This paper examines the relationship between state and democracy in India. It probes the paradox that representative government is not always responsive government. There is a persistant gap between the practices of popular authorisation and the production of legitimacy. It examines this gap from two different directions. On the one hand, it looks at the the myriad mechanisms by which the strucutre of the state impedes democracy. On the other hand it looks at how inherited social inequality produces forms of politics that make the production of shared legitimacy difficult.

The starting point of this paper is the acknowledgement that the DNA of populism is democratic. At the same time, it may bring undemocratic or even counter-democratic consequences when it questions and contests liberalism and pluralism. This paper maps the key arguments on the relations between populism and authoritarianism, and discusses the risk of democratic backsliding as a result of authoritarian populism gaining power. This topic is critically important and growing urgent with the rising wave of populism across the Western world. Due to its chameleonic nature, populism (as a “thin-centered” or “empty-hearted” ideology) manifests itself in various (re)incarnations and intertwines with nationalism, libertarianism, and also radical left-wing ideas or any other ideology from across the wide political spectrum. First, the author reconstructs the historicity of populism as well as the most important ways of defining it. Second, he reflects on the major arguments about the consequences for democracy of populist politics. Finally, in conclusion, he discusses the threat of authoritarianism that populism brings to liberal democracy and democracy as such.

The I National Congress of Delegates of Independent Self-Governing Trade Union “Solidarity [NSZZ “Solidarnos´c´”] meeting in Gdan´sk in September and Ocober, 1981 is considered the crowning achievement of the “Solidarity’s” organizational and ideological development. No serious and comprehensive monography has yet been written, historical or sociological. The lack of a complete text of the eighteen days of talks was one of the reasons. A shorthand report of the first tour which has been made available recently makes it possible to make some preliminary analyses of the Congress’ topics and dynamics, behaviour of the delegates and mechanisms of their decision-making. It also permits to describe their “union-like” way of thinking as well as understanding and practicing democracy. The author of the article recalls the basic statistics of the community of delegates-a sui generis trade union elite. He moreover poses questions regarding the scale of the secret services’ [SB] controlling the course of the Congress. The author favours the assumption that it was surprisingly negligible.

Taking as his point of departure the London Tottenham riots, a product of a mob lacking political consciousness and postulates, the author strives to identify the fundamental deadlock (aporia) confronting western parliamentary democracy.Nowadays, collective phenomena are analyzed within a moral-economic frameworkwhich reduces the perspective on society to a sumof individuals. This contradiction is responsible for the reductionism which is leading the latest theories of social and political philosophy to the conclusion that we have reached “the end of politics” and are venturing into the “postpolitical era.” According to this author, rather than describing the essence of the problem, these terms are merely skimming the discursive problem. If, as Foucault would have it, discourse is always a specific practice, the aforementioned reductionism can also be approached as a political strategy. Therefore, in order to grasp the “political” as a feature of the situation in which the people are participants, rather than in substantial terms, the author discusses the theory of development of the modern political subject within the framework of Michel Foucault’s liberal “government” paradigm and Jacques Rancière’s theory of democracy as a proper political element. Drawing upon these two thinkers, he sketches the genealogy of contemporary liberal democracy, stigmatized by the increasing rift between the people’s political activity and the managerial class’s apolitical reproduction.

Relying on Grażyna Skąpska’s theory of the constitution as a theory of the society, the paper considers the ‘theory of the society’ provided by the constitutions (public law) of illiberal political regimes, applying a sociolegal perspective. Illiberal democracies are understood as electorally endorsed regimes produced by populism. The present paper concentrates on EU member states, using Hungarian examples. The constitution is understood as a symbolic order with a vision of society that changes social and political realities. The paper argues that illiberal constitutions do not need to depart from mainstream liberal constitutions, notwithstanding the strong nationalist element. The constitutional reality is mostly sub-constitutional and it operates at the level of statutes. The emerging political structure is based on the primacy of the executive branch which in turn serves personalistic rule in the tradition of Weberian Caesarism. The rule is centralistic and creates and consolidates social, cultural and economic dependencies. Following Szelényi and Max Weber, this traditionalist, and therefore antiliberal society (or the selection of these social structures among competing formations by the political management of the society) is described in terms of neo-feudalism. The emerging social relations are reflected in and enabled by public law. The illiberalism of the regimes is not imposed on society and it is greeted as liberation by a considerable part. This genuine sentiment, together with electoral and media manipulation is capable to sustain the illiberal personalistic regime through formally democratic processes.

This essay defends the claim that democracy-the rule of the people-is only possible by means of a constitution. In John Searle’s analytical approach, democracy is based upon the distinction between regulative and constitutive rules; the latter create institutional realities which increase the capacity of human societies to mobilize their resources most effectively for a good social and political order. A case in point is the concept of the “will of the people,” which populist movements in several liberal democracies have been invoking as the truly authentic source of democratic rule. The author raises the question of whether modern-day dictatorships can be based upon the idea of democracy.

The aim of this article is to take a closer look at national Israeli policies in the domain of population growth. Demography plays a powerful role in understanding the Israeli society and the changes it has experienced over time. The “demographic struggle” presents the constant effort of the Jewish population to maintain, regardless of the costs, the numerical majority of the Jews in Israel. The central means to achieve the demographic dominance are the immigration policies and fertility rate, therefore the control over these factors of social life is of primary importance to the Israeli authorities. The methods of managing and influencing the two demographic indicators are discussed in the article in details, since the differences between the Arab and Jewish communities in this area are crucial. The article presents also briefly the role of demography in constituting ethnic democracy in Israel

The article draws attention to the potential significance of Herbert Blumer’s heritage in the sociological analysis of the issues with which modern democracy has to deal. It aims to strengthen that current of interpretation pertaining to symbolic interactionism which opposes the widespread tendency to consider it as amicrosociological orientation. The article emphasizesmedium-range phenomena-in other words, mesosociological problems of organizations, interest groups and social movements. Blumer helped George H. Mead’s ideas, including the basic concept of the self, find a fuller application in sociology. To properly evaluate Blumer’s achievements, one should consider him as a researcher of the changes occurring in modern societies in general. He emphasized the existence of a constant process of defining and redefining social institutions, and thus, the role of civic agency-in other words, ultimately, of the reflexive self. In Blumer’s conceptions of symbolic interaction, joint action and negotiated order one may see an elaboration of the interactional order of the democratic society.

The article departs from the discussion of the sources of the scholar interest in civil society and proceeds to the functional expectations about it. It claims that the concept of civil society, as it is frequently used in scientific and political debates, has specific cultural roots, which makes a trans-cultural analysis difficult or perhaps even impossible. Furthermore, the article addresses three conceptual problems of civil society, namely the issue of what constitutes civil society, its autonomy and impact as well as the challenge of civil society to the state. The central argument of the article is that in order to examine the impact of civil society on governance and democracy, it is recommendable to include three levels of analysis, namely the structure and functions of civil society (including also the possibly negative impact of civil society), the type of state co-existing with civil society as well as the character of the relationship between state and civil society.

Trust in political actors is currently low in all parts of Europe and the former Soviet Union. This paper proceeds by presenting recent evidence from the EU27 and the South Caucasus, and explores differences in levels of trust towards different political actors, between socio-demographic groups, and between countries. The differences are around generally low levels of trust. It is argued that this lack of trust needs to be set in the contexts of economic globalisation having widened inequalities while disempowering national politicians, and the absence of effective political checks on politicians’ actions. Throughout the analysis, contrasts are drawn between the relatively mature democracies of the west and the new democracies of Eastern Europe. The paper concludes by suggesting why, in certain regions, trust has been most easily maintained or restored in relatively undemocratic political systems and actors.

This paper attempts to bridge the gap between contemporary scholars of democratization and researchers studying the political history of Ancient Greece. Although these two subfields already share important commonalities, they have remained indifferent to each other’s work. I argue that the dēmos can serve as yet another area of convergence between them. The increased dialogue between these two research traditions should enrich scholarly debates in both subfields and it also offers an opportunity to address their methodological drawbacks. Specifically, contemporary democratization research tends to undervalue the significance of ordinary people in the democratization process. Conversely, scholars of the ancient Greek world have a tendency to be enigmatic about their use of research methods, which potentially perpetuates the perception that political theorists engage in anachronistic research. Thus, bridging these two camps offers a real opportunity to enrich them individually, as well as the democratization paradigm that underpins both of them.

This article unravels the complex dynamic that had led to the September 2008 financial collapse and to the subsequent and continuing global economic downturn. Taking a longer historical perspective it argues for the need to go beyond the immediate causes that are most often cited, by academics and non-academics alike, as the main reason behind the crash. The essay is first focused on the evolution of societal values within a democratic society, with a specific focus on the United States, the quintessential Western democracy. It shows how the puritan values of social responsibility, hard work and prudence came to be replaced by the ‘me first culture’ characterised by self-realisation and instant gratification. The article also examines the various policies democratic leaders the world over have been implementing in an effort to meet the growing societal aspirations brought on by the normative changes.

The article discusses the role of sub-municipal (neighbourhood, city district) councils as a path to a political career in Polish big cities. The reported research is based on data from six Polish cities. The analysis of social composition of the group of neighbourhood councillors refers to Putnam’s law of increasing disproportionality. Through reference to various theoretical concepts, the process of selection is divided into three stages: self-selection, pre-selection (top-down selection) and bottom-up selection. The role of neighbourhood councils is considered in the context of the concepts of the “incubator” and “respirator” of a political career.

There has been recently a change of paradigms in the academic literature on the historical trajectory of the new member states (NMS). It has been in the last years switching from the success stories to the danger of peripherialization what I call the Rocky Road of Europeanization. Instead of positive evaluations of the first ten years in the EU, more and more “balanced,” “mixed” or even negative evaluations have appeared. These evaluations have been based on the huge datasets of the international ranking institutions like the Bertelsmann Foundation, The Economist Intelligence Unit (EIU), Freedom House, IMF, OECD, Open Society Institute and World Economic Forum. The huge datasets have facilitated the elaboration of the conceptual turning point in the evaluations of the NMS historical trajectory. This theoretical paper-relying on the above datasets-deals with the controversial development of democratization in NMS in the Quarter-Century of systemic change and after Ten Years of the EU membership. It tries to elaborate a new conceptual framework on the decline of the top-down democracy, leading to democracy capture or façade democracy, and on the return to the participatory democratization as a bottom-up process.

Legitimacy is one of the fundamental topics of the social and political sciences, as well as a valid issue in contemporary Western societies. Legitimacy is based on the existence of a common standard for evaluating social and political systems. If such a standard is absent, legitimacy is impossible by definition (Beetham 1991). The research question of this article is: to what extent is the level of a political system’s legitimacy explained by the effect of normative disorientation? Data from round 5 of the European Social Survey is analyzed by multilevel linear regression models in order to verify hypotheses about the strength and direction of the correlation between political legitimacy and normative disorientation. Analysis showed that normative disorientation is negatively correlated with the level of political legitimacy.
