The Korean Peninsula has a strategic place in East Asia. According to Korean historic sources the early beginnings of Korean statehood can be traced back many centuries before Christ. Korean history, when considering some events, has some similarities to the history of Poland. Very often Koreans, during the official meetings compare their historic struggles with ours, for example times of partitions and fi ghting against numerous occupying powers. In the past due to its geographic location, Korea had to continuously withstand the expansion of its neighbours, especially China and Japan. Particularly painful was the period of fighting against the Japanese invader at the beginning of 20th century, when after the annexation of Korea, the Japanese were imposing the policy of assimilation and were trying to completely colonize this country. It has unleashed very strong nationalist sentiments within the Korean nation.

Opis:
Many commentators suggest that the Middle East political turbulence was foreseeable and it cannot be said it had been unexpected. However, the diplomatic and intelligence establishments in the United States and the European Union, which have the most crucial stakes in this region, seemed to have been so preoccupied with focusing on Al Qaeda, Hezbol-lah, Hammas, and the Taliban that in a narrow picture they seem to have lost sight of the revolutionary wave, which has altered the governments in Tunis and Cairo and shaved off some of the most hated and oppressive regimes with the sheer example of Hosni Mubarak and Muammar Qaddafi . The spectacular fall of such dictators as Mubarak, has led to the question, whether the “Arab Awakening” was a transformation or a revolution. There are also questions concerning the idea of democratisation of the third world and corruption, which change the Arab governments into “bad apples”. According to the western view, democracy is a Janus-faced ideological god, pulling the strings of both politics and economics. One cannot exist without the other, therefore, when we reconsider the political aspect of the Arab uprising, we should not forget about the economy.

After the collapse of the bipolar international system, a new line of “soft” division in Europe has been established in East-Central Europe. The article seeks to verify the hypothesis that Central and Eastern Europe is an international relations area but is not a cohesive, tightly-knit region united by common institutions, historical experience and the resulting awareness of a separate identity and a sense of community vis-à-vis the external world whereas the international order herein is a dynamic process undergoing evolution. Despite the passage of over twenty years since the collapse of the bipolar system, this process has not yet been completed.

Opis:
The purpose of this paper is to make a contribution to the understanding of the domestic patterns of the political competition in Turkey. Moreover, the paper will also focus on the new doctrine of Turkish foreign policy implemented after the electoral victory of the pro-Islamic Justice and Development Party (Adalet ve Kalkınma Partisi – AKP) in November 2002. In this article the AKP political platform is analyzed as a moderate pro-Islamic party because of its past connections with the Islamic National Outlook Movement of Necmettin Erbakan. In literature on the topic, all the Islamic political parties were connected to the political thought of N. Erbakan and known as the organizations of the National Outlook Movement tradition (Milli Görüş Hareketi). It should be noted that on this point, the first party was the National Order Party (Milli Nizam Partisi), second, the National Salvation Party (Milli Selamet Partisi), third the Welfare Party (Refah Partisi) and fourth the Virtue Party (Fazilet Partisi).

This also marks the beginning of the process of forming of democratic state structures, including local governments.

Opis:
This article analyses Turkey’s foreign policy concerning the status quo of the post-Arab uprisings through the prism of regional hegemony theory. The aspiring regional hegemon is identified through criteria applied to Turkish foreign policy, recontextualizing soft power initiatives of the previous decades with current hard power policies. The article suggests that while the Arab uprisings played a vital part in the redefinition of Turkish foreign policy, Erdoğan’s domestic priorities informed its recalibration to weather political difficulties and maintain power. The objective would be to challenge the status quo shepherded by the West during the twentieth century as articulated by the Mavi Vatan doctrine, the motivation to renegotiate the Lausanne treaty, the conversion of the Hagia Sophia into a mosque, and even the escalating Erdoğan-Macron verbal feud. Turkey’s aspirations for regional hegemony are evidenced in policies including military intervention, diplomatic and economic support to state entities, escalation of tensions with other regional powers, and Erdoğan’s consolidation of power over Turkish domestic affairs.

The article addresses current questions concerning the Kurdish situation before and after the invasion and expansion of ISIS. It applied the theory of securitisation to study the tangled circumstances and frameworks of Kurdish claims, underlining their attempts at gaining their much-desired independence. This elaboration enables one to recognise the genesis and the local, regional and global context of international actions vis-à-vis Kurdish interests, and the possible supporters and opponents of the Kurdish project of statehood in the Middle East. It portrays also the current perception of Kurdish efforts to establish their own national and legal subjectivity that must be recognised by the majority of state actors in order to meet the indispensable criteria of international law. This article is particularly important in the context of recent developments in the Middle East. First of all, it refers to pressures, as well as openly offensive actions targeting the interests and territories controlled by the Kurds in Turkey during the existence of the so-called Islamic State. Secondly, it reflects on actors’ reactions in the international arena, including the countries of the Middle East, towards the independence referendum in Iraqi Kurdistan, as well as on direct actions aimed at shaping a new geopolitical order after the fall of ISIS (attack by Iraqi troops in Kirkuk or the Turkish army in Afrin).

Nowadays, the common denominator of involvement of the EastCentral Europe in the international arena, and above all, the premise determining community of interest expressed in the European Union is the migration crisis. Despite the different circumstances of activity in the context of the migration crisis, states in the region express similar opinions on the consequences of immigration for security in the region. Above all, they emphasise the implications of immigration for the internal security of states. Given the complex nature of migration, this article focuses on the phenomenon of immigration in the EU, determining the causes of the escalation of the influx of immigrants and, above all, identifying the consequences for the security of states of East-Central Europe.

Opis:
East-Central Europe being distinguished – despite different views – a geographical space does not constitute a distinct and coherent political, economic, social, and cultural space. Changes taking place in contemporary Europe, in particular those associated with integration processes mark a new, specific dividing line, different from that during the Cold War. It runs across the geographical, and, consequently, social, political, economic and cultural space of East-Central Europe. It is constructed by both different standards and indicators of social, political and economic life in that part of Europe and the specific shape of cultural identity. The research objective of the paper is to identify and analyze the “fracture” of social space in this part of Europe. It is assumed that social space is a complex, multifaceted construction. Especially significant seems to be the problem of the political empowerments of civil society and its limitations, the problem of the socio-economic situation, and the problem of cultural identity. It is also assumed that the EU’s political strategy currently being pursued, consisting in relinquishing the prospect of EU enlargement towards the east to include selected countries of the so-called post-Soviet area, contributes to strengthening “the fracture” of East-Central Europe. This is apparently the result of the European Union’s implementation of “A Europe of Projects” strategy, which is the measures undertaken under the European Neighbourhood Policy, Eastern Partnership, or Black Sea Synergy.

Opis:
This paper has been based on three assumptions that have been widely discussed in the international political science: (1) there has been a decline of democracy in East–Central Europe (ECE) with the emergence of “velvet dictatorships”, (2) the velvet dictatorships rely on the soft power of media and communication rather on the hard power of state violence that has provoked “cultural wars“ and (3) the basic turning point is the transition from the former modernization narrative to the traditional narrative with “reinventing the past” and “reconceptualising modernity” through the reference to the historically given collective national identity by launching the “politics of historical memory”. The velvet dictatorships have been using and abusing the national history as an ideological drug to consolidate their power. The (social and national) populism and Euroscepticism are the basic twin terms to describe the soft power of the new (semi)authoritarian regimes. They are convertible, the two sides of the same coin, since they express the same divergence from the EU mainstream from inside and outside. Soft power means that the political contest in the new regimes has been transferred from the hard to the soft fields of politics as the fight between the confronting narratives. The victory of the traditionalist–nativist narrative carries also the message that the people are only passive “subjects” and not active citizens, so the field of politics has been extremely narrowed in the “new brave world” in ECE.

Opis:
The Russian National Security Strategy of 2015 aims at achieving autarky from Western influences on global security, the rule of law and global trade. Russia aims at attaining this by applying a holistic mix of military, political and economic means to weaken the West and to strengthen its own role as a global player. The Russian approach builds on a strategy of reflexive control which as such is an old method, but the outcome of the application of this approach results in hybrid warfare which as such is a new emerging concept of warfighting. This short article looks at one particular aspect of this Russian strategy, namely using Hybrid, or non-linear, Warfare against its Western direct neighbours in particular and the West in general. We will discuss the underlying cultural logic in Russia’s actions and will reflect on the impact of Russia’s utilization of the existing cultural asymmetry as a form of warfare in regard to the West. The examples used in this text are taken from the context of the conflicts of Ukraine and Syria, but have to be seen as constituting a part of an on-going global conflict aimed at NATO and the EU. The text builds on years of research within the hybrid threat, warfare respectively, context by both authors.
