    The paper starts with a presentation of the conformity proving principles, which are utilized all over the European Union as a basis for the common market. Then, it shows how these principles are being applied in the case of railway transport, taking into account European and national requirements. It describes European requirements applicable before and after implementation of the fourth railway package. It also shows different complementary requirements. The paper ends with a short overview of the Railway Research Institute test capabilities and formal authorisations.

    Opis:
    Maintaining the railway infrastructure in a condition ensuring safe railway traffic is the basic responsibility of railway infrastructure managers resulting from the Rail Transport Act. Elements of the railway infrastructure are subject to difficult atmospheric conditions as well as changing dynamic loads resulting from the operation of a given part of the infrastructure. The lack of proper maintenance of tracks adversely affects their operation: lowering the permissible speed, reducing driving calm, decreasing the safety of railway traffic, increasing the degradation of aggregate and railway subgrade, as well as increasing the influence of dynamic impacts on the surrounding buildings. The following article presents an analysis of maintenance tasks performed at 5 different locations. For the purposes of the article, data were collected in 2016−2018 on 100 km of track from daily reports performed by qualified supervisors managing maintenance brigades. The aim of the article is to present the results of the collected data, to analyze the most common maintenance tasks, to determine the root causes that result in the need to perform specific tasks and to propose remedies. The aim of the research was to achieve market competitiveness by minimizing costs because today’s performance of duties related to the maintenance of railway infrastructure is characterized by very high costs associated with high workload, repair technology, the need to use specialized equipment, and temporarily exclude a part of the line from traffic. The research was carried out in a company which is a manager of railway infrastructure.

    Największy poziom integracji procesów oraz ich harmonogramowania występuje w systemie transportu szynowego. W związku z tym pojawia się wiele problemów związanych z teoretycznym opisem rzeczywistego systemu. W artykule rozwinięto najbardziej istotne problemy powstające w badaniach niezawodności systemów kolejowych oraz motywację modelowania zdarzeń o małych skutkach. Wykazano, że zdarzenia o pozornie małym znaczeniu mają wpływ na powstanie poważnych wypadków kolejowych. Przeprowadzona inwentaryzacja źródeł informacji na temat zdarzeń niepożądanych w systemie transportu szynowego umożliwiła dokonanie podziału źródeł w zależności od rodzaju analizowanego problemu. Wskazano także na potencjał danych eksploatacyjnych zbieranych już w systemie wraz z przykładowymi modelami. W dalszych badaniach planowane jest opracowywanie modeli teoretycznych pozwalających na ocenę rozkładu jazdy, co z założenia umożliwi przeprowadzenie działań optymalizacyjnych podnoszących punktualność minimalizując jednocześnie niepotrzebne rezerwy czasowe. Artykuł jest syntezą dotychczasowych zrealizowanych badań niezawodności i bezpieczeństwa systemu transportu szynowego.
    The highest process integration and scheduling level applies to the railway transportation system. At this moment the research is focused on the transportation process in relation to the railway system reliability. Accordingly, there are a number of problems related to the theoretical description of the real system. The paper shows the most important problems arising during reliability research of railway systems. It also shows motivation for modeling of events with small effects. The paper shows events are seemingly insignificant, but have influence on occurrence of serious rail accidents. A review of information sources on unwanted events occurring in the railway transportation system was made. It has allowed to make a distribution of sources depending on the nature of analyzed problem. It was also pointed the research potential of operational data collected already in the system, but currently not widely used. The overall conclusion is that the carried out investigation is very promising and is now moving to the formulation of a general theoretical model and further development of simulation models, to-wards the freight trains. The development of theoretical models for timetable assessment will allow a priori optimization activities which increase punctuality while minimizing unnecessary temporary reserves. As a result, the attractiveness of railway transportation should be improved. The paper is a synthesis of carried out research on the issues of reliability and safety of railway transportation system.

    Wyniki prac badawczych wskazują, że należy liczyć się z długofalowymi zmianami klimatu wymagającymi przystosowania sektora transportu kolejowego do tych zmian. W artykule scharakteryzowano Umowne Kategorie Klimatu obejmujące mróz, śnieg, deszcz, wiatr, upał, mgłę oraz przedstawiono w skali liczbowej 0–3 wrażliwość transportu drogowego i kolejowego na poszczególne kategorie. Przeprowadzono analizę przewidywanych zmian Umownych Kategorii Klimatu w perspektywie do 2090 roku stwierdzając, że nastąpi zmniejszenie liczby dni chłodnych, wzrost temperatury, zmniejszenie liczby dni z pokrywą śnieżną i wzrost opadów. Te zmiany mogą mieć negatywny wpływ na bezpieczeństwo infrastruktury transportowej i dlatego konieczne jest określenie niezbędnych działań adaptacyjnych w projektowaniu, budowie i eksploatacji infrastruktury. Obszarem takich działań mogą być m.in. instrukcje wewnętrzne PKP PLK zawierające odniesienia do warunków klimatycznych, jak np. monitoring konstrukcji wrażliwych na podwyższoną temperaturę.
    The test results reveal that long term climate changes are unavoidable, which require activities to be undertaken to prepare the railway transport accordingly. The article characterises provisional climate categories including frost, snow, rain, heat, fog and the vulnerability of road and railway transport to those elements has been evaluated in a scale from 0 to 3. Changes in the provisional climate categories have been analysed in a time perspective to 2090, stating that there will be a tendency of reducing the number of colder days, increasing of temperature, reducing of number of days with snow cover and increase of rain falls. Such changes may have negative impact on safety of transport infrastructure, hence it is necessary to take precautions in designing, construction and operation of the infrastructure. This can be done in the area of e.g. internal instructions of PKP PLK containing references to the climate conditions, such as e.g. monitoring of structures vulnerable to higher temperature.

    W artykule przedstawiono problem ograniczenia palność tworzyw sztucznych stosowanych w transporcie szynowym, zwłaszcza w konstrukcji taboru kolejowego. Opisano proces palenia się materiałów polimerowych i mechanizmy, jaki nimi rządzą. Dokonano przeglądu środków opóźniających palenie się tworzyw, analizując działanie związków organicznych (halogenowych), tlenków antymonu, fosforu i układu azotu - fosfor oraz związków rozkładających się z wydzieleniem wody. Scharakteryzowano wady i zalety wspomnianych środków uniepalniających. W podsumowaniu podkreślono potrzebę stosowania w taborze kolejowym materiałów polimerowych, spełniających wymagania bezpieczeństwa pożarowego, zarówno ludzi, jak i środowiska. Konieczne jest prowadzenie intensywnych badań nad poszukiwaniem tworzywa z dodatkiem takiego antypirenu, który będzie skuteczny i bezpieczny dla środowiska, a jednocześnie umożliwi zachowanie wymaganej wytrzymałości.
    The problem of the reduction in flammability of plastics used in the rail transport and in the rolling stock manufature in particular is described. Process of combustion of polymer materials as well as relevant burning mechanisms were described. A review of flame inhibitors for plastics is presented as well as analysis of the performance of organic compounds (halogen group), antimony and phosphorus oxides and nitrogen-phosohorus system, as well as compounds releasing water upon their decomposition. Good and bad points of flammability inhibitors have been described. In the Summary it was emphasized that polymer materials used in construction of the rolling stock should comply with the requirements of the fire safety regulations - related both to humans and the environment. It is necessary to conduct intensive research work in order to find material that would contain effective and environmentally safe fireproofing compound while retaining the required mechanical strength.

    W artykule opisano ogólną strukturę funkcjonalną systemu SMS oraz wyspecyfikowano elementy niezbędne do jego prawidłowego funkcjonowania. Przytoczono podstawowe europejskie i krajowe akty prawne, na podstawie których działa system SMS. Dokonano specyfikacji podmiotów operujących na obszarze dworców kolejowych oraz określono zakres współdziałania tych podmiotów przy likwidacji zagrożeń. Opisano rodzaje zagrożeń, które występują lub mogą wystąpić podczas eksploatacji dworców kolejowych oraz przytoczono orientacyjne dane dotyczące liczby przestępstw, wypadków i zdarzeń na dworcach kolejowych.
    The paper describes general functional structure of the SMS system, as well as specifies the elements necessary for its proper functioning. Essential European and domestic legal documents being a basis for the functioning of the SMS system are quoted. Specification of the subjects active on the premises of railway stations is given, as well as the range of cooperation between these subjects in elimination of these risks is defined. Types of risks occurring or likely to occur during operation of railway stations are described, as well as approximate information related to number of offences, accidents and occurrences in railway stations is given.
