    The importance of transport for sustainable development has become significant at the UN conference on Environment and Development in Rio de Janeiro as early as 1992. In the United Nations 2030 Agenda, which contains a total of 17 sustainability goals, sustainable transport has been anchored as a cross-cutting theme. In particular, emissions associated with transport are a problem for the sustainable development goals and have to be reduced. The objective of this paper is to analyze transport-related indicators in relation to sustainable development in the period from 2005 to 2016 at the national level. The method of secondary analysis is used. The results demonstrate only one indicator corresponding to the goal of sustainable development. However, two indicators do not correspond to a sustainable development in the considered period. Thus, appropriate measures have become necessary for these particular facts promoting a sustainable development.

    Celem opracowania jest ukazanie znaczenia kolejowej infrastruktury transportowej jako elementu zrównoważonego rozwoju kraju. W opracowaniu przedstawiono stan transportu kolejowego w Polsce oraz analizę założeń projektu Strategii zrównoważonego rozwoju transportu do 2030 roku, skierowanego do konsultacji przez Ministerstwo Infrastruktury 9 listopada 2018 roku. Badania, których wyniki przedstawiono w opracowaniu, prowadzone były metodą reprezentacyjną zgodnie z postanowieniami Rozporządzenia Parlamentu Europejskiego i Rady (UE) nr 70/2012 z dnia 18 stycznia 2012 roku w sprawie sprawozdań statystycznych. W 2017 roku transportem kolejowym przewieziono ogółem 239,5 mln ton ładunków, o 7,6% więcej niż w 2016 roku. Pomimo że wyniki badań z roku na rok są coraz lepsze dla transportu kolejowego, nie mogą być w pełni satysfakcjonujące. Udział przewozów ładunków w rynku kolejowym powinien być zdecydowanie większy. Projekt Strategii zrównoważonego rozwoju transportu zakłada w latach 2015–2030 wzrost transportu drogowego minimum o 196 mln ton, a transportu kolejowego o minimum 30 mln ton, czyli 6,5-krotnie mniej niż transportu samochodowego. Zrównoważenie kosztów infrastruktury kolejowej z infrastrukturą samochodową jedynie w niedużym stopniu może poprawić konkurencyjność kolei. Nieodzowne jest więc podjęcie takich działań niezwiązanych z opłatami w transporcie kolejowym, które poprawią konkurencyjność transportu kolejowego względem transportu samochodowego.
    The aim of the study is to show the importance of railway transport infrastructure as an element of sustainable development of the country. The study presents the state of railway transport in Poland and the analysis of the assumptions of the Sustainable Transport Development Strategy Project until 2030, addressed to consultations by the Ministry of Infrastructure on 9 November 2018. The research results presented in the study were conducted using the representative method in accordance with the provisions of Regulation (EU) No 70/2012 of the European Parliament and of the Council of 18 January 2012 on statistical reports. In 2017, a total of 239.5 million tons of cargo was transported by rail, ie by 7.6% more than in 2016. Al-though research results from year to year are increasingly improved by rail transport, however, they can not be fully satisfying. The share of rail freight transport should be much larger. The draft of the Strategy for Sustainable Transport Development until 2030 assumes an increase in road transport by a minimum of 196 million tons in 2015–2030, while railway transport increases by at least 30 million tons in 2015–2030, which is 6.5 times less than in road transport. Balancing the costs of railway infrastructure with the car infrastructure can only slightly to improve the competitiveness of the railways. Therefore, it is indispensable to undertake such activities unrelated to rail transport charges, which will improve the competitiveness of rail transport in relation to road transport.

    Infrastruktura transportu w Polsce nie odpowiada wymaganiom zrównoważonego rozwoju, czego skutki odczuwalne są przez całą gospodarkę, m.in. wskutek kongestii, ograniczonej dostępności regionów czy osłabienia pozycji konkurencyjnej polskich portów morskich. Sposobem na złagodzenie problemów dostosowania infrastruktury transportu do potrzeb gospodarki może być rozwój śródlądowych dróg wodnych, zwłaszcza tych, które mogłyby odciążyć transport na zapleczu portów morskich, czy zmniejszyć kongestię na drogach. Alternatywą dla kolei dużych prędkości, która jest w Polsce bardzo kontrowersyjna, może być koncepcja hyperloop. Sposobem na zrównoważony rozwój transportu jest również wdrażanie rozwiązań infrastrukturalnych umożliwiających integrację gałęzi transportu.
    Transport infrastructure in Poland does not meet the requirements of sustainable development, which is felt by the whole economy, among other things due to congestion, limited accessibility of regions or weakening the competitive position of Polish seaports. The way to mitigate the problems of adaptation of transport infrastructure to the needs of the economy may be the development of inland waterways, especially those, which could relieve the transport problems in the seaport hinterland or reduce the congestion on the roads. An alternative to high-speed rail, which is very controversial in Poland, may be the concept of hyperloop, The way to sustainable transport development is also to implement infrastructure solutions, that enable the integration of transport modes.

    W artykule została przeanalizowana oraz oceniona obecna struktura przewozów lądowych ładunków w Polsce oraz pozostałych krajach Unii Europejskiej. Ocenie został również poddany trend, jaki w ramach przeprowadzonych prognoz będzie miał miejsce w przyszłej perspektywie. Analiza została oparta na badaniach wtórnych, a wyniki ocenione pod kątem realizacji założeń idei zrównoważonego rozwoju. W artykule została podjęta próba odpowiedzi na pytanie o przyszłe tendencje dotyczące potrzeb przewozowych, które kształtowane są poprzez wspólną politykę Unii Europejskiej stanowioną z potrzeby realizacji idei zrównoważonego rozwoju. Wyniki badań wskazały szanse na przesunięcie międzygałęziowe z transportu samochodowego na kolejowy, co jest zgodne z założeniami paradygmatu przesunięć międzygałęziowych. Wskazuje się jednak, że w celu podniesienia prawdopodobieństwa realizacji zakładanego celu związanego z przesunięciami międzygałęziowymi należy się skupić na wykorzystaniu narzędzi oraz koordynacji działań, które pomogą osiągnąć wyznaczone cele.
    The article analyzes and assesses the current structure of freight transport in Poland and other EU countries. Forecasts that will take place in the future perspective was also evaluated. The analysis was based on the secondary researches and the results were evaluated in terms of realizing the assumptions of the idea of sustainable development. In the paper will be attempted to answer questions about future trends within the European Commission’s objectives established because of the need to implement the idea of sustainable development. The results of the research indicated the chances of an modal shift from road to rail transport, which is in line with the paradigm of the modal shift. It is pointed out that in order to raise the probability of achieving the assumed goals related to modal shift, the focus should he ont the use of tools and coordination of activities that will help achieve the set goals.

    W artykule przedstawiono znaczenie i kierunki działań wpływających na rozwój elektromobilności w Polsce. Przybliżono założenia Programu Rozwoju Elektromobilności i wskazano na oczekiwane efekty i zakładany czas jego wdrażania. Przedstawiono instrumenty stymulujące popyt na pojazdy elektryczne oraz przywileje, z jakich będą mogli korzystać użytkownicy tych pojazdów. Podano także przykłady zachęt i stosowane w innych krajach rozwiązania, których zadaniem jest upowszechnienie pojazdów elektrycznych. Celem artykułu jest określenie poziomu zaawansowania Polski w realizację założeń programu elektromobilności i wpływu podejmowanych działań na kształtowanie transportu zrównoważonego.
    The article presents the importance and directions of activities affecting the development of electromo bility in Poland. The assumptions of the Electromobility Development Programme were presented and the expected effects and assumed time of its implementation were indicated. Instruments stimulating the demand for electric vehicles and privileges to be used by users of these vehicles have been presented. There are also examples of incentives and solutions used in other countries, whose task is to popularize electric vehicles. The aim of the article is to determine the level of Polands advancement in the implementation of the objectives of the electromobility program and the impact of taken actions on the shaping of sustainable transport.

    Celem badań przedstawionych w opracowaniu jest analiza przestrzennej jednorodności (niejednorodności) rozwoju Unii Europejskiej w obszarze zrównoważonego transportu. Badanie jednorodności rozwoju Unii w tym obszarze przeprowadzone zostało przy użyciu rachunku wektorowego na podstawie danych dotyczących zrównoważonego transportu prezentowanych w bazie Eurostat. Pomiar zrównoważonego rozwoju jest zagadnieniem dość często przywoływanym w literaturze przedmiotu. Nadal jednak otwartą kwestią pozostają problemy związane z identyfikowaniem i pomiarem różnych obszarów tego rozwoju, w tym także dotyczące zrównoważonego transportu. Wyniki przeprowadzonych analiz potwierdziły znaczne zróżnicowanie krajów Unii Europejskiej w tym obszarze, co oznacza między innymi brak spójności i małą integrację podejmowanych działań w tym obszarze.
    The aim of the research presented in the paper is to analyze the spatial homogeneity (heterogeneity) of development of European Union in the field of sustainable transport. The examination of the spatial uniformity in this area has been carried out on the basis of the vector calculus. In the conducted research the data for sustainable transport presented in the Eurostat database has been used. The measurement of sustainable development is quite often presented in the literature. Still an open question there are problems related to the identification and measurement of the different areas of this development. The study focused on the area of sustainable transport. The results of the analysis confirmed a significant diversification of the EU in this area.
