    Opis:
    The paper aims at diagnosing and evaluating the position of South Korea in contemporary, globalized economy. The basic problem of this publication is the assessment of South Korean economy internationalization in post-crisis period. The line of reasoning consists of four essential elements. At first socioeconomic situation in South Korea is presented and selected pro-development elements of its economic policy are discussed. The next part focuses on the analysis of South Korea’s engagement in international trade. Then South Korea’s participation in international transfer of capital in the form of form of foreign direct investment is described. Finally, international competitive position South Korea against the background of selected economies is shown. The research tools used in the paper include literature studies, descriptive and comparative analysis. The research proved a significant position of South Korea in international trade and world transfer of capital in the form of FDI.

    The changes in the structure of the world economy related to the proliferation of regional trade agreements (RTAs) are reflected in activities undertaken by the EU, which, due to the crisis of multilateral negotiations, seeks alternative forms of gaining access to other markets. Thus, it concludes new-generation trade agreements with its partners as they entail broader and more comprehensive liberalization of trade than that within the WTO. Among them, the agreement which deserves a closer scrutiny is the very first agreement of this kind, signed with an Asian country in 2011, which marked the beginning of a new era in EU-Korean trade relations. An analysis of the volume and dynamics of trade between the two partners indicates good results, particularly for the EU, which has changed its role from a net importer to a net exporter and strengthened its position as one of the key trade partners of South Korea.

    The paper notes that up until 1973 both North and South Korea had essentially comparable GDP per capita. Thereafter, it is argued that choices made by the DPRK were substantially influenced by recent history in terms of concentrating on the nuclear and ballistic missile programmes in order to meet the perceived need for security which overrode other possible choices. The development of the country`s natural resources – whether energy, mineral reserves and the potential of the populace – have mitigated the sanctions regime in place since 1948. This paper argues that, when considering North Korea, history is “everything” and has influenced the economic choices and development of the country.

    Dynamic industrialisation process that started in the 1960s changed South Korea from poor and underdeveloped economy into one of the largest economic and export powers with high GDP per capita. The developmental state was the fundamental determinant of success and spiritus movens of modernisation process. While taking enforcement measures, repressions against workers and society, as well as strong interventions in industry, farming and financial sector, the visible hand of state targeted the development and implemented ambitious economic goals. The policy affected the contemporary economy of South Korea. The goal of the paper is to explain the essence of Asian developmental state, show the most important actions implemented by Korean developmental state as well as disputes arising from these actions in the period of modernisation and the impact of these actions on contemporary socio-economic system in Korea.

    The article aimed to identify, to assess the environmental taxes in Poland and South Korea, and to indicate a potential area of cooperation - an exchange of experience on environmental taxes. The analysis covered data from the period 2000-2020. However, in some parts, due to the availability of data, the investigation was completed in 2014 or 2019. The research methods employed were a critical analysis of domestic and foreign literature, an analysis of Polish and Korean legal acts underpinning environmental taxes in a comparative approach, and an analysis of OECD data using simple statistical methods and benchmarking elements. Four environmental taxes were identified in Poland: an excise tax on types of products deemed harmful to the environment, a Vehicle Tax, a Forest Tax and an Agricultural Tax. In South Korea, three taxes were included: Individual Consumption Tax, Automobile Tax and Transportation, Energy, Environmental Tax. Environmental taxes in Poland and South Korea were evaluated positively, taking the fiscal and informative functions as criteria. However, it was shown that an exchange of experience would be desirable, particularly in the area of improving the implementation of the stimulating function of taxes that related to air pollution.
    Cele artykułu stanowią identyfikacja, ocena podatków środowiskowych Polski i Korei Południowej oraz wskazanie potencjalnego obszaru współpracy – wymiany doświadczeń w zakresie podatków środowiskowych. Analizą objęto dane z okresu 2000-2020. W niektórych fragmentach, ze względu na dostępność danych, analizę zakończono na 2014 lub 2019 r. Jako metody badawcze wykorzystano krytyczną analizę literatury krajowej i zagranicznej, analizę aktów prawnych polskich i koreańskich stanowiących podatki środowiskowe w ujęciu porównawczym, analizę danych OECD z wykorzystaniem prostych metod statystycznych oraz elementów analizy porównawczej. W Polsce zidnetyfikowano cztery podatki środowiskowe: akcyzę na rodzaje produktów, które zostały uznane za szkodliwe dla środowiska, podatek od środków transportowych, podatek leśny i podatek rolny. W Korei Południowej do tej grupy zaliczono trzy podatki: od konsumpcji indywidualnej, samochodowy i od transportu, energii, środowiska. Pozytywnie oceniono podatki środowiskowe w Polsce i Korei Południowej, za kryterium przyjmując funkcje fiskalną oraz informacyjną. Wykazano, że wymiana doświadczeń byłaby pożądana, w szczególności w obszarze poprawy realizacji funkcji bodźcowej podatków obciążających zanieczyszczenie powietrza.
