Opis:
The problem of both political and sociological backgrounds is often the quality and level of political civic competence. They point out their importance for the development and consolidation of democracy as well as the quality of public life. Research on this topic is accompanied by a lack of interest in politics, knowledge of its basic mechanisms, limited social trust, and marginal participation, which may be the turnout in individual elections. At the same time, there is a lack of reflection on the sources of such behaviors, assuming (usually a priori) that they are in the historical experience, mentality, tradition or political culture prevailing in a given society. However, the observation of public life makes it possible to argue that the quality and level of political civic competences largely depend on the practice of political parties with regard to citizens in terms of both conventional and unconventional participation. Of course, it is difficult not to notice the interplay of political parties and citizens, one can even risk the notion that the "quality of citizenship" depends on the rulers, and these reflect the "quality of citizenship."

The article concerns the attitudes of parties and their voters towards democracy and support for a “strong-arm government”. The research included the five largest Polish civil parties Platforma Obywatelska RP (Civic Platform RP), Prawo i Sprawiedliwość (Law and Justice), Sojusz Lewicy Demokratycznej (Democratic Left Alliance), Twój Ruch (Your Movement) and Polskie Stronnictwo Ludowe (Polish People’s Party). The results confirmed that, on the one hand, voters acknowledge democracy as the best political system for Poland; however, on the other hand, a substantial part of them longs for strong authorities. Supporting democracy, they advocate a “strong-arm government”. Among left-wing voters, there is three times more proponents of such governments than persons acknowledging another political system as better than democratic one. In the case of political scene centre voters, the number of “strong-arm government” proponents amounts to over four times the number of democracy critics. Nearly half of the right-wing voters supported the “strong-arm government”, and every fifth of them did not acknowledge democracy as the best political system. Proponents of democracy dominate in electorates of all parties. Groups in which their advantage over opponents is clearly the smallest include: PiS-voters, persons who declared the will to vote for another formation, and persons who did not want to participate in the elections. Among the PiS-voters, nearly three times more supported “strong-arm government” than opposed it. Among the voters of PO, SLD, and Your Movement, there were more opponents of a “strong-arm government” than its proponents. One may assume that a formation critical towards democracy and favorable towards reinforcement of authority of a strong, charismatic leader could gain among the right-wing voters. It may partially explain why did the Kongres Nowej Prawicy (Congress of the New Right) receive substantial support in the elections to the European Parliament. KNP criticizes the modern democracy and its leader favorably talked about activities of politicians who apply the methods of a “strong-arm government”. On the left side of the political scene there are no premises for the emergence of a political force based on similar views and having greater support.

The article focuses on the issue of election silence, the range of its applicability and significance for the Polish democratic system. It describes in detail the legal perspective of the phenomenon at the same time illustrating its actual impact on the functioning of party competition and electoral decision-making process. The primary goal of this paper is to present the results of empirical studies on the importance of pre-election polls for the development of the actual support of voters. Empirical verification has been applied to a thesis which assumes that the publication of opinion polls in support of candidates or political parties during election campaigns should be forbidden longer than just during election silence. The results were also correlated with the declared political preferences of the respondents, which allowed the author a more detailed analysis of the revealed regularities.

The purpose of this article is to present the scope of authority of party leaders in selected Polish political parties. The study included the following parties: Civic Platform (PO), Law and Justice (PiS) party, the Democratic Left Alliance (SLD), Polish Peasants’ Party (PSL), Your Movement (TR), Right Wing of the Republic Polish (PR), the New Right (NP) and the Greens. The article addresses the problem of electing a leader of party. The importance of exclusive competence (the powers that belong only to a leader) of the leaders of the Polish party is analyzed. The leader of party may on their grounds decide in certain areas of action of the party. This applies in particular to internal structure, staffing party, the nomination of candidates for election as well as disciplining party members. In most of the subjected parties the leaders have a broad range of rights including the exclusive character. According to the author, some of these powers undermine democratic nature of the party structure.

The civil competences may have a great influence on the level of the democracy consolidation. They are a mark of knowledge about the democracy, understanding the democracy mechanisms and also the trust to its institutions. This way of understanding the civil competences (especially for the participating kind of political culture) seem to be not enough developed in Poland, what is proved by the results of carried out and shown research. Also vthe idea of the necessity of the occurrence of civil competences, understood as the compulsion for the participating kind of political culture to work, might be exaggerated, because not always the knowledge about the democracy and its mechanisms and its institutions, must be connected with the civil activity.

The main purpose of this article is to present the link between the level of media and information literacy (MIL) and political preferences of Polish students based on empirical research. MIL is a key issue for today’s societies as it equips citizens with the skills needed to use various media and information channels and exercise their basic human rights. Phenomena such as post-truth, the way people are more inclined to accept arguments based on emotions and beliefs than facts, disinformation and fake news are an important context and subject of ongoing scientific discussions. Keeping in mind the limitations of self-report methods, the authors combine the elements of students’ self-assessment with the questions that test their theoretical knowledge and competences related to recognizing fake news. The research sample consists of 870 students of social sciences and journalism. The results of the research provide detailed knowledge about the level of MIL as well as political preferences of students. By that, authors hope to contribute to the global scientific discussion, offering their research conducted in the context of the declining quality of democracy in Poland.

Opis:
Czech experience in the field of referendums is rather limited. Only one nationwide referendum which has been held so far, took place in 2003 and concerned the membership of the Republic in the European Union. The experience of referendums at the local level is incomparably richer: decisions related to environmental matters have gained importance. The greatest interest was raised by referendums on the creation of new municipalities, storage of radioactive waste and elements of radar to be included in the anti-missile shield. It is most probable that referendums will not be used more often than before at the state level in the Czech Republic in the future. This assumption is supported by the lack of such historical experiences as well as the unwillingness of political decision makers. Only local communities often use this kind of opportunity to express their stance on important matters. Significant support on the political scene has been obtained by groups who even call for direct democracy to play a more important role than before in the political system of the Republic. These are not the strongest parties in the Czech Parliament.
