When analyzing events which unfolded in the Ukraine during the final months of 2004 and the involvement of Polish politicians and public opinion in the struggle for the preservation of the democratic character of presidential elections, a question arises regarding the connection of their actions with the political projects of Jerzy Giedroyć, the founder and sole editor of an influential magazine and a centre of political thought, which was Culture, published in Maisons-Laffitte, near Paris, in the years 1947–2000. Historians and political scientists rightly emphasize the fact that the „Eastern doctrine”, also known as the ULB doctrine (from the abbreviation of „Ukraine, Lithuania, Belarus”), has been a constant element of Polish foreign policy since 1989. Generally speaking, Giedroyć was convinced that nationalist impulses would eventually destroy the Russian empire from within, and a sovereign Poland would gain three new neighbours in the East: Ukraine, Lithuania and Belarus. This process was expected to take place in the near future, as foreseen by Culture contributors who called on the émigrés from Eastern Europe to work together in laying solid foundations for the future partnership.

Opis:
As Susilo Bambang Yudhoyono won the 2004 presidential election, it marked the end of Indonesia’s democratic transition era and experienced a dynamic change in foreign policy. The new international identity that viewed Islam as an asset was introduced by SBY, emphasizing the importance of moderate Islam as opposing extremism. The phenomenon of Islamic influence was not only the result of democratic consolidation domestically but also external factors such as the aftermath of 9/11 that portrayed Muslims as potential terrorists. For this reason, Indonesian foreign policy attempted to diminish such misconceptions and tried to be a peacemaker or a mediator in Muslim-related issues globally. To contextualize the analysis, the study focuses on the influence of Islam in Indonesian foreign policy towards the Palestinian-Israeli conflict and Pakistan. The mutual aspirations on the Palestinian statehood shared by both the government and the Muslim elements in society could be found, while religious sentiments were noticeable, as shown by the Muslim groups. In contrast, the influence of Islam in Indonesia-Pakistan relations, especially regarding the Kashmir dispute, was absent due to the difference in views of the government and the Muslim groups and constraining factors, including Indonesia’s national interest priority.

According to a nationwide survey conducted in July 2004 by the Pew Research Center for the People and the Press in association with the Council on Foreign Affairs 41% of those surveyed cited war, foreign policy and terrorism as the most important problems facing the United States of America. For the first time since the Vietnam era American voters are more concerned about international and defense issues than the economy or other domestic issues in the upcoming presidential election; thus the importance of foreign affairs in Democratic and Republican Parties’ platforms.

A common knowledge shapes our perception of the world and forms our understanding of political phenomena. And almost everyone could agree with the argument that circumstances influence politics. The ebbs and flows in influence, power, prerogatives, performance, and activity of many political actors are an effect of changes in the world outside of them. But one may reasonably argue: what is the cause and what is the result? Is it really true the circumstances evidently, clearly have an effect on e.g. US presidential prerogatives? Or, quite contrary, is the actual, current politics as active as the presidents used their power? The article is about how the two worlds influence each other, what are the mutual connections between politics and political actors’ powers.

The aim of the article is to examine whether Nordic area can be regarded as a homogenous and successfully cooperating region, which is providing one unified political front. Considering many similarities between Nordic states, as for example shared values (equality, women rights, common love of democracy, peace and welfare state), one could say that Nordic states constitute a single and unitary area. What is more, the linguistic, cultural and historical closeness of those states is a fact, but at the same time many differences can be pointed, especially considering their security and foreign policies. Those aspects seem to be the main obstacle in introducing full cooperation in the region. Nevertheless, it is worth noticing that current international developments and appearance of new threats to security are influencing the Nordic states which, as a result, are changing their attitudes towards security policy. Those factors could lead to introducing new dimensions of their cooperation.

This paper provides a theoretical explanation of what causes historical issues to impact bilateral relations between two states. The case which was chosen for analysis – popularly known as the Katyń issue – involves changes in Polish foreign policy towards the Russian Federation due to the remembrance of the Katyń Massacre. The main assumptions are based on the concept of securitization and its analytical framework, particularly the societal portion, which is proposed by the Copenhagen School of security study. The process of European integration can be seen as the main causal factor leading to a complex of vertical and horizontal competition between Poland, the EU, and Russia over the construction of their historical identities with a referent object of securitization in Poland. The main conclusion of this paper suggests that significant differences in the understanding of various nations’ roles in WW2 between the EU and Russia have led to the securitization of the Polish historical image of WW2. The Polish audience considered it important to accept the historical truth. The Katyń issue in Polish–Russian relations has become a case that reflects the process which leads to securitization of disputes between historical victims and victimizers on a state–to–state level.

China’s modern power is based on traditional sources: territory size, demographics, economy, and army. An important factor of power is soft power, which is based on culture, foreign policy (including economics), and values. Chinese soft power resources have an old tradition and the possibility of using them is large, and most importantly, in the current international environment, they can use them to gain and maintain an advantage over competitors. The article presents the elements of China’s soft power that determine its advantage over other countries and the weaknesses that may limit its influence. It largely determines the research methods used: statistics and system analysis. The latter method makes it possible to determine the scale of China’s influence and the chances of using them in the 21st century.

By assuming a proactive role in international environmental regimes and extending the ‘green’ dimensions of its Belt and Road Initiative (BRI), China has been seeking to promote itself as a leader and responsible stakeholder in global environmental governance. This article examines this development concerning the notion of China’s ‘soft power’ and, more specifically, the notion of ‘green soft power’ – which aims to bridge the traditional concept of soft power with a state’s behavior on environmental and climate issues. China presents an interesting case since it has accrued a considerable amount of green soft power through its multilateral environmental diplomacy practiced at the Conferences of the Parties (COPs), the high-profile annual United Nations Climate Change Conferences, but its patchy deployment of environmental standards in the bilateral engagements under the BRI highlights the contradictions in referring to China as a green soft power. With these ideas in mind, this article holds that in the search to understand the evolving nature of China’s responsible stakeholder role, attention should be given to exploring the notion of green soft power.

This paper analyses Romania’s foreign policy during the first post-communist years, by employing a theoretical viewpoint based on ontological security and trauma. It uncovers the elite efforts to secure the post-totalitarian state’s identity and international course. Romania’s search for ontological security featured the articulation of narratives of victimhood, which were linked with its proclaimed western European identity. The Romanian identity narrative has long struggled between “the West” and “the East”, trying to cope with traumatic historical events. These discursive themes and ontological insecurities were crystallized in the controversy surrounding the Romanian-Soviet “Friendship Treaty” (1991). Key Romanian officials displayed different typical responses to cultural trauma and debated the state’s path to ontological security, which was reflected in the foreign policy positions.

This article analyses Turkey’s foreign policy concerning the status quo of the post-Arab uprisings through the prism of regional hegemony theory. The aspiring regional hegemon is identified through criteria applied to Turkish foreign policy, recontextualizing soft power initiatives of the previous decades with current hard power policies. The article suggests that while the Arab uprisings played a vital part in the redefinition of Turkish foreign policy, Erdoğan’s domestic priorities informed its recalibration to weather political difficulties and maintain power. The objective would be to challenge the status quo shepherded by the West during the twentieth century as articulated by the Mavi Vatan doctrine, the motivation to renegotiate the Lausanne treaty, the conversion of the Hagia Sophia into a mosque, and even the escalating Erdoğan-Macron verbal feud. Turkey’s aspirations for regional hegemony are evidenced in policies including military intervention, diplomatic and economic support to state entities, escalation of tensions with other regional powers, and Erdoğan’s consolidation of power over Turkish domestic affairs.

While the scope of the paper is to assess the actions undertaken by the European Union towards the FSU-CIS (the former Soviet Union, Commonwealth of Independent States) which was manifested through the Eastern Partnership Initiative in the years 2008–2014, the focus will be centred on theoretical concepts and their ‘explanatory power’ rather than actions undertaken by European or Russian decision makers. Taking that into the account, this essay will critically assess the explanatory power of the neorealist school of thought which although overtly criticized, still remains a viable tool in explaining the processes occurring in international relations.
