The aim of the study is to show the mutual relations between the government administration and local government units in the conditions of the COVID-19 pandemic. The article uses the decision-making method in order to analyse the actions taken and the decision-making process. Discourse analysis is used to study the communication process between the government administration and local government administration. To analyse the legal acts adopted during the pandemic, an institutional and legal analysis was used. New, serious challenges related to the COVID-19 pandemic did not change the difficult, tense relations between the local government and the central administration, nor did they weaken the conflict between them. In the period of the epidemic, the current animosities, which had existed even before its outbreak, were reinforced. They were related to the dispute between the omnipotence of the state and decentralist tendencies. Additionally, new discrepancies, resulting from the consequences of the epidemic and radical actions taken in relation to it, arose.

This article presents, on the basis of the classification of actors of public policy presented by Suwaj and Wenclik, local government entities involved in the implemen-tation of public policies. Through examples of the functioning in practice, the image of the participants in local government is shown as “those that directly affect the shape of the (national) public policy, are directly involved in its creation”, a fact which results from belonging to the category of public administration. In turn, the remainder of the image is presented as local government entities “who are not directly involved in mak-ing decisions about the shape of public policy, although their opinions may be impor-tant in its shaping”. Such a view leads to the perception of municipalities, counties and provinces as entities “suspended” between the central authorities and the specific interests determined by local communities and the broadly understood local govern-ment sector.

The aim of the article is to indicate a new direction of research on the evolution of system models of local self-government in Germany in the perspective of communalization and de-communalization. Communalization can be used to explain legal regulations of a local government, which are similar to the South German model and, on the other hand, to explain how analogous regulations that strengthen the role of the legislative body, both in the municipal self-government and in the county self-government, function in the same federal states. De-communalization enables to investigate the role of starosta (Starost) in the organizational structure of county self-government. The core result of the study is the fact that on the basis of the three research criteria (geographic, historic, and the range of relations between legislative and executive bodies) the process of communalization of municipal self-governments and county self-governments in 11 federal states has been duly corroborated.

The aim of the study is to compare the institutional solutions and practical activities of the government and local government administration in two periods: the Second and the Third Republic of Poland. Because of the need to refer to the documents from the period of the Second Republic of Poland, it was necessary to refer to the historical method. The study is based on the comparison of two orders from different periods, therefore it was necessary to use the comparative method for the purpose of the analysis conducted. In the study also a system approach was applied to the analysis of institutional solutions. Decentralist and centralist concepts clashed both in the period of the Second Republic of Poland and during the political transformation. The beginnings of the political change were characterised by the predominance of naturalist tendencies, while in the further stages of the development of the Polish state there were growing tendencies to increase the omnipotence of the state.

Population aging is a natural social process. Nevertheless the increase in the population of the elderly (including those of an advanced age – above 85 years old) in the last decade in Poland is unusually high. The rapid increase in the number of older people and their percent-age in the total population is associated with specific social and economic consequences. These have to be faced both by the central government as well as local authorities. In the article author concentrated on the question of the knowledge of local authorities about demo-graphic changes and perceptions of their consequences. The aim of the study was to assess the level of knowledge of local government representatives on the ageing of the local community and the interpretation of changes caused by this process. In addition, the author has identified the measures that local governments have declared to undertake to increase awareness of aging and its consequences. In the article the results of a survey conducted in July 2015 in 77 of the 119 non-metropolitan municipalities of Pomeranian province has been used.

The article contains the first notes and reflections upon the consequences of changes in the Polish electoral system implemented in the Electoral Code formulated following the 2014 local–government election. The author focuses on three types of changes. The first one covers only the reforms of the local–government electoral system (e.g. changes in electoral formula or electoral districts). The second includes reforms of electoral pro-cedures applicable to all Polish elections (voting act and candidate registration). The last one touches upon the general purpose of electoral law codification, primarily the stabili-zation of the electoral system.

The aim of the article is to present the theory and practice of elections to local government bodies in Slovenia: above all, the formal conditions of elections as well as the results of the voting carried out so far. The analysis is based on quantitative data retrieved from the Statistical Office of the Republic of Slovenia and the State Election Commission, as well as qualitative research – interviews with councillors – conducted in selected Slovenian municipalities. The results of the research indicate a relatively high dynamics of changes in Slovenian local politics, including a systematic increase in support for candidates without party affiliation.

The aim of this article is to analyze selected legal and economic aspects of the activities of a municipal administrator (wójt) in Poland. Based on the comparative method as well as on the latest expert studies in the field of law, administration, and economics, the author compares the changes that have taken place in the systemic status and in the activities of wójts. The most important legal acts regarding their powers have been examined. The influence of wójt on shaping the municipality’s budget and managing its assets have been analyzed. The effectiveness of management in the face of the diversity of Polish municipalities has also been compared. Empirical examples of effective public management by wójts have been used. The results of the local government elections in 2018 have also been analyzed as a test of the managerial competence of the wójts under consideration.

The aim of the article is to analyze the constitutional position of the government in the Estonian political system. The parliamentary system determines the shape of the relation between the chief state authorities. A peculiar feature of Estonian governments is that they are usually formed as a coalition and are easily changed. Nonetheless, the whole political system should be regarded as stable. Currently Estonia is an example of a state that successfully applied information and communication technology to public administration. In particular the individual governments are actively working to mainstream the digitalization issue.

In recent months, the COVID-19 virus has become a key challenge for all countries, regardless of their geographical location, economic situation or system of government. As stated by Grzegorz Rydlewski, the crisis has become a condition for balancing and targeting the activities of supranational structures, states, various intermediate structures, and individual people (Rydlewski, 2020). The main aim of the present article is to discuss the trends and changes to public decision-making processes introduced by the lawmaker in connection with the epidemic threat to local government administration. Unquestionably, one of the negative effects of the pandemic is the fact that holding meetings of local government bodies in physical form has been unsafe since the outbreak. Legal and technical solutions have been introduced which partly transfer the decision-making process to the digital world by allowing remote meetings for a wide range of statutory bodies. In this context, it is important to examine the usefulness, practicality and efficiency of the solutions adopted, and also to identify key obstacles and challenges to local government decision-making processes. Additionally, examples of ICT tools supporting decision making in local government units will be duly provided. Finally, key problems identified in the course of the analysis in question, e.g., issues related to the area of cyber security, will be also highlighted.

Dzięki przystąpieniu Polski do Unii Europejskiej w 2004 roku widoczne różnice instytucjonalne i prawne między naszym krajem a zachodnią Europą zaczęły się zacierać. Ustanowienie Europejskiej Przestrzeni Administracyjnej, jako ogólnego modelu administracji publicznej zmierzającego do podobnych lub wspólnych rozwiązań administracyjnych, miało wpływ na rozwój administracji publicznej i jej struktur organizacyjnych. W Polsce, podobnie jak w większości krajów europejskich, system władzy lokalnej oparty jest na zasadzie dualizmu, tzn. część zadań lokalnych wykonuje bezpośrednio administracja rządowa podporządkowana właściwym ministrom, zaś pozostałe zadania realizuje samorząd terytorialny reprezentujący interesy konkretnej wspólnoty lokalnej. Celem artykułu jest omówienie zagadnienia wzajemnej współpracy administracji rządowej z przedstawicielami samorządów terytorialnych na przykładzie realizacji inwestycji o znaczeniu międzynarodowym oraz krajowym, jakimi są planowane do wykonania newralgiczne drogowe inwestycje liniowe, które przebiegają przez teren Polski, oraz przedstawienie konfliktów interesów lokalnego społeczeństwa z globalnymi korzyściami państwa, które często są zasadniczo różne i nie zawsze rozumiane we właściwy sposób. Intensywny rozwój infrastruktury transportu drogowego, jaki obecnie odbywa się w Polsce, przy udziale polityki unijnej, ma znaczący wpływ na rozwój gospodarczy mikroregionów zarządzanych przez lokalne samorządy terytorialne, zasadne jest więc podjęcie jednolitych działań rządowych i samorządowych celem wypracowania wspólnego porozumienia zmierzającego w kierunku osiągnięcia sukcesu gospodarczego kraju w ujęciu globalnym.
With Poland's accession to the European Union in 2004, the visible institutional and legal differences between our country and Western Europe began to blur. The establishment of the European Administrative Space, as a general model of public administration  aiming at similar or common administrative solutions, influenced the development of public administration and its organisational structures. In Poland, as in most European countries, the system of local government is based on the principle of dualism, i.e.: some local tasks are performed directly by the government administration subordinated to the relevant ministers, while the remaining tasks are performed by the local government representing the interests of a particular local community. The aim of the article is to discuss the issue of mutual cooperation between the government administration with representatives of local governments on the example of realization of investments. The aim of the article is to discuss the issue of mutual cooperation of the government administration with the representatives of local self-governments, on the example of implementation of investments of international and national importance, such as key linear road investments planned to be carried out, which run through the territory of Poland and to present the conflicts of interests of the local society with the global benefits of the state, which are often fundamentally different and not always properly understood. The intensive development of road transport infrastructure currently taking place in Poland, with the participation of EU policy, has a significant impact on the economic development of micro-regions managed by local self-governments.

The paper presents the preliminary results of the interdisciplinary study on the influence of the government's remembrance policy. The key aspect of the project was a measurement of 364 students' attitudes towards management of collective memory in laboratory conditions. Its objective was a diagnosis of Polish youth's disposition to the management of collective memory by a state, but also a measurement of attitude change resulting from a narrative (which imitated the remembrance policy). The paper discusses general results of the study and three aspects of attitudes: cognitive, emotional and behavioral. It presents both results from the first measurement and effects of emotions' and commitment's manipulation. Collected data was used to formulate four research conclusions which consider attitudes towards the government's remembrance policy, their change and their relevance to a question on the distribution of influence between a government and a civil society.

In relation to the systemic transformation, which began in Poland in 1989, there was a need to define a new political regime. Eventually it was decided to settle upon a system of government which is characterised by the duality of executive power exercised by the President, as well as Prime Minister and the government accountable to parliament. This element of the political regime creates the potential for cohabitation – an inher-ently conflictual phenomena which can have many negative consequences. One of them is the possibility of its negative impact on the duration of the coalition cabinet. In this article, we intend to test the hypothesis, according to which the phenomenon of cohabitation has a negative impact on coalition governments through the reduc-tion of their duration. The aticle consists of four parts. The first briefly characterizes the evolution of the Polish political regime, highlighting the potential for cohabita-tion which is created by the dual structure of executive – the permanent element of Polish system of government. In the second part we explain the concepts of the cabinet government and the coalition. In the third section we describe coalition gov-ernments formed in Poland in the years 1991–2014 and the phenomenon of cohabitation occurring during their lifetime. In the fourth part we examine the impact of cohabitation on the duration of coalition governments in Poland. The conclusions of the analysis are presented at the end.

The socio-political changes which began in Poland over three decades ago resulted in, inter alia, the activation of various occupational groups that have decided to operate on the basis of the then existing public law. This meant the creation of corporate selfgovernment organizations that are based on associations of persons with compulsory membership. Ever since the political reforms in Poland have been undertaken, professional self-government has been considered an important element of the state’s administrative system. The basis for creating such institutions was the need to protect certain professions which, in the social interest, required the highest qualifications and impeccable ethics. The professional self-government has significantly strengthened its position by taking over a number of the state’s administrative powers regarding, inter alia, the supervision of certain professions. For several years in Poland there has been a public debate on the future of the professional self-government during which arguments have been raised that question the need for the continued functioning of this type of organizations. Moreover, doubts have been raised as to whether the chambers of professional selfgovernment strengthen democratic aspirations and the development of self-governance, or whether they are anachronistic structures that threaten the consolidation of the free market order in Poland. Therefore, it is not only worth pointing out the essence and the tasks of the institution of the professional self-government, as well as its historical development in the country, but it is of paramount importance to draw attention to the significance of this type of entities in creating democratic state institutions and in accelerating participatory processes.
