The main aim of the article is to present the results of the surveys conducted among the graduates of the specialist course for police operations commanders at the Police Academy in Szczytno, who participated in the course in 2014–2020. The course uses a tool of modern technology in the form of a simulator of Police operations in crisis situations. The essence of the research was, therefore, to verify the impact of simulation training as part of a specialist course for commanders of police actions and operations on the real scope and manner of tasks performed by its graduates, i.e. on commanding actual police activities to ensure and maintain public safety and order during mass events, in including sports events, public gatherings and celebrations, and other collective disturbances of public order. It should be emphasised that due to the often signifi cant lapse of time after the end of the course, the respondents formulated their opinions based on subsequent experiences and analysis of actual facts, in the context of knowledge and skills acquired during the training.

When comparing communication of law enforcement agencies to other organisations or business fi elds, there are not so many academic works on law enforcement communication in the national literature. As a paramilitary organisation, the police have a reasonably closed structure. Therefore only a small number of researchers have examined and analysed the communication of law enforcement agencies. The book’s author is a well-known Hungarian communicational expert, an associate professor at the University of Public Service. This review aims to present and analyse the work that can be used as a guide in law enforcement communication, and not only in a Hungarian context. The fi rst part of the book presents the theoretical background of law enforcement communication. And the theory is compiled in a collection of sample texts in the second major unit. The book puts law enforcement communication into a broader conceptual perspective, namely into the law enforcement communication strategy system, while providing an overview of the internal and external communication of the law enforcement agencies in Hungary. It can serve as standard work for those with little or no knowledge of law enforcement communication. Still, it also contains a lot of novelty for law enforcement officials, professional experts and teachers concerned with communication and working in law enforcement.

The article deals with the powers of the Police as a public prosecutor before the court in misdemeanor cases. An analysis is given of the possible collision of the powers of the Police as a public prosecutor with other bodies that, within the scope of their activities revealed offences and applied for punishment, including in the course of their investigations. The article concludes that it is necessary to interpret the current legislation in the direction of its practical application and reduce the contentious cases of collisions between different public accusers in the law of offenses. The paper challenges the direction of interpretation that equates participation in the case with the personal appearance of the accuser at the trial or hearing as unsupported by the current legislation and in conflict with functional interpretation. “Participation in the case” and “court appearance” are not synonymous terms. The term “appearance” is included in the term “participation in the case” and is an element of it, but does not fill it in its entirety. Participation in the case should be interpreted more broadly — as appearance in court, but it can also be exercised in any way from which the desire to execute the powers of a public prosecutor is evident by the authority in question, e.g. filing a letter informing of the intention to participate in the case as a public prosecutor, filing a formal motion, filing an evidentiary motion or filing an appeal. In view of the fact that the current position causes difficulties in the practical application of the law, it has been proposed de lege ferenda to amend Article 17 (5) of the Code of Criminal Procedure by giving it a new wording according to which participation in the case by the authority that filed the request for punishment is allowed only until the case is called and excludes the Police from participating in the case at that time.

This article is entirely devoted to the issue of discharge from ser-vice in the Police under Article 41(1)(1) of the Police Act. Exemption on this legal basis requires that a medical committee must issue a medical certifi cate to the police offi cer, which states that he/she is totally incapable of serving in the Police. This must be a fi nal decision. Issuing a fi nal ruling requires the superior in charge of personal matters to discharge the police offi cer from offi cial duties in the Police, before he/she is dismissed from service. During the period of dismissal from offi cial duties, the police offi cer retains the right to full salary despite not performing service duties.

Being theoretical and empirical in nature, the study presents, considering the assumptions of the Stereotype Content Model, a combina-tion of factors and effects of systemic stereotyping of the police force and its offi cers. On the basis of the author’s empirical research, the relationships between the effects of the process of stereotyping of the police have been determined, recognised as the level of development of moral bonds between police offi cers, and the level of moral development of police organisational units within the system of local and provincial structures. Considering the research fi ndings, the study also provides a number of conclusions for mana-gerial practice that should be aimed at the development of the identifi ed variables, which signifi cantly affect police effectiveness in the area of public safety.

This article describes selected aspects of combating organised crime in Poland on the basis of reports of the Central Bureau of Investigation of the Police as a service carrying out tasks on the territory of the whole country in the fi eld of investigating, preventing and combating organised crime. The author refers to four issues: 1) the number and nature of the investigated criminal groups, 2) the number of members and leaders of the investigated criminal groups, 3) the investigation (elimination or destabilisation) of criminal groups, 4) criminal terror. This article aims to outline a statistical picture of organised crime in Poland. In particular, it attempts to capture any trends that characterise this type of crime. Appropriate recognition of the phenomenon may be very helpful in deciding on the directions of activities within the framework of preventing and combating organised crime.

Aprobując pogląd wyrażony przez sąd w glosowanym orzeczeniu, autor glosy odnosi się do wymaganej przez prawo treści uzasadnienia orzeczenia wydanego w sprawie przez organy prowadzące postępowanie dyscyplinarne oraz wskazuje na dodatkowe możliwości argumentacyjne przy wykładni art. 135j ust.2 pkt 6 ustawy o Policji.
The essence of the gloss is to indicate how the evidentiary basis of a disciplinary decision issued against a police officer in disciplinary proceedings conducted under the Police Act is to be constructed and the requirement for its reliable justification. The author of the gloss agrees with the opinion expressed by the court in the decision under consideration, refers to the legally required content of the justification of the decision issued in the case by the authority conducting the disciplinary proceedings, and points out additional argumentative possibilities in the interpretation of Article 135j, paragraph 2, item 6 of the Police Act.

Ecocriminology is one of the youngest research interests in the penal sciences. It is lectured in many renowned universities around the world, and since 2019, also in the Police Academy in Szczytno. The author presents the achievements in this fi eld, indicating its practical usefulness for law enforcement agencies, in particular in identifying organised forms of economic crime. These forms include smuggling and illegal trade in protected species of fl ora and fauna (so-called CITES crimes), smuggling and illegal trade in wastes, seizure of properties of particular value to the world’s natural heritage, land, water and air pollution, corruption, etc. The study has been enriched with a research part, in which the author presents the opinions of students—police offi cers of the Police Academy—on the educational activities in ecocriminology.

The article presents a retrospective study of organised crime in the context of preventing and combatting the crime. The fi rst part of this article indicates the genesis of the research conducted by various academic centres, with particular emphasis on the initiatives undertaken in the 1980s by the Department of Criminal Law and Criminology at the Nicolaus Copernicus University in Toruń. In the years to follow, a leading role in this fi eld was played by the structures representing criminological sciences at the Faculty of Law in Białystok, within the Białystok School of Criminology. In the second part of the article, the author discusses the research initiatives undertaken by the Police Academy in Szczytno as regards an institutional approach to combatting organised crime. Indicated have been the most important research projects implemented by the academics of the Police Academy in Szczytno in cooperation with partners representing other academic centres and the Foundation for Organised Crime Prevention. The third part of the article deals with trends and opportunities to increase the effectiveness of preventing and fi ghting organised crime on the basis of the research conducted by the Białystok School of Criminology. In particular, the conclusions resulting from a pioneering research project carried out by Dr. Zbigniew Rau have been highlighted, which initiated coordinated research on security in Poland. To conclude, the author emphasises that the creation of a coherent and comprehensive system for preventing and combatting organised crime, based on a scientifi c analysis of this phenomenon, should be the main objective of the state authorities. Comprehensive solutions should include both material, legal, procedural and executive regulations. The role of scientifi c and academic centres is to search for and analyse the problems that accompany organised crime and the system of its prevention and control. Those may be legal, criminological, forensic, but also ethical in nature, e.g. protection of privacy, confl icts of legal goods - freedom and security, the constitutional principle of proportionality or opportunism in criminal procedings. Available technologies should therefore be analysed and assessed for their implementation, but it is the role of the authorities to introduce them and assess their suitability for the current needs of the services concerned. This should be done both in theoretical (including dogmatic) and practical terms.

The article is entirely devoted to issues related to restoration to service based on Article 42 of the Act on the Police. Restoration to service occurs by virtue of law upon the occurrence of the conditions referred to in Article 42(1) or (7) of the Act on the Police. Restoration to service does not, however, mean admission to the service. A police offi cer must declare readiness for immediate service in order for the supervisor to verify whether he/she has all of the qualities that are necessary to perform it. The conditions contained in Article 42(2) and (3) of the Act on the Police must be completed in order for the police offi cer to be appointed to an official post.

Leaving the UE by the UK has brought a number of consequences for bilateral Polish-British police and justice cooperation. The subject of the article was to present legal regulations, which provide the basis for international cooperation for British law enforcement agencies. The author analyzed and then evaluated the effectiveness of instruments of mutual cooperation. The articles focuses also on the assessment of Brexit consequences and its possible impact on the Polish-British police cooperation. It is worth emphasising that cross-border law enforcement cooperation - which includes police, customs, secret services and other law enforcement agencies, mainly concerns the most serious threats such as terrorism, organised crime, human traffi cking, money laundering, drug traffi cking or cybercrime. The article shows that the most unfavourable changes result from dropping the Schengen acquis by the United Kingdom - is disconnection from the second generation Schengen Information System. The article includes also information about The Agreement on Trade and Economic Cooperation between the European Union and the European Atomic Energy Community and the United Kingdom of Great Britain and Northern Ireland, which has retained a number of important mechanisms for effective police cooperation between EU Member States and the United Kingdom. But although, as mentioned in the article, the Trade and Cooperation Agreement between the European Union and the United Kingdom provides upgrades of the tools of police and judicial cooperation, it is a matter of practise to verify these as sufficient.

The Polish Financial Supervision Authority (hereinafter: KNF) is the key element of the economic security system of the Polish State. By establishing the KNF, the Polish legislator applied the concept of integrated financial supervision (covering bank supervision, insurance supervision and capital market supervision) located outside the central bank. The KNF has been vested with a broad mandate, including powers to supervise authorised entities. However, the scope and nature of measures available to the KNF in the prevention of economic crime are determined by the institutional position of the KNF, which has not been established as a law enforcement authority or a uniformed or special service but rather an institution engaged in the fight against economic crime by providing expertise, supporting other state services specialised in this area. The KNF and the Office of the Polish Financial Supervision Authority (hereinafter: UKNF) actively support, among others, the police units that fight crime in the financial market and work to increase the economic security of the Polish State. Therefore, it is imperative to ensure broad and efficient cooperation between the police and the KNF. However, such collaboration must not be limited to relations between the institutions’ management; it should also involve, as far as possible, working and operational activities carried out at both institutions by individuals responsible for day-to-day tasks. This paper provides a closer perspective on the formal and organisational framework of said cooperation and discusses its examples.
