Opis:
Within the framework of the Poland’s preparation to join the EU, it was necessary to establish new surveys and specialized organizations to cope with tasks to implement the water management policy defined in the Water Framework Directive approved by the European Parliament and Council in 2000. The establishment of the Polish Hydrogeological Survey (PHS) by the Water Act of 18 July 2001 imposed an obligation on the Polish Geological Institute to identify, balance and protect the groundwater as well as to define the principles of the sustainable water management in the river basins. Taking into account the achievements of the Department of Hydrogeology and Engineering Geology, the PGI was well prepared to fulfil the tasks of the PHS in every way: both professional and organizational one. From the mid 1970s the groundwater monitoring has been organized by the Institute as a hydrogeological stationary observation network in Poland. The cartographic projects run by the Institute and the Institute digital data bases with a huge amount of the hydrogeological data collected till 2000 have been very useful to the PHS activity. In subsequent 17 years the PHS has run on annual basis more than 30 permanent tasks as well as more than 10 many years projects essential for the national groundwater management. Until the end of 2017, the PHS activity had been funded by the National Fund for the Environment Protection and Water Management. Currently after the water management reform by the Water Act of 20 July 2017, the PHS is supervised by the competent minister for the water management (The Minister of Marine Economy and Inland Sailing), while funding is now by the National Water Authority Polish Waters.

Opis:
The current water balance of Poland points to significant opportunities to increase the degree of groundwater resource development while maintaining the minimum acceptable flow as a required environmental goal for water bodies. The direction and range of changes expected to occur by 2050 will be diverse, which can cause periodic threats as regards the full meeting the water needs of the population, economy and groundwater-dependent ecosystems. Any supplementation to the activities for groundwater bodies indicated in water management plans, being currently updated for individual areas, and a considerable increase in expenditures for their implementation would contribute to better protection of groundwater resources and their optimal use.

Opis:
Model investigations were performed to determine the groundwater circulation system in the catchment area Andrzejówka and Milik streams. The results of these studies allowed to assess the renewability of groundwater resources. Documentation of disposable resources was prepared in the separate units water balance area for fresh and therapeutic water. These measures allowed to define the conditions of groundwater use in the analyzed area. This object was achieved through the development of a multi-layer mathematical model using the software package “Visual MODFLOW”, v. 4.3. According to the authors, the main advantage of the model is its ability to provide a coherent concept for the conditions of circulation and exchange of water with using most of the available direct and indirect data. The model in this present form is suitable for regional assessment of water circulation conditions including more than ever precise definition of renewable and disposable resources and water management balance, both fresh and therapeutic water.

Opis:
In order to better constrain the hydrogeological conditions to the depth of 50 m in the area of water extraction for Wroclaw city, a multi-faceted geophysical survey has been applied. We have combined electrical resistivity tomography (ERT), ground penetrating radar (GPR) and magnetic resonance sounding (MRS) techniques. The results of geophysical investigations indicate the presence of three rock layers with different permeability. The first layer, up to 2 m below ground surface, represents a discontinuous horizon composed of impermeable rocks. The next one, a porous and permeable stratum (aquifer) with a thickness of approx. 5-10 m, comprises saturated sands and gravels. The observed aquifer is characterized by good hydrogeological parameters, wherein hydraulic conductivity (k) equals 5 X 10-4 m/s and porosity reaches 23%. The third layer, below 10 m, is composed of loamy impermeable sediments intercalated with moraine till. At greater depths (>20 m) they are still loamy rocks, but occurring with interbeds of sands (sandy loam). This is confirmed by the hydraulic conductivity in the order of 10-6 m/s, which is typicalfor semi-permeable rocks. Noteworthy, no additional aquifers have been observed to the depth of 50 m.

Opis:
Hydrogeological cartography, intensively developed in Poland over the last several years, is an essential tool for conducting hydrogeological, economic and environmental analysis of the conditions of groundwater occurrence, undertaken for designing new projects and hydrogeological investigation, design work and hydrogeological studies, looking for areas with particularly favorable conditions for the recognition of groundwater, hydrogeological regionalization for economic needs, planning groundwater monitoring locations, assessing quantitative and chemical status of groundwater, planning and developing programs for the protection of groundwater. Cartographic data produced using digital GIS techniques, are the primary resource for information about the conditions of groundwater occurrence, together with their quantitative and qualitative characteristics. Information gathered in the database of Hydrogeological Map of Poland (MhP) is necessary for preparing analyses by the Polish Hydrogeological Survey, such as status assessments, forecasting changes in groundwater quantity and quality and identifying threats to groundwater resources.

The industry related to the extraction of hydrocarbons from unconventional deposits (shale gas, tight gas, shale oil), developing intensely since the beginning of the 21st century, requires a comprehensive approach to environmental issues arising from the commonly used technology. Because of the hydrauling fracturing process, groundwater management issues are the most important. Analyses should be performed for the aspects of the project's water needs, water circulation system in the process, definition of the water sources, as well as for the issues related to the protection of surface and ground waters in the area of geological operations. In the light of the current European debate about the safe use of unconventional hydrocarbons, the need for integrated water management is particularly important.

The long-term exploitation of sulphur deposits in the Tarnobrzeg region along with intense groundwater drainage caused a change of hydrodynamic and hydrogeochemical conditions. After the finishing of mining activities, the area has been reclamed, causing a return to near-natural conditions. Therefore, the geological and hydrogeological conditions are currently close to natural. This area is prospective for extraction of mineralized sulphide waters and their use in balneotherapy.

Opis:
The "Oczkowice” brown coal deposit composed of Neogene sediments was documented between 2011-2014 in SouthWest of Wielkopolska region. The lignite deposit, located between Miejska Górka and Krobia communities, occur 110-140 m below the surface. The designed open-pit mining requires the Quaternary and the Neogene-Paleogene aquifers to be drained and depleted up to the depth of 115-165 m for at least 50 years. The article is based on a hydrogeological expert report (Dąbrowski et al., 2015) and presents both analytical and model calculations as well as potential risks to the environment and water management of south-western Wielkopolska region. According to the expert estimation, the initial output resulting from draining of sector I would reach 4930 m3/h (81.7 m3/min). Thereafter, it would be reduced to 3520 m3/h (58.7 m3/min) at the end of sector I mining. The radius of depression cone of the Quaternary structures would be up to 3-10 km far away from the open-pit but it would be widespread by ca. 20-25 km in the Neogene-Paleogene basins. According to the calculations the groundwater losses caused by the "Oczkowice” open-pit draining would attain 59% resources of the Quaternary structures and 92% of the Neogene-Paleogene basins in the Gostyński district and 45% and 62%, respectively, in the Rawicki district. Reducing the piezometric pressure of the Neogene-Paleogene basins would result in increasing the chloride water ascension of the underlying basement and consequently its discharge to rivers.

Water Framework Directive

Opis:
TheWater Framework Directive (WFD) established in 2000 expresses a general EU policy orientated towards protection, sustainable utilization and improvement of the quality of water bodies. Poland signed the accession treaty with the European Union in 2004. It was automatically obliged to comply with tasks specified in existing European directives. It was for that reason that in 2002, when Poland was preparing for accession to the EU, Poland transposed the requirements of the EU Water Framework Directive into the Polish legal document concerning the State’s water policy known as theWater Act. Fulfilment of the WFD’s objectives was defined in theWater Act through works of the Polish Hydrogeological Survey (PHS) established in 2002 within the Polish Geological Institute, following implementation of the Water Act. Since 2007, PHS received new duties resulting from the EU Groundwater Directive (2006/118/EU) on the protection of groundwater against pollution and deterioration (Official Journal EU L 372 from 12.12.2006). There are also hydrogeological obligations that result from another piece of national legislation called the Geology and Mining Act regarding thermal, saline and mineral waters, which are classified in Poland as mining resources. Fresh water resources are within the scope of the Water Act. At present, we observe a significant increase in usage of these resources, especially for geothermal energy and for recreational and therapeutic uses. Nevertheless, even curative waters must be considered in a systematic way, in connection with surface water and shallow groundwater, as their availability is controlled by infiltration from shallow groundwater or directly from infiltrating rivers and streams. Groundwater bodies delineated by the PHS have to be monitored and results of this monitoring are further transposed to river basin action plans. Some groundwater bodies are situated along the Polish boundary zones and these have to be controlled by both sides: PHS and the corresponding services of the neighbouring countries. The most important task for both sides is to achieve good groundwater status for trans-boundary groundwater bodies, water supplies for citizens and water dependent ecosystems. There are legal, organizational and research tasks within the monitoring schemes and water management planning projects, which belong to the duties of the PHS.
