    The purpose of this article is to show the differences between the recognition of a neo-liberal and a neo-realist view in relation to the issue of energy security, but also to analyze, in a manner appropriate for designated schools of thought, contemporary phenomena and processes that affect relations between actors shaping the energy policy at the international level. To achieve this, the Author used two case studies. The first is dedicated to the Chinese energy strategy for the „Greater Middle East” (neo-realism), the second relates to issue of institutionalization of the EU energy policy (neo-liberalism).
    Celem niniejszego artykułu jest ukazanie rozbierzności między ujęciem neorealistycznym a neoliberalnym w odniesieniu do problematyki bezpieczeństwa energetycznego, ale także zanalizowanie, w sposób właściwy wskazanym szkołom myślenia, współczesnych zjawisk i procesów wpływających na relacje między podmiotami kształtującymi politykę energetyczną na poziomie międzynarodowym. Służą temu dwa studia przypadku, z których pierwszy został poświęcony chińskiej strategii energetycznej na „Większym Bliskim Wschodzie” (neorealizm), drugi zaś – problemowi instytucjonalizacji polityki energetycznej Unii Europejskiej (neoliberalizm).

    Opis:
    This article addresses selected issues enmeshed into global economic governance debate. It focuss on a role of international institutions in transforming world order, in particular the rise of emerging powers increasingly categorised or acronymised as BRICS, their resources, power and vested interests. The main narrative brings close the phenomenon of the new reshuffling in multilateral development banking (MDB). The New Development Bank (NDB), and the Asian Infrastructure Investment Bank (AIIB) as ‘products’ of the third wave of MDB emergence, fit well into the process coined as ‘the recalibration of the world economy.’ It is expressed by shift of the centre of global economic gravity towards non-western actors and can be explained by arguments derived from game theory. They elucidate exit – voice nexus, where the cost of exit for both organisation leaders (Western donors) and members (EMDCs, BRICS) is fragmented multilateralism and where thecost of voice is decreasing capacity to influence principles and procedures of multilateral development lending. The article in the first section starts with overview of three waves of multilateral development banking, where the most recent of them is partially explained using game theory argument. Second section starts from accentuating common characteristics of NDB and AIIB and then examines the differences between NDB and AIIB – entities which emerged during the third wave. The final section provides summaries and conclusions.

    This article analyzes energy security in the context of the regional and global levels. The starting point in analyzing policies pursued by Russia, Venezuela and the Gulf States has become „the first law of petropolitics” according to which, the higher the average price of oil and gas on world markets, the lower is the conviction of the governments of the necessity of internal political and economic reforms, and their foreign and security policy is more confrontational. In the author’s opinion, both the controversy surrounding the Nord Stream project as well as the violent protests in the Middle East, support the hypothesis about the need to promote compliance with the rules of democracy and solidarity between countries as a mechanism for ensuring energy security on a global scale.
    W niniejszym artykule dokonano analizy bezpieczeństwa energetycznego zarówno w kontekście regionalnym, jak i globalnym. Punktem wyjœcia w analizie polityki prowadzonej przez Rosję, Wenezuelę i państwa Zatoki Perskiej stało się „pierwsze prawo petropolityki”, zgodnie z którym im wyższa jest średnia cena ropy naftowej i gazu na rynkach swiatowych, tym niższe jest przeświadczenie rządów o konieczności przeprowadzenia wewnętrznych reform politycznych i gospodarczych, a ich polityka zagraniczna i bezpieczeństwa jest bardziej konfrontacyjna. W opinii autora artykułu zarówno kontrowersje wokół projektu Nord Stream, jak również gwałtowne protesty na Bliskim Wschodzie określane mianem „Arabskiej Wiosny”, przemawiają za poparciem hipotezy o potrzebie dążenia do przestrzegania reguł demokracji i solidarności pomiêdzy pañstwami jako mechanizmu zapewniaj¹cego bezpieczeñstwo energetyczne w skali globalnej.
