    Currently, Western societies demand the comprehensive minimize risk and move this duty on public administration. Thus, has increased importance of crisis management, and more specifically efficient operation. It seems that the proposed method, based on the case study, provide the certain rationale, which will restrict the specificity of crisis management (variability, information deficit, etc.) and will become empirical base for public administrations sentenced to inference under time pressure with little-known and unstructured source materials.
    Obecnie społeczeństwa zachodnie żądają kompleksowego minimalizowania ryzyka i przerzuciły ten obowiązek na administrację publiczną. Tym samym wzrosło znaczenie zarządzania kryzysowego, a dokładniej skuteczności działania w jego ramach. Wydaje się, że proponowana metoda oparta na case study umożliwi dostarczanie pewnych (niefałszywych) przesłanek, co ograniczy specyfikę zarządzania kryzysowego (zmienność, deficyt informacyjny itp.), i stanie się posiłkową bazą empiryczną dla podmiotów administracji publicznej skazanych na wnioskowanie pod presją czasu z mało znanych i nieusystematyzowanych materiałów źródłowych.

    Public administration, in view of its essence, must satisfy social expectations. In addition, to modernization resources, reorganization, should also modify its mentality. Otherwise without systematic adaptation to a dynamic reality it fails and will transform into the dysfunctional structure. In the risk society, the information society, and this undoubtedly we are, the information policy, especially in crisis situations, has become the boiling issue. It is useful to characterize its essence and impact on the environment, would introduce entities those who are interested in security adjustment recommendations on key issues. It should be remembered that the vast majority of society is assessed on the bases of random information from the mass media rather than on detailed analysis of the public administration.

    There are some deciding factors which contribute to forming a demand of comprehensive risk minimalizing means to demand of seeking some potential daily threats in order to their identification and liquidation. These factors are for example: new philosophy of security sciences, desire for keeping the current level of consumption, a dynamization of reality, high awareness or easiness of access to information. It seems that the security culture may support public administration in compliance with social obligations. Moreover, the security culture influence on the crisis management effectiveness and it is conducive to knowledge systematization which is so import and because of the theory which is still modified and week strengthen. Taking into consideration three components of the security culture (resources, an organization and a mentality), it is possible to notice that the efficient counteracting crisis situations would have never happened without a radical intervention into our mentality. From that perspectives the security culture specifies a convention and defines some standards and customs regulating and interpreting security policy of a state. It makes the selection of demanding solutions in crisis management easy.

    Nowadays, the Police have a significant impact on the security and public order in Poland having actually become a litmus test of how the authorities approach the general public. Furthermore, Polish society is developing the characteristics of risk society and information society, which stimulates a special interest of citizens and the mass media in all the activities of uniformed institutions. Their attitude to current political events is often assessed and their effectiveness criticized. Therefore, the impact of contemporary modernization processes on the Police, including feminization, is a worthwhile task. For this purpose, extremely useful have been research methods, such as case studies, comparative analysis and system analysis.
    Współcześnie Policja istotnie wpływa na bezpieczeństwo i porządek publiczny w III RP, stała się wręcz papierkiem lakmusowym podejścia władzy do ogółu. Dodatkowo społeczeństwo polskie nabywa cech społeczeństwa ryzyka i społeczeństwa informacyjnego, co kreuje szczególne zainteresowanie obywateli i mass mediów wszelką działalnością instytucji mundurowych. Często ocenia się ich stosunek do aktualnych wydarzeń politycznych, a także poddaje krytyce skuteczność. Warto zatem przeanalizować jaki wpływ na Policję wywierają współczesne procesy modernizacyjne – jednym z nich jest feminizacja. W tym celu niezwykle przydatne okazały się metody badawcze, jak studium przypadku, analiza porównawcza czy analiza systemowa.

    The aim of the publication is to review strategic security of the European Union countries in 2016, and to create of a short-, medium- and long-term forecasting model, based on the model of “international scenarios”. The authors deal with both, armed conflicts (including frozen conflicts) and the problem of growing terrorist acts. It is also stressed that the migration crisis causes an increase in radical sentiment, but also creates trafficking in persons (including terrorists) and goods (including weapons used in subsequent attacks).
    Treścią publikacji jest dokonanie przeglądu strategicznego bezpieczeństwa europejskiego państw europejskich w 2016 roku, i stworzenie – na wzór metody „scenariuszy międzynarodowych” – prognoz krótko-, średnio- oraz długoterminowych. Autorzy zajęli się zarówno wydarzeniami mającymi charakter konfliktów zbrojnych (w tym także tzw. „zamrożonymi konfliktami”), a także problemem nasilających się aktów terrorystycznych. Zwrócono także uwagę na kwestię kryzysu imigracyjnego, powodującego zarówno wzrost nastrojów radykalnych, ale będącego również „źródłem” przemytu osób (w tym terrorystów) oraz towarów (w tym broni, wykorzystywanej następnie w zamachach).

    This paper combines a review of the strategic security of European countries in 2017, and the creation – on the basis of the international scenario method – of short-, medium- and longterm forecasts. The authors address both the nature of armed conflicts (including the so-called ‘frozen conflicts’) and the escalation of terrorist acts. Also, the issue of the immigration crisis has been highlighted as causing both the rise of radical public sentiments and being a ‘source’ of the smuggling of people (including terrorists) and goods (including weapons which are later used in attacks).
