This article is an introduction to the issue of integrating rail transport with the local public transport system in the Urban Functional Area of Olsztyn. It presents the definition of the said area and the current information on the possibilities of rail transport within it, derived from strategic documents and public debate. This is followed by a detailed description of the technical conditions of the railway infrastructure in the Urban Functional Area of Olsztyn, taking into account investments carried out in recent years, those in progress and those planned, as well as a description of the rail transport services provided. Th e final part of the article presents the principles of operation of public transport in Poland and some Polish examples of organisational integration. Th e authors intend to continue the discussion in a further publication.

This article attempts to organize concepts, classifications and methods of measurement, as well as to identify the factors affecting the accessibility of transport. The available reference literature does not offer a uniform, clear and unambiguous definition of transport accessibility. Due to the necessity for a change in the direction of transport policy in relation to the development of transport, the need for a more precise interpretation of transport accessibility, essential to research or practice, has been emphasized herein. The accessibility of transport as an economic category is placed in the areas of both the supply of services and transportation needs. The importance of the issue of transport accessibility stems from the role played by transport – an area of crucial importance in ensuring economic growth of the country. The passenger transport market in Poland is an example of the significance of the linear and nodal transport infrastructure as a factor determining the quality of transport accessibility. There is also emphasis on the necessity for a gradual modernization of the transport infrastructure with the aim of improving the level of services to guarantee that the quality-related needs of today’s customers are met.

W artykule przedstawiono jakościową ocenę stanu toru zmodernizowanej linii kolejowej przed oraz po regulacji toru w płaszczyźnie poziomej i pionowej. Do badań wybrano zmodernizowany odcinek eksploatowanej linii kolejowej nr 271 Poznań – Wrocław. Scharakteryzowano wybrane usterki nawierzchni oraz określono pracę eksploatacyjną wykonaną przed ich usunięciem. Przedstawiono wybrane wyniki pomiarów stanu toru metodą pośrednią oraz bezpośrednią, a także długości występujących fal. Porównano z wartościami odchyłek dopuszczalnych według obowiązujących przepisów. Dokonano pomiarów odpowiedzi dynamicznej pojazdu pomiarowego, rejestrując przyspieszenia drgań w wybranych miejscach układu biegowego. Przeprowadzone badania i analizy wykazały, iż pomiary układu geometrycznego toru kolejowego wykonane metodą pośrednią oraz bezpośrednią mają podobny charakter przy odmiennych wartościach. Różnice pomiędzy uzyskanymi wynikami wpływają na obliczane wskaźniki jakości oraz powodują odmienną ocenę stanu toru przy założonych odchyłkach dopuszczalnych. Wyniki odpowiedzi dynamicznej pojazdu pomiarowego przed i po regulacji toru wskazują na poprawę stanu toru. Wykonane badania są częścią pracy mającej na celu określenie stopnia degradacji infrastruktury w funkcji obciążenia całkowitego.
Article shows quality assessment of surface modernized railway track before and aft er correct process. Object of research is modernized and exploitation section railway lines no. 271 Poznań – Wrocław. Shown selected defects of track geometry and estimated traffic load. Moreover shows selected results of direct and indirect track geometry measurement and wavelengths of track geometrical irregularities was found. Results of analysis was confronted and referenced to current regulations. Simultaneously recording car dynamic response was measurement. Results analysis shown direct and indirect measurement of track geometry, wavelengths of track geometrical irregularities were similar but their amplitude was different. Difference between results affect to rail quality index and to assessment of rail state. Measurements made on the same track indicate, that the wavelengths of irregularities did not change, but their amplitudes are changed. Results of vehicle dynamic response before and after correct process confirm improvement.

W artykule przedstawiono systemy eksperckie, informacyjne i inne wspomagające zarządzanie infrastrukturą kolejową. Artykuł zawiera podstawowe informacje dotyczące proponowanego Systemu Wspomagania Zarządzania Infrastrukturą i opisuje założenia systemu, dane i wskaźniki. W podsumowaniu artykułu stwierdzono, że obecnie PKP PLK S.A. wykorzystuje przeważnie systemy informacyjne, które dostarczają jedynie opisowych informacji o obiektach infrastruktury kolejowej. Istnieje więc potrzeba opracowywania systemów scalających istniejące aplikacje i umożliwiających bardziej wszechstronne wykorzystywanie gromadzonych danych.
The article presents expert, information and other supporting railway infrastructure management systems. This article contains basic information on the proposed PKP PLK S.A. Infrastructure Management Support System, describes the system assumptions, data and indicators. The article concludes that PKP PLK S.A. mainly uses information systems that provide only descriptive information about railway infrastructure objects and facilities. Therefore there is a need to develop systems that integrate existing applications and allow for more comprehensive use of collected data.

Opis:
Polityka transportowa Unii Europejskiej oraz przyjęta przez polski rząd Strategia Rozwoju Kraju 2007-2013 wskazują na potrzebę zwiększenia udziału transportu kolejowego w przewozach pasażerów i ładunków. Wiąże się z tym konieczność budowy i modernizacji elementów infrastruktury kolejowej. Cechy ekonomiczne takich obiektów sprawiają, ze procesy inwestycyjne są czasochłonne i kosztowne, a ich efekty przez wiele lot wpływają na realizowane procesy transportowe. Racjonalną realizację przedsięwzięć inwestycyjnych może zapewnić wykorzystanie odpowiednich narzędzi informatycznych. Jednym z takich narzędzi, sprawdzonym podczas budowy i modernizacji obiektów infrastruktury kolejowej, jest pakiet symulacyjny Villon.
European Union transport policy as well as National Development Strategy for 2007-2013 accepted by the Polish Government both indicate the need to increase share of railway transport in passenger and freight services. This involves necessary construction and modernization of various railway infrastructure elements. Such investment processes are time-consuming and costly while their results have long-lasting effect on the carried out transport services. Efficient accomplishment of investment projects may be ensured if suitable information technology tools are used. One of such tools is the Villon simulation packet - that already turned out to perform well in railway infrastructure construction and modernization projects.

W artykule omówiono zagadnienia związane z modernizacją urządzeń sterowania ruchem kolejowym stosowanych na liniach kolejowych. Przeprowadzona analiza rynku linii o małym natężeniu ruchu wskazała korzyści wynikające z celowości realizacji inwestycji modernizacyjnych, a także przedstawiła obszary, w których jest możliwe poszukiwanie oszczędności wpływające na zbilansowanie inwestycji. W rozważaniach przedstawiono problemy związane z wyborem zakresu wykonywanych robót modernizacyjnych na liniach o małym natężeniu ruchu, a dla wybranych opcji przedstawiono analizę efektywności finansowej wybranych wariantów modernizacyjnych.
The paper discusses issues concerning the modernization of safety installations applied in the railway lines. Low density of traffic line market analysis has shown benefits of modernization investments and indicated the areas where savings influencing investment balancing could be achieved. Next, the issues related to the choice of the scope of modernization work in the lines with low density of traffic were presented, while analysis of financial effectiveness was prepared for selected modernization variants.

In the series of articles describing the aerodynamic phenomena caused by the passage of a train, the effects of a train running at high speed on itself, on other trains, on objects on the track and on people are characterized. This impact can be of two types – generated pressure and slipstream. Apart from the literature analysis, the author’s research is also taken into account. The third part presents the characteristic features of the slipstream and its impact on the environment (in the form of forces acting on objects) and railway infrastructure.

Railway infrastructure access rates, as an important element of the costs affecting the services offered to railway clients, are an object of interest in the context of transport sustainability and the promotion of railway transport. The pandemic caused by the SARS-CoV-2 coronavirus has spawned a crisis that has affected the railway sector in a significant way. In October 2020, the European Commission published a Regulation establishing measures for a sustainable rail market in view of the COVID-19 pandemic. The European Commission’s initiative of introducing a Regulation allowing for derogations from existing laws, as well as satisfying the urgent needs of the railway sector for the duration of the effects of the pandemic, may be a significant step towards a permanent leveling of the playing field for all of the branches competing in the transport sector. This article presents information in terms of the legal regulations concerning the charges for infrastructure use and outlines the assumptions of Regulation 2020/1429 (EU) of the European Parliament and of the Council.

Opisano pojęcia, które zawiera TSI. Omówiono najważniejsze elementy infrastruktury, ujęte w TSI oraz przedstawiono dla każdego elementu wybrane wymagania i zalecenia.
The paper presents selected requirements for railway stations included in the TSI (Technical Specification for Interoperability) - Subsystems: "Infrastructure" and "Rolling Stock" - Aspect: "Availability for persons with reduced mobility"). Terms used in the TSI are described and selected requirements and recommendations for each element are also presented.

Celem artykułu jest zaprezentowanie wstępnych założeń fi nansowania utrzymania dworców kolejowych ze środków publicznych. Wskazano, że jest to kwestia wymagająca rozstrzygnięcia, co wynika z systemu opłat istniejących w całym sektorze transportu. Jest również istotna w kontekście rozstrzygnięć podejmowanych przez Prezesa Urzędu Transportu Kolejowego w odniesieniu do opłat pobieranych od przewoźników kolejowych przez zarządców infrastruktury i operatorów obiektów infrastruktury usługowej. W artykule opisano istniejącą sytuację operatorów stacji kolejowych w odniesieniu do źródeł fi nansowania ich działalności, struktury właścicielskiej operatorów oraz kategorii pociągów zamawianych przez różnych organizatorów. Przedstawiono również kierunki unijnej polityki transportowej dotyczącej zasad kreowania systemu opłat wyrównujących warunki konkurencji międzygałęziowej. W artykule zaprezentowano rozwiązania dotyczące fi nansowania utrzymania obiektów stacyjnych (w tym dworców) w państwach Unii Europejskiej (poza Wielką Brytanią) o najdłuższej sieci linii kolejowych (Niemcy, Włochy, Francja). W podsumowaniu zaprezentowano zaś propozycje kierunkowych rozwiązań tego problemu na gruncie polskim.
