Transformations in the ownership of state owned companies in Poland a! er 1989 played a pivotal role in the general political transformation which took place in Poland at that time. Those ownership changes were an essential element of the political transformation of Poland. The process of transforming the country’s economy from central economic planning to free market economy was started by Tadeusz Mazowiecki’s government. On October 9, 1989, the Council of Ministers accepted a document Guidelines and Directions of Poland’s Economic Policy which aimed at stabilizing the country’s economy and at transforming its economic system. " e stabilization programme was supposed to be implemented by January, 1990.3 " e second stage of the governmental plan was planned for the years 1990–1991 and one of its main tenets was a transformation of ownership rights. Krzysztof Lis, the government’s plenipotentiary for ownership transformation, was responsible for the organization and legislation of the process of privatizing Polish economy. T. Mazowiecki’s cabinet prepared both a draft for the new amendment of the legal act concerning state owned companies and a dra! of a new act about privatizing state owned companies.

Within the context of increasingly digital work, it appeared interesting to look at how military leaders and their leadership style will have to adapt to remain “up-to-speed” with current challenges. It is qualitative research based on interviews with military and civilian experts. Four interviews have been conducted, but there would be the potential to interview many more experts and look deeper into the matter. Within the context of digitalised military leadership, the importance of communication and mutual trust has been underscored by the experts. They agreed that leaders nowadays must embrace digital developments and include them in their leadership styles. The civilian world can learn from the military when it comes to leadership approaches, which is happening at the time of publication of this article with practical examples (senior military leaders assigned to lead the pandemic task force in some countries). Overall, the outcome of the research is that a relevant and resilient military leadership style in the 21st century resembles the elements of the situational leadership style developed by Hersey-Blanchard.

From this short, synthetic review of participation of Presidents in cabinet formation in 1989 – 1995 results that W. Jaruzelski was fully loyal towards processes of democratic changes in Poland. The position of the first, in the history of third RP, head of state was weakened by fiasco of C. Kiszczak mission of government formation; the politician indicated by the President appeared ineffective. But W. Jaruzelski accepted C. Kiszczak failure with dignity and he engaged himself in the process of formation of T. Mazowiecki cabinet although he had constitutional instruments to block it. “President Jaruzelski, Siwicki (Ministry of Defence) and I spread a protective umbrella over this Cabinet against »hardliners« in Poland and abroad.”. L. Wałęsa, benefiting from social consent, very actively took part in the process of formation of solidarity cabinets both before and after he became the head of state. He, with the substantive help of his closest and most trusted associate – prof Lech Falandysz – forced through a favourable for himself interpretation of art 61 of Small Constitution. Because of this, ministers from MoD, MIA, MFA in Pawlak and Oleksy’s Cabinets were appointed by the head of state. It should be stressed that L. Wałęsa helped to promote two prominent politicians: J.K Bielecki and W. Pawlak.

In the first half of 2001 the US Department of State, following a request from the National Security Archive (a US non-governmental organisation), declassified documents relating to the Round Table negotiations, the presidential elections, the crisis over choice of a prime minister and the creation of government (coalition) in Poland in 1989. Those documents, highly confidential until their release, allow us to look at the most important events in the transformation in Poland from a different perspective, which has not yet been extensively analysed. In essence, they indicate the role of external factors which have influenced the political situation of Poland – the transformation and actual decomposition of communism. They include cables detailing the US embassy’s participation in, and its analysis of the events during Poland’s ‘revolution’.

While entering the transformation period, Poland started changes in economics, which was run by the state and was characterized by the lack of market equilibrium and low degree of satisfying the nation’s needs. The change of the state’s role in the economic system became the major challenge for Poland, which started transformations of the system in 1989. The ending of this major phase of transformation can be gauged not only by the degree of state’s withdrawal from the role of the owner and a manager, and replacing this role by a stable set of systemic rules, but also by introducing new market organizing institutions and the degree of financial independence of economic entities from the domination of politics.

Recognition that societies will not be able to build a future as long as they do not face the ‘demons of the past’ has become a kind of universal truth over the last decades of the 20th Century (Gibney et al., 2008, p. 1). This view, though challenging and ambiguous, is reflected in the globally present attempts to improve or rebuild relations within and between different communities at the domestic and international level. The question concerning, on the one hand, the essence and most essential elements and, on the other hand, the instruments and the limitations of rebuilding relations, as well as the political implications of those processes have become the broad area of interest and the discourse leading to significantly different ideas and solutions. The article aims at presenting different approaches referring to dealing with the conflicted and traumatized past both at the domestic and international level. Some selected instruments and methods which enable movement from a divided past towards a common future are discussed namely the strategy of engagement with the past versus the strategy of avoidance of the past. The special attention is paid to the notion of reconciliation understood as a process of rebuilding of relations through the multi-dimensional transformation of former adversaries after the period of violence and repression.

The Author has demonstrated that Samoan youth is not indifferent to cultural universals, despite attempting to co-create them in the course of a multi-cultural dialogue and globalization processes. The study was founded on research results conducted through local observations and a questionnaire distributed among students of the Faculty of Education at the National University of Samoa in Apia. The research aimed to learn about the opinions, aspirations, attitudes, and value systems of Samoan students as they represent the educated elite of the 21st-century generation. The interviewed approve of contemporary civilizational novelties, as long as those do not harm the traditional culture. The socialization process in the Samoan youth has been occurring on a borderland between upbringing, traditional family-tribal, and the modern state-citizen education in schools and social life. Family and traditional customs are still vivid despite being more open to contemporary civilization and state developments. Although cautious towards novelties that might threaten the Samoan culture, these attitudes may be assessed as a reformatory. Based on the results obtained in Samoa, it is justifiable to state that the process of cultural transformation universalization has been occurring there in many areas of reality.

Male politicians are becoming increasingly aware of the fact that women have great power. Girls account for 50% of the population of school students. Women seem to be much better at handling the financial crisis than men. The recession primarily aftected the masculine part of business – widespread layoffs hit typically male industries, such as cars, tobacco, financial services. In the U.S., men account for 80% of people who lost jobs as the result of the recent crisis. Moreover, it is women that make most decisions relating to household expenses. They are also more inclined to save up for future. They typically spend money on things like education, healthcare, food and cosmetics. They also invest in their children’s future. At present, women have about $10.5 trillion at their disposal, while men have approximately $23.4 trillion. However, this disproportion is still getting smaller. The past decade saw the distance between these two worlds constantly diminish. Women control $12 trillion out of $18.4 trillion spent by consumers every year. Moreover, the increasing number of working women – as Michael J. Silverstein points – means that their income is increasing.

This paper presents changes that have occurred at the local level in Poland and new German federal states during the process of the post-communist system transformation. The stages of rebuilding the local self-government and its structures are analyzed. The experiences of Poland and Eastern Germany – two states where the system transformation took different courses – were compared. At the same time, both countries have different constitutional orders of the unitary state and federal state, and this context are interesting fields for a comparative analysis. This paper also confronts the two methods of institution building – the importing of well-established institutions and developing them in the evolutionary way, where in both cases path a dependency can be well observed. In Germany this is considered a special case (Sonderfall) of institutional transformation, in which the key role was played by the transference of institutions, personnel and financial means. This was also done much quicker and in a more structured and comprehensive way than in Poland. In the case of Poland, the creation of local self-government structures or shaping the political actors was a grassroots and evolutionary process. This article points out the most important factors that had a crucial significance in the course and results of the transformation and explains different ways of developing the system of democratic local self-government.

In Poland’s most recent history, year 2009 was a time to celebrate a special anniversary. Twenty years ago, events that started a political transformation in Poland took place. They were connected with the Round Table Talks, elections to the so-called Contract Sejm and the fact that Tadeusz Mazowiecki became the Prime Minister. In 2009 Poland also celebrated 70th anniversary of II World War, 10th anniversary of its admission to NATO and 5th anniversary of joining the European Union. The celebrations of these events involved exhibitions, conferences and scientific seminars. Articles were written and television networks broadcast interviews and documentaries about the recent historical events that happened in Poland’s history.

Peace is non–violence and there is only one way to achieve it: peace as structural and interpersonal non–violence. The daily non–violence is as instructive as the spectacular actions of Mahatma Gandhi and Martin Luther King. Peace education is better based on demonstration what we “can” than to postulate of what we should do. The Peace Studies prefer a resource–oriented approach to education instead of a deficit–oriented. Our central thesis is that the youth is living in a kind of transculturality, the best conditions for peacebuilding. Considering the increasing sensitivity we expected that latest in 2075 we will make the war a taboo. The central key to solve conflicts nonviolently is conflict transformation in trusting a spiritual third power in between the opponents, even secularized people. The peace education has to help us to discover the third in nonviolent activities. There is a lot of difficult issues that the non–violence has to reflect in future, including elimination of the extreme violence, reconciliation, an impact of economy, the peacebuilding’s relevance of structural measures.

This paper is not an attempt to present the process of political changes that occurred in Poland after the end of the Second World War. Its aim is to indicate and explain the characteristics of the process of political change which after 1945 turned Poland into a totalitarian socialist state, and from 1989 led to the construction of the democratic state. The fate of Poland and other Eastern European countries was decided by the strategic interests of the great powers. The memory of the victims of war and democratic axiology gave way to the calculations and domination of force. Many nations were deprived of subjectivity and the possibility of sovereign choice in their future development. In Poland the place of the sovereign nation had been taken by a small group of politicians who became the plenipotentiaries of the Soviet leadership. The creation of the totalitarian system was an essential precondition for the implementation of the Stalinist model of society entirely dominated by the Communist Party, the state described as socialist, and its apparatus of repression. The rule over the nation, although it was called the dictatorship of the proletariat, was a dictatorship over the enslaved society. Only the gradual erosion and finally the collapse of the centre of communist world, created in this part of Europe the possibility to choose freely the model of collective life. The victory of the Polish Solidarity and the fall of Berlin Wall alike symbolize the overcoming the post-Yalta order and the return of these nations to the European, democratic idea of social order. After 1989 the political solutions in which power is protecting the needs, interests and aspirations of each individual as well as the common good, considered the summum bonnum, were chosen. This power is by its very nature decentralised.

By undertaking discussion on the aspect of special forms of commemoration, we may obtain a lot of useful information about the remembrance policy of a given country. That is why the analysis of the issue of the sites of memory seems to be of key importance for understanding problems related to the state’s interpretation of the past from the perspective of an authoritarian regime, political transition and democracy. The aim of this paper is to address one of the elements of a broader issue, i.e. the study of the politics of memory. This element focuses on the presentation of the most significant sites of memory in two countries with the experience of authoritarianism – Chile and Georgia – emphasizing changes which took place in the sphere of commemoration from the beginning of democratic transformation to the moment of achieving full democracy. By describing these places we are showing the main directions and framework assumptions of the remembrance policies of Chile and Georgia, reflected in the form of spatial and visual objects of the “living history”.

The model transformations of Polish public administration after 1989 were the result of the necessary and inevitable consequence of events related to erosion and the collapse of the „real socialism” system. Its internal decomposition, as a result of social reality inadequacy, created a situation in which it was possible to undertake deep systemic reforms in Poland. Democratization of the government system in Poland was an extremely complex process generating numerous problems and showing the scale of adversity in all spheres of social life. All political and structural changes in Poland after 1989 were also possible due to propitious external, international conditions. Especially the collapse of the USSR brought certain possibilities for Poland and other countries in Central and Eastern Europe to regain full sovereignty, which was later expressed in membership in NATO, the Council of Europe, and then European Union accession. As a result of the systemic and political transformation process, the administration has become an extremely important cell in the democratic legal order and the entity responsible for the implementation of a significant part of public tasks at the local, supra-local and regional levels.
