    Opis:
    The aim of the article is to present the theory and practice of elections to local government bodies in Slovenia: above all, the formal conditions of elections as well as the results of the voting carried out so far. The analysis is based on quantitative data retrieved from the Statistical Office of the Republic of Slovenia and the State Election Commission, as well as qualitative research – interviews with councillors – conducted in selected Slovenian municipalities. The results of the research indicate a relatively high dynamics of changes in Slovenian local politics, including a systematic increase in support for candidates without party affiliation.

    League of Polish Families (LPR) achieved great political success against other na-tional parties in 3rd Republic of Poland. The party had representatives in the Polish parliament and government, European Parliament and Voivodeship sejmiks. This success was a result of their political programme, exposing sovereign national policy and consol-idation of different parties of Polish national right. Defeat of LPR was caused by ideolog-ical and personal conflicts amongst the party’s leaders and between central management and local structures. Those problems led to internal divisions in party and decrease influ-ence of LPR in Polish society.

    Opis:
    The Round Table Agreement led to the opening up of the Polish political scene and initiated the free competition of political parties. From this moment on we have dealt with permanent professionalization of the campaign, especially political TV advertising. Analyzing TV spots from the election campaigns we can subdivide three phases, at-tributable to periods: 1989–1995, 1995–2001 and 2001–2011. The first of these is char-acterized by a low degree of professionalization and poor use of political advertising. The second phase involves the personalization of the campaign and gradual expansion of advertising formats. The third phase, initiated by parliamentary elections in 2001, is characterized by a significant increase in spending on paid advertising and benefiting from patterns of U.S. political campaigns (shorter and more dynamic spots, domination of image content and the use of negative advertising). Parliamentary elections in 2011 may herald the beginning of the next phase. It can be assumed that in the era of technological progress Polish parties will gradually move their advertising messages to the Internet.

    The purpose of the article is to present institutional forms of political competition treated as arbitrational issue of the authorities based on the election. The analysis was conducted on the basis of the three forms of political competition; namely conflict, public order and the configuration between the ruling party and the opposition. The direct background to the above-mentioned forms was the election to the Euro-pean Parliament in the Subcarpathian Voivodeship in 2014. Analysis was also carried out taking into consideration specifics of this Voivodeship, when treated as a specific region on the electoral map of Poland.

    The politicians of the Polska Partia Socjalistyczna (PPS) believed that the adoption of the Constitution was one of the most important and the most urgent tasks of the Polish Seym (Polish Parliament) elected on 19 January, 1947. Immediately, in the spring of that year, the authorities of the PPS started the inner-PPS works to get ready the party’s politicians for the constitutional debate and to help them to develope a position on important issues of the future of the Polish political system. The party officials asked the theorists of the constitutional law and the practitioners dealing with the social and state problems to prepare elaboration concerning chosen political issues which were part of their interests. Konstanty Grzybowski and Michał Szuldenfrei wrote articles about freedom of founding and functioning of political parties which had key importance in regard to the system existence. The authors of both texts supported the constitutional regulation of the status of political parties what was not positively accepted among the contemporary liberal groups. Both Grzybowski and Szuldenfrei believed that in the situation in Poland in 1947, which was a transitional period characterized by the existence of strong antisystemic opposition, it was necessary to regulate political parties and restrict the freedom of their founding and functioning.

    This article concerns the issue of the attitude of Polish libertarian parties to Polish integration with the European Communities/European Union. Included within the politi-cal parties which were the subject of interest for the author are: the Union of Real Politics, the Congress of the New Right Wing, the Libertarian Party and the Renewal Coalition of the Republic of Freedom and Hope. It should be emphasized that the purpose of the elaboration was not only to present the inclination of these parties to the EC/EU, but also to indicate the possible differences between them on this particular issue. On the basis of research methods used in the article (analysis of sources, histori-cal method, comparative method) it has been demonstrated that Polish libertarian parties – propagating the ideas of minimal state and laissez-faire economy – are scepti-cal to Polish integration with EC/EU. Simultaneously it must be noted that the attitude to the European integration process – as shown in the example of the Union of the Real Politics – may, under the influence of changing political situation, succumb to minor changes.

    The article concerns attitudes of voters and political parties towards the right to civil partnerships for same-sex couples. Although, over the years, several attempts have been made to introduce draft laws on relationships in Poland, none of them was successful. The following political parties and groupings were analyzed: Prawo i Sprawiedliwość, Polskie Stronnictwo Ludowe, Platforma Obywatelska RP, Nowoczesna of Ryszard Petru, KW Kukiz '15 and Koalicja Zjednoczona Lewica. Studies have confirmed that the portioning of support for the right to a same-sex registered partnership divides the Polish political scene. The position of the examined parties on the legalization of same-sex relationships coincides with the beliefs of voters. The majority of parties and voters of the left supported the right to enter into partnerships, right-wing parties and their voters were against.

    The purpose of the article is the presentation of the origins of the 1996 Solidarity Elec-toral Campaign, an electoral union composed of right-wing and centre-right parties. On the basis of this, the cornerstone of the political party AWS Social Movement was created. The conditions which led to the creation of the aforementioned subject in Rzeszow are subject to analysis, and the participation of AWS and AWS SM in parliamentary, local and presidential elections in the region is characterised. Issues which have a de-structive impact on AWS and caused its dissolution are also discussed.

    The aim of this article is to present the election campaign in the by-election to the Senate in the Subcarpathian voivodeship called by the President of the Republic of Po-land Bronisław Komorowski for 8th September, 2013. The main reason for calling the by-election was the fact that the mandate of Władysław Ortyl, elected as the Marshal of the Subcarpathian voivodeship, terminated. Ultimately, seven candidates supported by their own parties or electoral committees endeavoured to win the support of the local electorate and entered the campaign. A visit paid by top representatives of Law and Justice, Civic Platform, Polish People’s Party and United Poland to the region of the Subcarpathian voivodeship was an essential element of the election campaign. The representatives finally did battle for Subcarpathia. The by-election to the Senate in Subcarpathia in 2013 showed that in electoral competi-tion the political parties performed a decisive role, not their candidates, as evidenced by the election result achieved by the Law and Justice candidate in relation to his political opponents.

    Celem artykułu była analiza czynników warunkujących powstanie, a następnie działalność Zespołu Rzeczników Platformy Obywatelskiej w latach 2006–2007. Przedmiotem dociekań naukowych były również geneza instytucji gabinetu cieni oraz przedstawienie okoliczności dotyczących utworzenia Platformy Obywatelskiej. Zamierzeniem badawczym autora było również udzielenie odpowiedzi na następujące pytania: czy Zespół Rzeczników przyczynił się do wzrostu poparcia społecznego dla PO w przedterminowych wyborach parlamentarnych w 2007 r.?; czy działalność gabinetu cieni PO poprawiła sposób organizacji działań komunikacyjnych partii politycznej z jej otoczeniem zewnętrznym oraz czy doprowadziła do zwiększenia przewagi nad konkurentami?
    The aim of this article was to analyze the factors that influenced the creation and subsequent activity of the Civic Platform Spokesperson Team in the years 2006–2007. The subject of research was also the genesis of the institution of the Shadow Cabinet and presentation of circumstances surrounding the creation of the Civic Platform. The author's research intention was also to provide answers to the following questions: did the Team of Spokespersons contribute to an increase in public support for Civic Platform in the early parliamentary elections of 2007; did the activity of the Civic Platform's Shadow Cabinet improve the organisation of the political party's communication activities with its external environment, and did it lead to an increase in its advantage over its competitors?

    Poglądy stronnictw ludowych PSL Piast i PSL Wyzwolenie dotyczące władzy państwowej, w tym głowy państwa, kształtowały się jeszcze w okresie zaborów. Galicyjscy przywódcy PSL „Piast” mieli bogate i raczej korzystne doświadczenia ze współpracy z monarchią konstytucyjną. Jednak koncepcje monarchiczne były sprzeczne z „duchem czasów” i nastrojami polskiego społeczeństwa. Od 1918 roku stronnictwa ludowe wypowiadały się wyraźnie za demokratyczno-republikańską formą rządów. Partie chłopskie wchodzące do Sejmu Ustawodawczego nie miały ściśle sprecyzowanych zasad konstytucyjnych i na temat władzy w państwie wypowiadały się w kategoriach ogólnych. W poglądach zarówno polityków z PSL „Piast”, jak i PSL „Wyzwolenie”, niewiele miejsca zajmowała w tamtym czasie analiza prerogatyw głowy państwa. Znalazły one miejsce dopiero w okresie prac dotyczących konstytucji. Poglądy na władzę polityczną stronnictwa przedstawiły wyraźnie dopiero we własnych projektach konstytucji. PSL „Wyzwolenie”, w „Podstawie Ładu Rzeczypospolitej Polskiej”, dla głowy państwa proponowało nazwę (tytuł) Rzecznik Rzeczypospolitej. Ostatecznie zdecydowało się na nazwę Naczelnik Państwa; nawiązywano do Naczelnika Kościuszki, chcąc równocześnie usatysfakcjonować Józefa Piłsudskiego. Naczelnik miał być wybierany przez cały naród. W projekcie PSL „Piast”, głowa państwa – prezydent, miał być wybierany również w wyborach powszechnych, postulat był zawarty także w programie Stronnictwa uchwalonym 29 czerwca 1919 roku. Konstytucja RP z 17 marca 1921 roku stanowiła zwycięstwo prawicy. Celem artykułu jest ukazanie i porównanie poglądów polityków ludowych z PSL „Piast” i PSL „Wyzwolenie” dotyczących instytucji głowy państwa. W artykule została przedstawiona ewolucja ich poglądów, a także dylematy związane z wyborem pierwszego Prezydenta Rzeczypospolitej Polskiej.
    The views of the PSL Piast and PSL Wyzwolenie popular parties on state power, including the head of state, were shaped already during the period of partitions. Galician leaders of PSL "Piast" had a rich and rather beneficial experience of cooperation with constitutional monarchy. However, monarchical concepts were contrary to the "spirit of the age" and the moods prevailing in the Polish society. Since 1918, popular parties have clearly expressed their support for the democratic-republican form of government. People's parties entering the Legislative Sejm did not have strictly defined constitutional principles and voiced their opinions about power in the state in general terms. In the views of both politicians from PSL "Piast" and those from PSL "Wyzwolenie", little space was taken up at that time by the analysis of the prerogatives of the head of state. It was not until work on constitution began, that these found their right place. The parties presented their opinions concerning the political power clearly only at the stage of presentation of their own draft constitutions. PSL "Wyzwolenie", in "Podstawa Ładu Rzeczypospolitej Polskiej" ("Fundamentals of the Order of the Republic of Poland"), proposed the name (title) of the Spokesman of the Republic of Polandfor for the head of state. Eventually, it decided on the name of the Head of State; references were made to the Head of Kościuszko, while at the same time wanting to satisfy Józef Piłsudski. The Head was to be elected by the entire nation. In the draft by PSL "Piast", the head of state – president, was also to be elected in general elections, this demand was also included in the Party's program adopted on 29 June 1919. The Constitution of the Republic of Poland of 17 March 1921 marked a victory for the right. The aim of the article is to present and compare the views of people's politicians from PSL "Piast" and PSL "Wyzwolenie" regarding the institution of the head of state. The article presents the evolution of their views, and also their dilemmas related to the election of the first President of the Republic of Poland.
