Opis:
Concession for mineral prospecting and mining, issued by governmental authorities according to the geological and mining law, is the obligatory exigency in Poland. The basic aim is the reasonable utilization of mineral resources as a non-renewable part of the environment, necessary for everyday life and sustainable development of society. The existing mode of concession procedure is imperfect. The most important changes should include 1) obligatory presentation ofprospecting projects, 2) determination of the time of mining concession validity, allowing development of the total evaluated deposit reserves, and 3) insurance against concession abandonment before exhausting of the total deposit reserves designed for mining.

Opis:
Main frames of the now-a-day Law of Vietnam on prospecting, exploration, mining and processing of minerals has been presented. Within the scope of this article are included : Mineral Law (provides for the management, protection and basic geological surveys of mineral resources and mineral activities including prospecting, exploring, mining and processing of minerals in solid and gaseous forms, mineral water and natural thermal water, except oil and gas and other types of natural water, which shall be subjected to separate legal regulations), Law on amendments and supplement of some articles of the Mineral Law (amends and supplements some articles of the above mentioned Mineral Law) and Decree of the Government stipulating detailed provisions on the implementation of the law on amendment and supplement of some articles of the Mineral Law (provides detailed regulations for the implementation of the Mineral Law and of the Law on amendments and supplement of some articles of the Mineral Law). The possibilities of the geological mining activities of foreign entrepreneurs in Vietnam have been presented. Some indications of the legal-organizational origin, valuable to undertake successful activity, have been suggested.

Opis:
The Polish Geological and Mining Law (The Act) determines two types of mineral deposit ownership: State Treasury Ownership (STO) and Land Ownership (LO). The Act introduces the term - mining usufruct (term adequate to mining lease) that concerns extracting of STO or geological activity in rock mass belonging to the State. The Minister of Environment, on behalf of the State and with the exclusion of other persons, can benefit from the subject of mining properties or dispose of its right to STO exclusively by establishing mining usufruct. The establishment of mining usufruct shall take place in the form of a written agreement between the State and entrepreneur and requires paying predetermined remuneration to the State. The authors conclude that the Act contains imprecise regulations concerning the lower limit of land property. This causes numerous difficulties in recognizing which parts of land property belong to the State Treasury and which belong to the land owner. The authors suggest that it is necessary to differentiate in the Act two kinds of activities and consequently two types of agreement between the State and entrepreneur: 1) agreement of mining usufruct, and 2) agreement of geological usufruct.

Opis:
On June 30, 2021 the Polish Minister of Climate and Environment announced the boundaries of five areas dedicated for the next, 6th tender round for hydrocarbon concessions in Poland, planned for the second half of 2022. These are: Block 413-414, Block 208, Cybinka-Torzym, Zielona Góra West, and Koto tender areas. The main exploration target of these areas is related to conventional and unconventional accumulations of gas and oil in the Carpathian basement, Carpathian Foredeep and Outer Carpathians (Block 413-414), as well as in the Carboniferous, Permian Rotliegend, Zechstein Limestone, and Main Dolomite (Block 208, Cybinka-Torzym, Zielona Góra West) and in the Mesozoic of the Polish Lowlands (Koto). The other way of granting hydrocarbon concessions in Poland is the open door procedure, in which an entity may apply for concessions for any other area.

Opis:
The abandoned Klecza–Radomice gold mining area in the Kaczawskie Mountains is prospective for new occurrences of vein-type gold deposits. Research of sulphide ore samples from old mining wastes confirmed a rich gold abundance in this area. Chemical bulk-rock analyses proved a high content of gold (up to 60 ppm Au) and a common occurrence of microscopic gold (mainly electrum). The application of geophysical VLF surveys showed a number of linear anomalies indicating the possibility of the emergence of new ore veins between the areas of former mining exploitation. This area is very promising for gold prospecting and should be the subject of further geophysical research using the induced polarization method (IP), and verified by shallow prospecting drillings. Execution of this type of comprehensive exploration and research work would open a completely new stage of prospecting for primary gold deposits in the Sudetes.

Opis:
Doctor Bolesław Bujalski (1888-1945) graduatedfrom Lviv University to become an outstanding Polish geologist and cartographer. His major fields of expertise included tectonics and structural geology of the Flysch Belt of the Outer Eastern and Western Carpathians and oil potential in these regions. His professional career included work for a petroleum company Towarzystwo Naftowe "Galicja" S.A. and the Polish Geological Institute. During the First World War, he served in the Austro-Hungarian army. Hefought on the Russian and Italian fronts and advanced to the rank ofLieutenant. After the war, in November 1918 Doctor Bujalski he joined the reborn Polish Army in the rank of Captain and took part in a battle called the Defense of Lviv in the Polish historiography. He also fought in the Polish-Soviet War in 1920. For his distinguished merits, he was awarded the highest military distinction of Poland, the Silver Cross of the War Order of"Virtuti Militari". During the Second World War, he headed the Relief Committee of the Central Welfare Council in Stanisławów, a charity organization operating in Poland under the German occupation. He tried to continue these activities after the entry of the Red Army into the Stanisławów area in 1944 to be soon arrested by the Soviet security services (NKVD) and die in a jail most probably in early 1945.

The article describes the development of exploration work in the field of unconventional hydrocarbon deposits (primarily shale gas) in Poland and presents the current progress of operations - number of licenses and license holders, completed drillings and special treatments (hydraulic fracturing). It also informs about the legislative changes planned by the governmental authorities whose aim is to boost the development of the oil and gas industry, as well as to ensure fair division of revenue from extraction of hydrocarbons between license holders, the State Treasury and local self-governments. The article also lists the most important initiatives of the Ministry of the Environment concerning the environmental and social conditions of shale gas exploration (environmental monitoring ofoperations and information and education activities).

Opis:
Unconventional gas by definition is economically less profitable and more difficult to extract then conventional gas. However, gradual depletion of conventional gas fields as well as large resources of unconventional gas make the latter an attractive target. Coalbed methane (CBM), tight gas and shale gas have been successfully developed in the US over the past two decades. Shale gas production has grown at the fastest pace in recent years and reached over 2 tcf in 2008, which is 6-fold increase since 1998. Key to success of unconventional gas development was Noncoventional Fuels Tax Credit introduced by the US government in 1980. This initial production growth of unconventional gas and shale gas in particular, was later sustained by the development of horizontal drilling and fracture stimulation technologies, economy of scale and increasing gas prices. Economics of producing shale gas is marked by bigger resource potential and, at the same time, lower production rates and higher drilling costs as compared to conventional gas, which entails adopting cautious investment strategies. Shale gas exploration strategies are also different from those of conventional gas and, initially, require an extensive source rock analysis and a big land position to identify "sweet spots". Shale gas exploration in Poland is in its infancy, being focused on the Silurian-Ordovician shale formation which is poorly explored and thus poses a significant exploration risk. Therefore, exploration companies have used a cautious approach which is reflected in planning of the concession activities divided in a few phases, with each successive phase contingent on the positive results of the preceding one. These phases include: existing data analysis, seismic, drilling an exploratory well with extensive core analyses prior to a pilot testing program using horizontal wells. On a technical level of shale gas exploration, the integration of many disciplines is required for commercial success. Potential barriers to shale gas exploration in Poland have been identified such as: regulations which are in favor of the domestic service companies impeding competition, changeable and unclear environmental protection regulations, as well as insufficient liberalization of the domestic gas market.
