The aim of this paper is a comparative analysis of the new methods used to organise the 2020 general elections in Poland and the Czech Republic, which were held in the state of the SARS-19 virus pandemic. This paper analyses the voting methods introduced in connection with sanitary regulations in both countries and the scale of votes cast in this way in relation to the total. It discusses and compares the requirements introduced that voters and electoral commission members had to meet on voting day to minimise the risk of infection with the virus. The text shows a number of similarities in both countries in terms of the measures applied to prevent the spread of the virus associated with a personal visit to a polling station. An additional aspect of the comparative analysis of the covid-voting methods in the two countries was a discussion of voting rules for those infected or in quarantine on voting day. Analysis of the data showed that in both countries the alternative voting method, was not very popular.

Opis:
The scale of disinformation surrounding the COVID-19 pandemic has been called infodemic. It involved disseminating various messages and theories that had a significant negative impact on limiting the spread of the disease but also exacerbated existing social antagonisms and emboldened and radicalised fringe groups. Infodemic, to a large extent manifested in social media, also fostered the formalisation of denialist circles, who transferred their sometimes very aggressive sentiments from the web to the real world. Negation and contestation of the pandemic were partly born spontaneously but were also created as part of postmodern hybrid activities. Consequently, narratives of infodemic led to difficulties in functioning health services, but above all, to an increase in morbidity and mortality related to COVID-19. The consequences of the infodemic would also include various economic effects, such as increased medical expenses for unvaccinated people or turbulence in the labour market.

In the modern world, the development of technology has a significant impact on various areas of human functioning. However, the appearance of the COVID-19 coronavirus pandemic and the need to implement numerous restrictions resulted in an even greater increase in the importance of new technologies, especially in such sectors as education, administration, or finance. In Poland, the introduction of the remote work system encountered many difficulties related to the unpreparedness of previous structures to implement such solutions. An example of a country where they operate efficiently, responding to the problems that Poland faces today, is Estonia, in which, beginning from 2004, the state administration sector has been gradually replaced by a digital system based on Blockchain technology. At present, in Poland, appropriate steps are already taken by the Ministry of Digitization to digitize public administration in the form of a plan of four streams. Given the protracted pandemic, the possibilities for immediate solutions and considering the advantages and disadvantages of digitizing the state seem worth attention.

The article aims to analyse the potential role that hydrogen could play in the post-pandemic recovery of Portugal and its climate policy. The article focuses on reducing greenhouse gas emissions and creating new workplaces. The basis for analysis is the Portuguese hydrogen strategy, published in May 2020 and other strategic documents. In the first part of the article, climate goals adopted by the European Union and Portugal are described and analysed. Then the hydrogen strategy of Portugal was analysed from the perspective of hydrogen contribution to the emission reduction by 2030. The article describes the role of hydrogen in the Portuguese economy, paying particular attention to the 2020–2030 horizon, but also covers a period till 2040. The second part analyses the impact of COVID-19 on the Portuguese economy. Based on the International Energy Agency’s estimates, the potential for creating new workplaces is described.

The article consists of two parts. The first part describes the essence of the national security system and its structure. Using the Ishikawa diagram and the value chain, the authors presented the shortcomings of the national security system and a sequence of actions that can improve it. The second part of the article is devoted to material stocks and their role in the analyzed system. The survey research presented in this part of the article confirmed the importance of material stockpiles in ensuring national security. In addition, the research highlighted the need for government organizations to cooperate in the continuous replenishment of material stocks during a crisis.

The COVID-19 pandemic has prompted governments to take radical measures to contain the virus and protect their citizens. These included successive restrictions on social distance, which have led to closing many enterprises in various industries and dismissing their employees. Introducing restrictions has significantly weakened many countries’ economies. Stock markets have noted sharp declines. Therefore, public protection has led to severe consequences for the labour market. Attempts at defining them have been undertaken in the body of literature. However, they focus mainly on analysing selected indicators. According to the authors, it is worth analysing the correlation between the number of deaths as the variable that best reflects the disease’s severity and selected unemployment rates. It was assumed that the number of deaths is a factor significantly distinguishing the periods before and after the pandemic. Therefore, it is possible to assess the correlation between the pandemic and the labour market condition.

Antisemitism has unfortunately persisted throughout history, and the COVID-19 pandemic has not been an exception to this troubling trend. The conditions created by the pandemic, such as fear, uncertainty, and anxiety, have fueled the emergence and spread of conspiracy theories targeting various groups, including Jewish communities. The COVID-19 pandemic has triggered a plethora of baseless beliefs and conspiracy theories about its causes, which have contributed to the rise of antisemitism during this time. Pandemics, including the COVID-19 pandemic, inherently create anxiety and uncertainty among populations. This change has affected many areas, both political and social. Conspiracy theories that base the cause of the emergence of COVID-19 on Jewish identity are an essential factor for this study. Tendencies toward antisemitism and scapegoating have supported these conspiracy theories. In this study, how antisemitism manifested itself in media and online discourse during COVID-19 and how Jewish identity is affected by the process.

The topic of the present article is the response of states to the first wave of the COVID-19 pandemic by using extraordinary legal measures provided for in their constitutions and legislation. By reference to the research project's findings, the authors characterise the legal solutions in selected jurisdictions and attempt to demonstrate the relationship between the application of emergency measures and the specific political system of states. By doing so, the authors consider such factors as the territory, population, or type of political regime.

The paper presents the characteristics of the rail transport system, including passenger and freight transport during the Covid-19 pandemic. The entities responsible for the safety of the railway sector were presented, among which were the Railway Transport Office, the company PKP PLK S.A., and the Railroad Security Guard, which played the most critical role. The paper presents statistical data for railway accidents and casualties in 2018–2021. It was noted that the Covid-19 pandemic significantly reduced passenger and freight transport. 2021 was the European Year of Railways; it was also an exceptional, demanding, and significant year for changes taking place on the railways. Throughout this time, the Office of Rail Transport promoted rail as a safe, ecological, and comfortable means of transport. Based on statistics and empirical research, the main problems of the railway sector were discussed, and the research hypothesis was verified positively.

Intermarium is one of the most important Polish geopolitical concepts. This article considers it within the category of militant democracy. It allows to explore the process of militant democracy, that is, introducing restrictions by legal means. Most restrictions have recently been introduced due to a coronavirus pandemic. Therefore, the article undertakes to examine the potential for implementation of the concept of the Intermarium during the pandemic and shortly after its end. The study uses a qualitative analysis of sources. Indicators relevant to the study of the process of militant democracy were distinguished based on the body of literature. Results: The traditional concept of the Intermarium erodes due to natural causes. Currently, Poland is more inclined to the concept of the Three Seas. In addition, in the face of the analysis that was carried out, it seems that in a pandemic situation we are observing the end of the paradigm of liberal democracy in this case.

In turbulent times of the COVID-19 pandemic, there are many challenges to a country’s international reputation. During the pandemic, Sweden, especially in its first stage, was frequently presented by international media outlets, sometimes negatively. Such adverse reporting may have imposed some reputational threats on Sweden. This research aims to investigate Swedish communication through a short-term perspective of public diplomacy (its day-to-day dimension) with the foreign public during the COVID-19 pandemic. The research was based on qualitative content analysis of official statements made by the Swedish Ministry for Foreign Affairs, the Ministry of Health and Social Affairs, the Swedish Institute’s Instagram account, and interviews with the Swedish Institute employees. The main argument of this research is that in Sweden, day-to-day communication within PD served as a tool supporting the crisis management process. The research question refers to whether Sweden, through the activity of the Swedish Institute, used some elements of its public diplomacy conduct to react to the coronavirus pandemic. The hypothesis states that the day-to-day dimension of public diplomacy can be associated with the crisis management process.

This article aims to answer the question about the legality of the selected measures implemented by the Polish government during the first wave of the coronavirus pandemic, which resulted in constitutional rights and freedom restrictions. The study focuses on examining selected restrictions implemented in the spring of 2020 in the light of the Polish Constitution, especially in the light of Article 31 (3), which defines the premises of limitation of citizens’ rights and freedoms. It indicates the lack of legal basis and incompatibility with constitutional premises of many restrictions. The study further examines the premises of the introduction of the state of emergency, indicating that the government's decision not to impose such a state was legal and why. The study considers legal status from March 13 to May 16, 2020.

The study attempts to forecast military expenditure in Saudi Arabia for 2020. The research began with a comparative analysis of military expenditure in Saudi Arabia and Russia between 2000–2019. For this purpose, bar charts were used on which the calculated values of the dynamics indices with a fixed (2000) and movable (previous year) base of the considered primary data were outlined. The study was preceded by constructing a multiple regression model to evaluate the impact of the increase in military expenditure in Russia on Saudi Arabia. This model shows that as military spending in Russia increases by one million dollars, military spending in Saudi Arabia increases by $ 0.085 million. Then, data on the expenditure incurred by both analyzed countries in 2020, obtained from various internet sources, was outlined. Their analysis made it possible to select only qualitative methods in the form of expert opinions for the forecast. Saudi Arabia's military expenditure forecast was $ 57 500 million.

The primary burden of tackling the pandemic COVID-19 lies with the state as the entity responsible for protecting the health and life of its citizens. Hence, it can be argued that the focus of the pandemic-induced changes to the Polish legal order was on administrative law, which not only sets out the principles of the functioning of the State as the executive power but also governs the relations between the government, local government and citizens, which had to be significantly modified during the pandemic. It would be impossible to analyse and discuss all the emergency measures that appeared in Poland’s administrative law due to the threats posed by the pandemic. The subject matter of the present study is the analysis of the legal solutions adopted in the Republic of Poland in the sphere of public law in connection with the spread of the virus and particular provisions shaping relationships between the two basic structural branches of Polish public administration, viz. the government administration and the local-government administration. The following part of this study will accordingly be devoted to the analysis of the legislative solution contained in Article 11h of the COVID-19 Act, establishing a legal framework for issuing binding instructions to, among others, the various bodies of local governments, local-government legal persons and local-government organisational entities without legal personality.

The COVID-19 pandemic and the conflict in Ukraine have brought to the surface problems of the modern world that the international community has not seriously addressed. These problems appear to be, on the one hand, the management of global public health and, on the other, relations between states on international trade. These situations are linked to circumstances that have altered the power relations of states over the years, challenging the centrality of the West and the already fragile power of UN institutions. This research analyses the international situation of two UN bodies: the WHO and the WTO, addressing the governance crisis on public health and international trade and trying to understand the causes of the decline in the leadership of their institutions. Adopting a thorough literature review, the findings show how faulty leadership within the UN has led to a significant increase in nationalism among emerging nations, distrust and lack of cooperation. The divergent political visions of members have radically shaken the international balance, triggering a cycle of change in the governance of global health and global trade on a new premise, that of ‘multilevel’ global governance.
