying their failures and opportunities, with a view to undertaking necessary actions, both to amplify positive contamination and to limit detrimental effects. The Riad El Feth is selected as a study case to validate our approach and test the operationality of EFLUR. Beyond conventional impact studies, the value of this tool lies in its holistic approach and capacity to combine metropolitan objectives with local development strategies.

For many decades most researchers, planners and local authorities have been focusing almost exclusively on urban growth and its socio-economic and spatial consequences. However, in the current debate concerning the future of cities and regions in Europe the process of their shrinkage starts to attract more attention. In the conditions of a declining population, urban governance is an important challenge for local authorities, being usually much more difficult than during the periods of population growth. The experience of cities affected by shrinkage shows that there is no simple method of counteracting negative consequences of this process. Regeneration strategies vary a lot, depending mostly on the way the problem is perceived by both central and local governments. The strategies can either choose an adaptive approach (the acceptance of shrinkage and adjustment to it), or attempt to renew growth (shrinkage is treated as just a temporary phenomenon). Quite often the problem is ignored and no action is taken at all. In the paper the authors discuss the conditions and consequences of different approaches towards the process of shrinkage and present examples of regeneration strategies (together with their assessment). They conclude with recommendations for future urban policies.

The industry which was a driving force of the economy and contributed to the population growth in many cities for decades became later the source of their problems. The crisis of the activity of old industrial cities creating the economic base (especially of the traditional industry), provoked by the deindustrialisation process and in post-socialist countries additionally by the “shock” of the economic transformation, caused long-lasting and unfavourable changes in many areas. It resulted in the present process of shrinkage of old industrial cities in demographic, economic, social aspects as well as spatial ones (Bontje 2004; Oswalt 2005; Turok, Mykhnenko 2007; Pallagst et al. 2009; Cunningham-Sabot et al. 2010; Bontje, Musterd 2012; Hospers 2012, 2014; Haase et al. 2013; Pallagst et al. 2014; Stryjakiewicz 2014; Runge et al. 2018). This process can take a different course in different socio-economic patterns depending on the geographical situation and the time of observation. However, it leads to unfavourable results in each place, first of all to a decrease in the number of inhabitants. The aim of the article is twofold: (1) the identification and analysis of the process of urban shrinkage of Wałbrzych city as well as (2) the examination of different regeneration strategies adopted to mitigate negative effects of urban shrinkage. It is particularly important to understand this process and results of the adopted strategies especially in the context of the future development of this city which according to demographic forecasts will be shrinking in the long run.
