    The paper presents the preliminary results of the interdisciplinary study on the influence of the government's remembrance policy. The key aspect of the project was a measurement of 364 students' attitudes towards management of collective memory in laboratory conditions. Its objective was a diagnosis of Polish youth's disposition to the management of collective memory by a state, but also a measurement of attitude change resulting from a narrative (which imitated the remembrance policy). The paper discusses general results of the study and three aspects of attitudes: cognitive, emotional and behavioral. It presents both results from the first measurement and effects of emotions' and commitment's manipulation. Collected data was used to formulate four research conclusions which consider attitudes towards the government's remembrance policy, their change and their relevance to a question on the distribution of influence between a government and a civil society.

    Opis:
    This article presents, on the basis of the classification of actors of public policy presented by Suwaj and Wenclik, local government entities involved in the implemen-tation of public policies. Through examples of the functioning in practice, the image of the participants in local government is shown as “those that directly affect the shape of the (national) public policy, are directly involved in its creation”, a fact which results from belonging to the category of public administration. In turn, the remainder of the image is presented as local government entities “who are not directly involved in mak-ing decisions about the shape of public policy, although their opinions may be impor-tant in its shaping”. Such a view leads to the perception of municipalities, counties and provinces as entities “suspended” between the central authorities and the specific interests determined by local communities and the broadly understood local govern-ment sector.

    Youth councils are one of the entities functioning within local government units. According to law, the councils have an advisory character, but in practice these bodies also perform a number of other functions. Youth councils are forums that represent the views of young people at a local level; the councils shape, develop, activate, and educate the youth as well as create a forum for cooperation between local authorities and young people. The work in a youth council contributes to the development of a person's personality; it provides satisfaction, self-fulfillment; helps to develop social competences and to meet the need to be noticed and appreciated. The paper presents the results of empirical research, in which the author proves that the main role of youth councils is to activate the local life of young people.

    This article presents reflections on the assumptions, goals and tools used by the district authorities of Podkarpackie Province in their external information policy. The authors have tried to answer the following questions: whether the counties maintain conscious relations with the media, what these relations look like, and also whether the journalists are interested in the issues of self-government (according to local authori-ties). Moreover, the intensity of the use of selected communication tools – standard and non-standard – has been described. The article has also aimed to determine what tools of external communication will be used by the counties in the future. The conclusions presented in the article were based on the results of a survey conducted by the authors with the heads of Podkarpackie counties in the first half of 2012.

    Opis:
    Decentralisation of power in Poland after 1990 also included the sphere of education, as a result of which local governments became an important subject of educational policy. In order to implement their tasks they implement a variety of instruments. One of them is the possibility to influence the level of the teachers’ salaries. Authorities who run schools are obliged to establish, through appropriate regulations, such remuneration policy that will allow for the achievement of average salaries, set at the central level, for particular groups of teachers’ promotions. Otherwise, they are required to pay compensatory allowances to teachers. In this article an analysis of compliance with this requirement in the Podkarpackie’s Voivodship has been made, based on the financial statements of the local governments. The research has shown that a substantial number of governments guarantee the required average pay levels not by accepted rules of remuneration arrangements, but by paying supplementary allowances.

    Polityka informacyjna jest jednym z elementów, które w istotny sposób wpływają na wizerunek i odbiór działań prowadzonych przez jednostki samorządu terytorialnego. Skuteczne działania w tym obszarze pozwalają na efektywne komunikowanie z lokalną społecznością, a także są elementem praktycznej realizacji prawa obywateli do informacji. Jak wynika z przeprowadzonych badań, samorządy wojewódzkie w Polsce wykorzystują w swoich działaniach narzędzia polityki informacyjnej o różnym charakterze. Są to zarówno narzędzia, których funkcjonowanie jest wymagane przez przepisy prawa (Biuletyn Informacji Publicznej), media własne samorządów wojewódzkich, jak i działania realizowane w ramach polityki media relations.
    The information policy is one of the elements that significantly affect the image and reception of the activities carried out by local government units. Effective activities in this area allow for effective communication with the local community, and are also a part of the practical implementation of citizens' right to information. According to the research, voivodship self-governments in Poland use various information policy tools in their activities. These are both tools, the operation of which is required by law (Public Information Bulletin), own media of voivodship self-governments, as well as the activities implemented under the "media relations" policy.

W niniejszej publikacji dokonano analizy zaangażowania rad młodzieżowych w pomoc humanitarną dla uchodźców z Ukrainy w związku z inwazją Federacji Rosyjskiej na Ukrainę w lutym 2022 r. Dodatkowo, w artykule przedstawiono przyczyny konfliktu pomiędzy obydwoma państwami oraz dokonano charakterystyki poszczególnych przedsięwzięć podejmowanych przez rady młodzieżowe w Polsce.
    The article is a part of a publication series on the functioning of youth councils working with local government units. This publication analyses the involvement of youth councils in humanitarian assistance to refugees from Ukraine due to the Russian Federation's invasion of Ukraine in February 2022. Furthermore, the article presents reasons for the conflict between both countries and provides an overview of different ventures taken by youth councils in Poland.
