Opis:
The practice of social work shows that innovations in social work are introduced slowly and their application often meets with resistance from social workers. The article presents the results of a survey conducted in August 2015 among the employees of the Warsaw Social Welfare Centre. The research was largely exploratory (cognitive) and was aimed at identifying the concerns of employees connected with the separation of social work from administrative actions related to services provision. The purpose of the study was also to see how much interest in innovation there is in social work and to check how much knowledge on the subject the SWC employees have.

Opis:
The aim of this study is to present, on the basis of a case study of the Konopiska municipality, to what extent social assistance centres can use the social project to raise the parents’ care and educational competence and to promote correct parental attitudes. The article will discuss in detail the projects implemented by the Municipal Social Welfare Centre in Konopiska in the last eight years, including the project entitled „Rodzice na medal” („Perfect Parents”) which is the author’s bachelor’s thesis. In order for people experiencing problems related to parenthood to be able to obtain comprehensive assistance and professional knowledge, various types of special-ists were hired during the implemented projects, including a psychologist, pedagogue, dietitian, addiction thera-pist and sexologist. An important role in the projects was, of course, played by social workers, whose task was to conduct recruitment of parents and motivating them to actively participate in classes. Social workers also coop-erated with other institutions working for the benefit of the family in order to reach the largest possible number of people in need of strengthening the care and educational potential. The presented activities can be recom-mended as „good practice” and a voice in the discussion on the shape of social work with dysfunctional families and families experiencing difficulties in raising a child. The information contained in the article comes from project documentation, including applications for co-financing, reports on the implementation of tasks and correspondence exchanged between the Konopiska municipality and institutions providing subsidies.

subsidiarity principle
Opis:
The granting of non-cash benefits within the social welfare system, in particular care services and specialist care services, as well as services in the form of placement in a social welfare home has repeatedly been the subject of interest of administrative courts. The analysis of the judicial practice of these courts leads to the conclusion that the award of the services in question is based on the principle of subsidiarity. This principle plays a key role here. It is respected both at the stage of granting these benefits and their use by authorized persons. The case law used in this study confirms that the indicated services can only be awarded to persons who meet the requirements set out in the Law. The common element here is the inability to satisfy one's own efforts through the inability to use the help of people from the immediate environment, especially the family, which may result from various reasons. The indicated principle is also taken into account at the stage of using the services. It manifests itself, among others. in determining by the authority, the type, scope and form of assistance provided. In practice, this means that the subjective feelings of the person concerned, as well as their expectations do not affect the decision of the institution, which obviously is guided by the individual needs of the person, however determined objectively, while also taking into account the general principles and objectives of social assistance, such as also its ability to provide help. The subsidiarity principle is also reflected in the need to pay for services (as well as in the use of exemptions). Those using the services are primarily required to make this payment. The liability of other entities is exceptional, which also complies with the subsidiarity principle.

The proper education and care functions consist in organisation of the free time, teaching self-care, fulfilling psychical and social needs of the family members. Nowadays, many families are experiencing an emotional crisis, intergenerational relationships are disturbed, which in turn leads to educational difficulties. The family not always can perform its functions. Social assistance under the Act on family support and foster care system to support families experiencing care and education difficulties, offers many forms of help for these families. However, they are not always enough. The aim of the article is to present other family-supporting programs implemented by GOPS in Lubicz.

Opis:
In the light of the Constitution of the Republic of Poland the citizen has the right to health care. This also applies to elderly people in a nursing home (DPS). The deepening of indigestion, the coexistence of many diseases, their chronicity and the level of complications trigger the increase in demand for DPS for systematic, 24-hour geriatric medical care (medical care, nursing and rehabilitation services). Realizing the health needs of elderly people in DPS by health care providers is a source of controversy, hence the need for legislative changes to shift the burden of health financing in DPS to the Polish National Health Fund (NFZ).

Opis:
Due to the aging of societies the increased prevalence of patients with dementia is observed. Parkinson’s disease is one of the most frequent neurodegenerative disorders and occurs mainly among the people agedover 50 years. Caring for a person with Parkinson’s disease is not only exhausting physically and emotionally, but it also meanshigh financial costs. Caring is associated with a high risk of a decreasedquality of life, it is especially in case of the family caregivers who are emotionally attached to the patient. The article attempts to show the problems associated with caring for a person with Parkinson’s disease that set tasks for social work with a family experiencing disease and disability. The survey was conducted in July 2019 in the Podkarpackie Voivodeship, using the (In-Depth Interview – IDI technique. The study was qualitative. Its assumption was not to obtain representative data characterizing the family caregivers of people with Parkinson’s disease, but to try to capture how the problems associated with caring for this category of patients burden caregivers and to what extent they expect support (supporting supporters). Presenting the burden on family caregivers in the light of qualitative research made it possible to identify the specific tasks facing a social worker who works with the family of a chronically ill elderly person and to propose a training program for caregivers.
